Zambia's Ambassador to Japan calls for value addition in the mining sector

Press statement for immediate Release

Tokyo, 26th February 2026--- Zambia’s Ambassador to Japan, Dr. Tobias Mulimbika has emphasised Zambia’s commitment to value addition in the mining sector as a central pillar of the country’s economic transformation agenda.

He noted that the Government of the Republic of Zambia is prioritising mineral processing and downstream manufacturing in order to promote industrialisation, create employment, and enhance participation in regional and global value chains.

The Ambassador made the remarks during a courtesy call by H.E. Dr. Ghazi Faisal Binzagr, Ambassador of the Kingdom of Saudi Arabia to Japan, at the Zambian Mission in Tokyo.

Ambassador Mulimbika highlighted Zambia’s strategic geographic position as a land-linked country bordered by eight nations and its membership in regional economic blocs, providing access to a combined market of over 600 million people. He underscored the importance of key infrastructure corridors, including the Nacala, Dar es Salaam, and Beira corridors, in facilitating trade, strengthening supply chains, and unlocking investment opportunities across mining, agriculture, energy, and other productive sectors.

Dr. Mulimbika further outlined Zambia’s utilisation of Public-Private Partnerships (PPPs) as an established model for delivering large-scale infrastructure projects under a clear legal and regulatory framework, and expressed readiness to engage Saudi investors in identified bankable projects aligned to Zambia’s development priorities.

In his remarks, Ambassador Binzagr reaffirmed Saudi Arabia’s interest in deepening cooperation with Zambia in sectors such as infrastructure, mining, agriculture, energy transition, and health. He emphasised the importance of optimising value chains to ensure mutual economic benefit, enhancing supply chain resilience, and fostering transparent, credible, and sustainable partnerships. He also highlighted opportunities in energy transition, including hydrogen development, and stressed the need for strategic alignment in long-term infrastructure planning.

Both Ambassadors underscored the importance of human capital development and skills enhancement to support industrial growth and sustainable economic diversification, particularly in light of Africa’s youthful demographic profile.

The meeting reaffirmed the shared commitment of Zambia and Saudi Arabia to advancing mutually beneficial cooperation and exploring strategic partnerships that contribute to sustainable development and long-term economic resilience.

Zambia and Namibia reaffirm commitment to strengthening bilateral trade and strategic economic cooperation

Tokyo, 18th February 2026--- Zambia’s Ambassador to Japan, Dr. Tobias Mulimbika has reaffirmed Zambia’s commitment to strengthening bilateral trade and economic relations with the Republic of Namibia.

The Ambassador made the remarks during a courtesy call by the Ambassador-Designate of the Republic of Namibia to Japan, Ms. Rosina Hoabes, at the Zambian Mission in Tokyo.

Ambassador Mulimbika noted that Zambia and Namibia continue to enjoy long-standing bilateral relations rooted in historical solidarity, particularly Zambia’s support during Namibia’s liberation struggle. He stated that the two countries are now focused on deepening strategic cooperation in areas such as economic partnerships, infrastructure development, trade facilitation, and regional security.

He emphasised that the presence of both Missions in Japan presents an opportunity to jointly promote investment into projects of mutual interest, including the development of the Walvis Bay, Ndola, Lubumbashi corridor and the Katima Mulilo One-Stop Border Post, as critical infrastructure for regional trade and transit of goods and services.

Ambassador Mulimbika further underscored the importance of collaboration among Southern African diplomatic missions in Tokyo, including engagement with the Democratic Republic of Congo, to attract investment into strategic regional corridors and enhance economic integration within the Southern African Development Community (SADC).

He also called for increased trade and exports between Zambia and Namibia, noting the significant potential for both countries to leverage their strategic geographic positions and infrastructure to attract investment and stimulate regional growth.

In her remarks, Ambassador-Designate Ms. Rosina Hoabes expressed appreciation for the warm reception and reaffirmed Namibia’s commitment to strengthening bilateral relations with Zambia. She conveyed gratitude for Zambia’s historic role during Namibia’s liberation struggle and expressed optimism for enhanced cooperation in trade, investment, and other areas of mutual interest.

The meeting reaffirmed the strong and cordial relations between Zambia and Namibia and underscored the shared commitment to advancing economic diplomacy and regional development.

Zambia and Japan Celebrate 61 Years of Enduring Friendship and Cooperation

Tokyo, 27th October 2025 ---Zambia’s Ambassador to Japan, Dr. Tobias Mulimbika, has reaffirmed the strong and enduring ties between Zambia and Japan as both countries mark 61 years of diplomatic relations, coinciding with Zambia’s 61st Independence Anniversary on the 24th of October.

Speaking during a luncheon held at his Residence in Tokyo to commemorate the occasion, Dr. Mulimbika underscored the shared values of peace, unity, and cooperation that have defined the two nations’ partnership since Zambia’s independence in 1964.

Ambassador Mulimbika noted that this year’s Independence theme, “61 Years of Peace and Unity: Building a Resilient and Prosperous Zambia,” reflects not only Zambia’s national journey of peace and progress but also the strength of its international partnerships.

He expressed deep appreciation to the Government and people of Japan for their steadfast support in advancing Zambia’s development across key sectors such as health, education, agriculture, mining, infrastructure, and energy.

He further highlighted Japan’s technical and development assistance through JICA and other institutions, which have enhanced Zambia’s human capital, community resilience, and institutional capacity.

The Ambassador also acknowledged the Japanese private sector for its growing role in Zambia’s economic transformation through investments that foster technology transfer, job creation, and innovation.

“As we look to the future Zambia remains open to deeper cooperation and new opportunities for partnership. Guided by our Eighth National Development Plan and Vision 2030, our focus is on building a diversified, resilient, and inclusive economy that welcomes innovation and sustainable investment.”he said.

In his remarks, Director-General for African Affairs at the Ministry of Foreign Affairs of Japan, Mr. Takao Imafuku, commended the close partnership between Japan and Zambia, describing the two nations as important partners united by shared values and principles.

He reaffirmed Japan’s commitment to deepening bilateral cooperation, particularly in the follow-up to the outcomes of TICAD 9.

Mr. Imafuku cited President Hakainde Hichilema’s visit to Japan earlier this year as a major milestone, noting that one of its key highlights was the signing of the Japan–Zambia Bilateral Investment Agreement.

“Zambia is a country endowed with abundant mineral resources, particularly copper, whose global demand is expected to rise. The country also holds immense potential in agriculture and tourism, with attractions such as Victoria Falls and its vast national parks,” he said.

He added that the Government of Japan is expediting the necessary procedures for the early implementation of the investment agreement and will continue working to encourage increased Japanese investment in Zambia.

Mr. Imafuku also congratulated Zambia on the successful celebration of its National Day during the Osaka–Kansai Expo, expressing hope that the strong momentum generated through the Expo, President Hichilema’s visit, and TICAD 9 will further elevate Zambia–Japan relations to new heights.

Meanwhile, Shinagawa City Vice Mayor, Mr. Ariake Horikoshi, expressed gratitude for the close collaboration between the Embassy of Zambia and the Shinagawa Ward, where the Embassy is located.

He commended the ongoing cultural exchange programmes between schools in Shinagawa and Zambia, expressing optimism for expanded cooperation and deeper people-to-people exchanges.

The event was attended by senior officials from Japan’s Ministry of Foreign Affairs, representatives from the diplomatic corps, local authorities, Japanese companies, and friends of Zambia.

Japan International Cooperation Agency (JICA) new Chief Representative for Zambia Office Dr. Tomoko Ono paid a courtesy call on Zambia's Ambassador to Japan Dr. Tobias Mulimbika at the Zambian Embassy in Tokyo.

Among the issues discussed included a brief status of JICA projects that are currently being implemented in Zambia.
Ambassador Mulimbika expressed gratitude to JICA for the continued support ranging from infrastructure development, cultural exchange, education, capacity building as well as technical support including the upgrading of the Greater Lusaka City Project.

Dr. Ono noted that Zambia and Japan share cordial relations dating back to Zambia's independence and as such values the cooperation built over the years. She explained that she looks forward to further strengthening that relationship during her time of office in Zambia by implementing many more projects that are mutually beneficial to the two countries.
