Foreign nationals are required to complete a disembarkation card (ED card) for submission on arrival.

Several cases have been identified in Tottori Prefecture of persons pretending to represent the post office in order to obtain personal information by telephone.

📞 Claiming to hold a parcel, these individuals request details ostensibly for delivery purposes including: ✅name ✅address ✅age ✅family composition
⚠️ If you receive a telephone call of this nature, do not provide any personal details, and refuse to answer any questions. Alert your family and neighbours to this scam, particularly senior citizens, in order to help prevent crime.

Residence cards renewed after this date will be subject to this new procedure. 1さい～16さいみまん（16さいになっていない）の人の「ざいりゅうカード」と「とくべつえいじゅうしゃしょうめいしょ」に、しゃしんが ひつようになります。
2026年6月14日から、ざいりゅうカード・とくべつえいじゅうしゃしょうめいしょが 新しい形(かたち)のカードになります。
これからは、今までしゃしんがいらなかった「1さい～1６さい未満」の人も、カードに かおじゃしん が のります。
そのため、2026年6月14日の まえ や あとに しんせいする人は、ちゅういしてください。
📌 ざいりゅうカードの しんせいについて
■ にゅうかんの まどぐちで しんせいする場合
2026年6月14日より前に しんせいしても、カードを もらう日が 6月14日よりあとになる人は、しゃしんが ひつようになることがあります。
■ オンラインで しんせいする場合
・今までは、16さいみまんの人は しゃしんが いりませんでした。
でも、2026年6月14日からは、1さい以上の人は しゃしんデータが ひつようになります。
・ただし、6月14日より前に オンラインしんせいする場合は、いつもの「かおじゃしん」のらんでは ていしゅつできません。
・もう しんせいした人も、あとから にゅうかんに「しゃしんデータを だしてください」と

SPECIFIED RESIDENCE CARD AVAILABLE FROM 14 JUNE 2026

■ Many of Japan’s foreign residents currently carry both a residence card and an individual number card. Many municipalities, however, have required individual ID information updates after residence certificate renewal, increasing the complexity of the renewal process and necessitating multiple visits to the municipal office.
👉This new change will increase efficiency and streamline the renewal process.
Here are some answers to common questions about the specified residence card.
❓Q1. What information does the card contain?
✅The card lists the bearer’s name, date of birth, s*x, nationality, address, visa status, period of stay, card number, expiration date, and employment status. Individual identification numbers are borne on the reverse of the card, with information stored on an IC chip inside the card.
❓Q2. Is the card available to users of the online visa application system?
✅At present, specified residence cards are not issued through the online application system, and must be requested in person at the service counter of Immigration Services.
❓Q3. What advantage does the card provide?
✅The specified residence card compiles regular residence card and personal identification data on a single card. This simplifies procedures and reduces paperwork at immigration and municipal offices. For example, visa renewal currently necessitates procedures to update individual number card data with the resident’s municipality of residence. A single card eliminates this step.
❓Q4. When can I apply?
✅The system will be implemented on 14 June, with immigration offices open to applications from the following day, 15 June.
❓Q5. Is it required?
✅Residents are not legally obligated to apply for this new card. Many will continue to carry both a residence card and an individual number card.
❓Q6. Can it be obtained at the airport?
✅No. Immigration procedures will be based on the residence card as in the past.
❓Q7. Must it be carried at all times?
✅Yes. The specified residence card, like regular residence cards, must be kept on one’s person at all times.

✅ At the Regional Immigration Bureau, you can apply for permission to renew your period of stay, apply for permission to change your status of residence, and apply for a permanent residence permit. A NOTICE REGARDING TRANSFER OF FOREIGN DRIVING LICENSES

■Licenses can be transferred if:
・Your registered address is within Tottori Prefecture
・You resided in the country of issue of your license for at least three months following issue
・That license is currently valid at the time of application
■Testing features:
●Review of documentation and interview are required before testing. After a successful interview the following tests are administered:
・Eligibility (eyesight and other examinations)
・Rules of the road (written test; 50 questions)
・Driving ability (road test)
Note that written and road tests may be omitted in cases of citizenship in a country with special reciprocal relations with Japan. A list of these nations can be found on the prefectural police department website. Additional points of caution may arise in connection with the advent of digitization of immigration procedures.
① Proof of residence for at least three months in the country of issue
The applicant must demonstrate residence of at least three months following issue in the country where the license was issued. Review of passport stamp dates is often sufficient, though in some cases additional documentation may be necessary:
・Absence of passport stamps due to use of Autogate for processing
・Use of app for management of travel history
② Confirmation of travel records
・Travel history can be confirmed via app, but be advised that login procedures or factors related to the communications environment may make these apps unusable within Japan.
・Data may not be readily obtainable.
Documentation may need to be submitted in hard copy. Apps registered to overseas telephone numbers may require the assistance of family members in your home country to furnish required data.
③ Supplemental documentation
Additional documentation may be required in cases of:
・Enrollment in a Japanese language school (proof of enrollment)
・Pay stubs (three months’ in case of salaried employment)
Note that single-issue receipts are not accepted as proof.
