RLSO Western Pacific RLSO Western Pacific Region Legal Service Office Western Pacific has three components: Legal Assistance, Command Services, and Trial.

Yokosuka Legal Assistance Office is open by appointments for Powers of attorney, notary services, and attorney services. Appointment hours are from 0800 to 1530 every day of the week except on Friday, when appointments are from 0800-1300. If you would like to make an appointment, please call DSN 315-243-8901 or Comm 011-81-468-16-8901.

It is with great pride that we congratulate LNCS Shanna L. Todd on her exceptional selection to the designation of Command Senior Chief. This remarkable achievement is a direct reflection of her sustained superior performance, steadfast leadership, and unwavering commitment to her Sailors and the mission.

The role of Command Senior Chief is a position of significant trust and responsibility, serving as the vital link to enlisted personnel.

In this capacity, Senior Chief Todd will be responsible for shaping policies concerning morale, welfare, and training, ensuring the highest standards of professionalism and combat readiness.

Her selection is a testament to her proven leadership and broad management skills, qualities she has demonstrated throughout her distinguished career.

Senior Chief Todd began her naval career in August, 2005, as a
Master-at-Arms, where she was entrusted with providing security and physical protection for her fellow service members.

In May of 2010, she converted to the Legalman rating, embarking on a path that would see her become an integral part of the JAG Corps community for nearly 16 years.

While her departure from the JAG Corps is a bittersweet moment, we know that she is moving on to even greater things. She will bring the wealth of knowledge and experience gained throughout her career to a new command, where her leadership will undoubtedly have a profound and positive impact.

Congratulations, Senior Chief Todd, on this well-deserved and momentous achievement. We wish you fair winds and following seas in your new role and you will always be apart of the JAG Corps.

On 18 February 2026, LT Clayton Keir, JAGC, USN (BROFF Sasebo) gave a 12-minute presentation entirely in Japanese on behalf of Commander, Fleet
Activities Sasebo at the 21st Crime Prevention Liaison Committee Meeting in Sasebo City Hall. The meeting offers a chance for various law enforcement bodies in Sasebo to offer information on crime statistics, measures to prevent incidents and car accidents, and responses. The meeting also offers an opportunity for open dialogue on ways to improve.

Introduction Translation: “Thank you for inviting me to present today. My name is Lieutenant Clayton
Keir, and I serve as the Staff Judge Advocate for U.S. Fleet Activities Sasebo, where I act as the legal advisor to the base. It is truly an honor to address this distinguished audience, and I hope that by the end of this presentation, you will have a clearer understanding of the U.S. Navy's ongoing efforts to ensure safety and security within the Sasebo community."

Commander Ryan Sylvester and Lieutenant Ethan Katz of the United States Navy Judge Advocate General's (JAG) Corps delivered a legal brief to the sailors and helicopter pilots aboard expeditionary mobile base ship USS John L. Canley (ESB 6) on Sunday, 8 February during the ship's brief port visit to Guam. Also supporting the brief were Legalmen including LN1 Yasemin Karabudak-Busby, LN2 Shelsey Ekwueme, and LN2 Alpha Tongor. The legal team supported Task Force 76 ensuring the crew received critical legal guidance required by U.S. SEVENTH Fleet prior to operations. Canley provides multi-mission support capabilities from logistics, special operations, and serves as a mobile base platform.

The JAG Corps is dedicated to delivering essential legal services across the fleet, directly supporting operational readiness and the welfare of our Sailors.

After 30 years of honorable and dedicated service, RLSO WESTPAC proudly recognizes the retirement of Legalman Master Chief Melissa A. Adams, whose leadership, professionalism, and unwavering commitment to mission and Sailors have left a lasting impact across the fleet.

Throughout her career, LNCM Adams exemplified the Navy’s core values of Honor, Courage, and Commitment, mentoring countless Sailors and strengthening every command she served. Her legacy of excellence, resilience, and deckplate leadership will continue to influence future generations.
