The district serves approximately 85 installations throughout Japan and Okinawa. military construction programs, the district is a leader in providing installation support and environmental expertise to customers throughout Japan.

WE REMEMBER

For many who remember September 11, 2001, the day began with an image that remains vivid 25 years later: a brilliantly clear early fall morning and blue skies that gave no hint of what was to come. Within hours, terrorist attacks on the World Trade Center in New York and the Pentagon outside Washington, D.C., and the crash of a fourth hijacked airliner near Shanksville, Pennsylvania, had killed nearly 3,000 people and changed the nation.

The U.S. Army Corps of Engineers was among the many organizations called upon to respond.

We remember and reflect.

ENGINEERING STRONGER PACIFIC ALLIANCES

Col. Patrick Biggs, Commander of the U.S. Army Corps of Engineers (USACE) Japan District, alongside the Okinawa Area Office team, recently met with Director General Masaru Murai, Procurement Director Minoru Mizoguchi, and staff from the Okinawa Defense Bureau (ODB).

Key discussions focused on Host Nation Funded Construction initiatives—a vital pillar in modernizing infrastructure, delivering critical capabilities, and ensuring regional stability. Through shared commitment and close coordination, USACE and ODB continue to forge a stronger, more resilient U.S.-Japan Alliance across the Pacific.

When our Japan District engineers and inspectors head out to active construction sites, they don't just bring their technical expertise: they bring their Personal Protective Equipment (PPE). Whether it is a high-impact hard hat, steel-toe boots, protective eyewear, or high-visibility vests, every piece of gear serves as our first line of defense against on-site hazards.

But wearing PPE isn’t just about checking a box or following a regulation. It is a vital part of our "People First" mission. Our families, our team, and our partners count on us to execute complex construction projects safely and professionally. Ensuring our team is properly equipped and trained to use their safety gear means we can focus on delivering world-class facilities while keeping our workplace injury-free.

Gold Castle Achieved! We are officially one step closer to earning one of the Army's highest safety distinctions! 🥇🛡️

On Aug. 21, USACE Japan District successfully completed Stage Three, known as the Gold Castle, of the USACE Safety and Occupational Health Management System (CE-SOHMS). This major milestone positions our district to pursue the prestigious Army Safety and Occupational Health Star recognition, an honor held by fewer than 20 Army organizations worldwide!

CE-SOHMS isn’t about just checking safety boxes or compliance sheets; it is a framework that fully integrates safety and risk management into our daily business processes. As our Safety Chief, Vanessa Matheny, shared, achieving the Gold Castle shows how far we’ve come in making safety a natural, integrated part of how we do business across the entire district.

Our Deputy Commander and CE-SOHMS Champion, LTC Singh, noted that while our strong culture of safety was already there, this system gives us the perfect framework to sustain it. COL Biggs, commander, emphasized that the true measure of our success is ensuring this culture thrives for years to come so that every teammate remains safe, on and off duty.

Just when we thought a day at the office couldn't get any better, we got some very special, four-legged visitors! 🐕❤️

Last week, we welcomed two wonderful Red Cross therapy dogs to JED headquarters. These furry volunteers, handed out endless tail wags and smiles to our hardworking team of engineers and staff.

While our daily mission involves managing some of the most complex construction programs in the Pacific, taking care of our people is always our top priority. A quick break to recharge and connect with our community partners (especially the incredibly friendly, fluffy ones) is the perfect way to boost morale, reduce stress, and keep our team focused and ready.

A massive thank you to the American Red Cross and their amazing therapy dog teams for bringing so much joy to our offices. You are welcome back at JED anytime!

Delivering complex engineering projects in northern Japan requires immense coordination, and Bill stepped up in a big way. His exceptional dedication, technical expertise, and hands-on support were absolutely vital in helping the Misawa Resident Office maintain seamless delivery on several highly complex, critical projects.

Denny and his incredible IMO team are the quiet force behind our entire operation, serving as the literal backbone that allows our engineers, project managers, and partners to collaborate seamlessly across oceans and time zones. From securing our communications to keeping our workforce connected globally, Denny’s leadership has kept our digital infrastructure rock-solid.
