The Online Sapporo Snow Festival 2021 ~Snow Festival Made by Everyone~ is underway!

The Sapporo Snow Festival, which started with six small snow sculptures made by students in Sapporo in 1950, is going online for a special treat this year!

You can enjoy the following programs from February 4, 2021 (Thu) to February 28, 2021 (Sun).

The exhibitions SIAF Document and Sapporo Winter Change 2021 have started at the Sapporo Community Plaza!
In SIAF Document (1st floor), the plans and ideas for Sapporo International Art Festival (SIAF) 2020 are presented in the form of texts and movies.
In Sapporo Winter Change (2nd floor), the SCARTS Mall C (the open space in front of the library) hosts an exhibition on the theme of snow clearance using the venue in a dynamic way. Inside SCARTS Studio, a time laps video of snow piling up at a dumping site is projected on a large screen.
The exhibitions will last until Sunday, February 14 (10:00-21:00). Free entrance.

It can be difficult to go out during this pandemic, but why not head out to Okurayama Ski Jump to see the beautiful fall colors?

Walk or drive along the road up to the jump amongst the fall foliage and take the lift up to the observation deck to see the autumn sky and a panoramic view of Sapporo in the clear air!

Autumn in Sapporo is very beautiful, but winter will be here before you know it. Head to Okurayama while the autumn leaves are still beautiful!

皆さん、お元気ですか？

最近、コロナの関係で外出ができなくて、たいへんだと思いますが、今回はコロナ蔓延されて以来、新しく作られた中国語を話したいと思います。

ところで、世界の言語の中には表音文字と表意文字の二つの種類に分けられていることはご存じでしょうか。表音文字がほとんどで、表意文字は漢字しかないです。漢字には表意ということで、小文字数で深い意味を表すことができます。同じ内容の多言語表現を見たら、漢字だけを使用する中国語は一番短いことはその特徴の現れです。また、成語（日本語の四字熟語に相当）というものはちょっと文語ぽっく普段の生活にはあまり使わないとみんなさんに思うかもしれないが、実は意外と我々の日常会話の中でもよく使われています。コロナ蔓延されて以来、さまざまな面では「変容」をもたらした中、面白い「変わった」成語もその中の一つのです。以下は数多くの「新造語」からいくつ取り上げて皆さんにお話したいです。

「敬而遠之」（jing er yuan zhi）意味：相手を尊敬するが、親しくなるのは拒むということです。「而」は助詞、意味ないです。
コロナ時期の意味：一人ひとりは一定の距離を置き、それは相手に対する尊敬です。

「別来無恙」（bie lai wu yang）意味：別れている以来、体には病気がなく健康でいるということです。（挨拶の言葉としてもつかえる）
コロナ時期の意味：我が家に来ないことは、病気をかかるリスクがなく、健康を保つことができます。
（「別」という字は「しない」というような否定の意味もある）

「不約而同」（bu yue er tong）意味：事前に意思疎通などがなく、お互いの見解や行動が一致します。
コロナ時期の意味：デートしないことはみんなが同意します。
（「約」は「約束」の意味もあれば「約会（中国語）」というデートの意味もある）

このような文字をそのまま使用し、意味だけ変わる成語もあれば、以下のような「同音異字」と置き換える成語もあります。

「疫尘不染」（yi chen bu ran）
原語：「一尘不染」清掃して一つのホコリもついていない状態です。
意味：消毒・殺菌などの作業で、コロナウイルスがないような状態を保ちます。

「以独攻毒」（yi du gong du）
原語：「以毒攻毒」毒は毒で退治します。（漢方の考え方で、中毒したら、その毒と相当するような毒物で治療する方法）
意味：一人でいること、いわゆる「個人隔離」は「コロナ」という「毒」を退治するいい方法です。

「罩夕相処」（zhao xi xiang chu）「罩」はマスクの「口罩（kou zhao）」の「罩」を取り上げました。
原語：「朝夕相処」相手と朝から晩までずっといるということです。
意味：マスクとは朝から晩までずっと一緒にいるということです。

以上のような「変わった」成語は学校や職場にも「宣伝用語」のような役割も果たして、それらの成語を読んで意味を味わいながら、面白いと思う一方ではコロナ対策も徹底していくことも意識して念頭に置いていくのではないかと思います。

みなさんは「マイバウム」を聞いたことがありますか？
聞いたことがなくても、見たことがある人は多いでしょう。

その「マイバウム」は大通公園西11丁目にそびえています。
白と青に塗られた高さ23メートルの支柱は、ドイツのミュンヘン市と札幌市が1972年に姉妹都市提携を結んだ記念として、ミュンヘン市から1976年に贈られたものです。

マイバウムはドイツ語で「5月の木」を意味し、現在はドイツの各地で5月にマイバウムを立てるお祭りが開かれ、春の到来を祝うしきたりがあります。

札幌のマイバウムのモデルとなったのは、ミュンヘンの有名な市場「ヴィクトアーリエンマルクト」に立っているマイバウムです。それと同様、札幌のマイバウムにもミュンヘン市の旗やオクトーバーフェストとヴィクトアーリエンマルクトの光景などの飾りがかけられていますが、札幌のマイバウムだけに姉妹都市提携のきっかけとなった1972年の両都市で行われたオリンピックの光景の飾りが残っています。

ミュンヘンのヴィクトアーリエンマルクトで初めてマイバウムが建てられたのは1962年です。それ以来、マイバウムはたびたび交換され、現在のものが13本目になっています。

札幌市もマイバウムの交換を一度だけせざるを得ませんでした。1981年の台風で木製のマイバウムが折れてしまいましたので、札幌市は支柱を最大瞬間風速60㎧の風でも倒れない鉄製のものに替えました。

そして、強い支柱に美しい表面を保つために、マイバウムは、札幌塗装工業協同組合設立60周年を記念し、札幌市と協議の上ボランティア活動として現在塗装中です！

足場架設は明日撤去予定で土曜日には新しいマイバウムをお披露目できそうです！

夜景って寒いほど綺麗に見えると言われていますね。気温と湿度が低いと空気が澄んで綺麗な夜景が見られるそうです。そのおかげか、もいわ山の夜景は日本新三代夜景に選定されるほど皆さんに愛されています。

この度は、国際交流員たちが札幌市が主催する「サッポロスマイルいいとこ発見＆発信ウォーク～札幌の夜景～」に参加して参りました！

テーマが札幌の夜景ということで、札幌で有名な夜景スポットを巡ってきました。

新三大夜景に選ばれたもいわ山から見渡す景色はもちろん、札幌市内からみる夜景もとても綺麗で感動しました。ＪＲタワーでは札幌の北側に広がる素敵な夜景を、テレビ塔では、札幌の象徴である大通公園の夜景を満喫できました！

特に大通公園では今、ホワイトイルミネーションが真っ最中なので、様々な色に彩られた冬だけの特別な景色が見られます！雪に覆われ白く光る札幌はとてもロマンチックな雰囲気を漂わせています。

皆さんもこの時期を逃さず札幌の夜景を存分にお楽しみください！

　World Winter Cities Association for Mayors Working-Level Officials Meeting 2019

　From the 14th to the 17th of November, the World Winter Cities Association for Mayors (WWCAM) Working-Level Officials Meeting (WLOM) was held in the city of Norilsk, Russia. In previous years, the WLOM was held in Sapporo, the location of the secretariat. This is the first time in seven years the WLOM has been held in a city other than Sapporo, with the previous being in Hwacheon, Korea.
　Norilsk is the world’s northernmost city with a population over 100,000. With strong winds and temperatures that drop as low as -30 degrees Celsius as early as autumn, with cold days continuing until May. Despite the severe cold, the city is home to a prosperous metallurgical industry, and one of the world’s largest factories. The city of Norilsk, built on a foundation of permafrost, joined the WWCAM in 2018 and became the host town for the WLOM in November of 2019.
　Representatives from 13 cities from 7 countries participated in this WLOM, and through the result of several constructive meetings and exchanges, the 2020 WWCAM topic of “Aging Society in Winter Cities and Cold Climate” was agreed upon.

　The WWCAM is a network where winter cities around the world gather and exchange about winter technologies and experiences with the slogan of “Winter is a Resource and Asset”. A Working-Level Officials Meeting is held biennially, with the mayors conference being held in the in between years. Members of these meeting discuss city planning and implementation while sharing ideas and techniques on solving problems facing member cities. The next Mayoral meeting is scheduled for September 2020 in Rovaniemi, Finland.
