The forum, convened by the Ministry of Health and the Council of Governors, provided a strategic platform to assess progress, address implementation bottlenecks, and strengthen coordination between national and county governments in advancing healthcare transformation.

Following the successful completion of the Primary Eye Care Training of Trainers (TOT), Homa Bay County has now commenced the cascade of trainings across all sub-counties, bringing critical eye health knowledge closer to the communities that need it most.

Equipping frontline healthcare workers at this level with skills will enhance their capacity to conduct visual acuity assessments, identify risk factors, detect eye conditions early, and facilitate timely referrals for specialized care.

As the first county in Kenya to roll out Primary Eye Care, Homa Bay continues to lead the way in integrating eye health into Primary Healthcare, strengthening community-based screening and ensuring that preventable blindness and visual impairment are identified and managed before they impact lives.

The County Government of Homa Bay, through the Department of Public Health and Medical Services, is investing in the capacity of healthcare managers and quality improvement teams through the electronic Kenya Quality Model for Health (e-KQMH) Coaches/Assessors Training.

The training is equipping County and Sub-County Health Management Teams, alongside facility-based Quality Improvement Teams, with the knowledge and practical skills needed to assess, monitor, and continuously improve the quality of healthcare services using the e-KQMH platform.

The County Government is piloting an ambitious Eye Health Programme aimed at increasing access to eye care services to atleast 40% of the County population through strengthened primary healthcare systems, community awareness, and early screening interventions.

Supported by Lwala Community Alliance, the Council of Governors, and the Livelihood Impact Fund, the initiative is investing in capacity building across all levels of care. Members of the County Health Management Team have been trained as Trainers of Trainers (TOTs), with ongoing training targeting Sub-County Health Management Teams, facility healthcare workers, Community Health Assistants (CHAs), and about 3,000 Community Health Promoters (CHPs).

Recognizing that lack of awareness remains the biggest barrier to seeking eye care, the programme is prioritizing community sensitization, advocacy, and education on eye health and near-vision presbyopia to generate demand. Reading glasses will be provided to those in need, while complicated cases will be referred for specialized care by ophthalmologists and optometrists.

The County Department of Public Health and Medical Services convened a stakeholder engagement forum with the Gender Violence Recovery Centre (GVRC) to strengthen collaborative efforts in the prevention and response to Gender-Based Violence (GBV).

The meeting brought together key stakeholders to discuss strategies for enhancing access to healthcare and support services, particularly for minors, while promoting community-led approaches to GBV prevention. Discussions emphasized the importance of investing more in preventive interventions and sustained community engagement to foster long-term, sustainable change.

Stakeholders also explored opportunities for integrating technology into GBV prevention and response systems to improve reporting, referrals, data management, and access to support services. Additionally, the meeting highlighted the need to engage and empower women in the boda boda sector as advocates for the safety and protection of women and the girl child within communities.

Participants reaffirmed their commitment to strengthening partnerships and collaborative action in advancing gender equality, protecting vulnerable populations, and building safer, healthier, and more resilient communities.

The definition of quality in healthcare is not only about measuring performance, but using data to make better decisions that improve patient outcomes.

To strengthen a culture of continuous quality improvement, the Department of Public Health and Medical Services, in collaboration with MCGL and the Institute for Healthcare Improvement (IHI), conducted a four-day Quality Improvement Mentorship and Capacity Building Workshop.

The workshop brought together county, sub-county, and facility healthcare workers to enhance their skills in quality improvement methodologies, data-driven decision-making, mentorship, and the implementation of sustainable improvement initiatives. Participants explores key concepts including outcome, process and balancing measures, quality planning, and the use of data to drive meaningful change in healthcare delivery.

The Department of Public Health and Medical Services convened Sub County TB coordinators, associated programme officers, and partners for a Lung Health Action Planning meeting focused on accelerating implementation of IPACT—integrating asthma, Chronic Obstructive Pulmonary Disease(COPD), and TB services into routine care.

Key priorities included scaling up facility-based screening, improving quality of care through continuous quality improvement, strengthening use of the Tibu App for TB tracking and reporting, and expanding community-facility linkages for early case detection and follow-up.

With support from partners including CHAI, NEPHAK, CHS, and KCCB ACTS, the agenda reaffirmed a shared commitment to strengthen mentorship, digital X-ray outreach, sample networking, community referrals across facilities to improve early detection, enhance care quality, and transform lung health outcomes for our communities.

The County Department of Public Health and Medical Services, in collaboration with LVCT Kenya, has successfully concluded a 4-day Training of Trainers workshop under Phase II of the C-it DU-it initiative — “See It, Do It.”

The initiative is focused on strengthening community health systems in Kenya by linking facility and community health data to improve antenatal care services and maternal health outcomes.

The workshop equipped participants with critical skills in data analysis, root cause analysis, and development of community-facility change plans, building local capacity for sustainable health system improvement.

By empowering trainers to take these skills back to their communities, the program is transforming communities from passive recipients of healthcare into active partners in improving health services and outcomes.
