JGSDF Camp Shimoshizu, Chiba Pref., Japan – MAJ Phillip H. Le, the 38th Air Defense Artillery Brigade Operation Officer and his team recently held a Staff-level engagement with Rikujo-Jieitai (Japan Ground Self-Defense Force) and Koku-Jieitai (Japan Air Self-Defense Force) Air Defenders, March 31, 2026.
It was for the 1st “Japan-U.S. Staff-level Dialogue (JUSD)” with the Brigade’s main training partners of JGSDF Air Defense School and JASDF Air Defense Missile Training Group, a subset of the established framework of the Bilateral Integrated Air and Missile Defense Summit being held between the 38th ADA Brigade Commander, JGSDF Air Defense School Commandant, and JASDF ADMTG Commander where leaders have been discussing various mutual integrated air and missile defense missions.
Following a group photo of the group to commemorate the first event, MAJ Le was invited for an office call with COL HISATA Shigenobu, Vice Commandant of JGSDF Air Defense School, where both discussed mutual concerns on the current and emerging threats and how we can more effectively and efficiently respond.
Then MAJ Le rejoined with the rest of his team for the first session of the new JUSD staff-level framework. Following brief introductions from each side, JGSDF Air Defense School’s Planning Office provided a Mission Brief of the school which has been admitting JGSDF Air Defenders to further develop proficiencies of both officers and non-commissioned officers from around the country as well as conducting research and development on air defense capabilities and coordinating various trainings and exercises, along with an additional brief on their growing and developing capabilities to respond against emerging threats. Both sides continued the discussions to deepen mutual understandings to be able to more effectively and lethally operate through further refining our tactics, techniques, and procedures based on our experiences including lessons from recent bilateral training opportunities.
After enjoying lunch at their dining facility with continued discussions, the Pacific Guardians were introduced JGSDF’s indigenously-developed air and missile defense capabilities such as Improved Type-03 Medium-Range Surface-to-Air Missile System (aka Chu-SAM Kai), Type-93 Close-Range Surface-to-Air Missile System (aka Kin-SAM), and Type-11 Short-Range Surface-to-Air Missile System (aka Tan-SAM), including observing simulated air battle in a lab by students participating from JGSDF ADA units dispersedly stationed around the country.
We look forward to continue having more opportunities to engage with and exercise together with our incredibly capable allies of both Rikujo-Jieitai and Koku-Jieitai to further enhance interoperability and strengthen our IAMD capabilities together. 日本 千葉県・陸上自衛隊下志津駐屯地 - 米陸軍第38防空砲兵旅団運用担当士官 フィリップ・H・レイ少佐と3科はこのたび令和8年3月31日、陸上自衛隊及び航空自衛隊の防空部隊の皆様と共に参謀・実務者級の対話に参加しました。
このたびの訪問は、当旅団の主要訓練パートナーと共に、当旅団長と陸上自衛隊高射学校長及び航空自衛隊高射教導群司令との間において、指揮官級で様々な共通の統合防空ミサイル防衛任務等について協議してきた日米統合防空ミサイル防衛(IAMD)サミットの参謀・実務者級対話、「日米参謀級対話(JUSD)」の第1回対話に参加するためのものでした。
初回を記念して集合写真を撮影した後、レイ少佐は高射学校副校長 久田 茂将 1等陸佐との懇談の招待を受けました。双方は既存及び新たな脅威への共通の懸念やいかにしてそれらに対しより効果的且つ効率的に対処するか等について懇談しました。
改めて合流したレイ少佐はその後、参謀級対話”JUSD”初回に参加しました。自己紹介の後、陸上自衛隊企画室より、日本全国より集まった陸上自衛隊高射特科の幹部及び下士官の熟練度を一層向上させると同時に訓練・演習及び高射特科に関する研究開発等を行う同学校についての、そして新たな脅威に対処するため発展・開発されている能力等についてのブリーフィングがありました。双方は最近の日米共同訓練機会等を含む経験を基に、それぞれ戦術、技術、手順を一層洗練することを通じ、より効果的且つ打撃力をもって運用できるよう更に相互理解を深めました。
同駐屯地食堂での昼食を楽しみながらの懇談に次いで、当「太平洋の守護者」旅団は陸上自衛隊が運用する国産の防空及びミサイル防衛能力、03式中距離地対空誘導弾改善型(中SAM改)、93式近距離地対空誘導弾(近SAM)、11式短距離地対空誘導弾(短SAM)等に加え、日本全国に分散する各陸上自衛隊高射特科部隊から集まった学生が行う対空戦闘訓練を視察しました。
素晴らしい能力を御持ちの陸上自衛隊と航空自衛隊の皆様と、引き続き訓練・演習等を通じ相互運用性向上及びそれぞれの統合防空ミサイル防衛能力を一層高めていけることを心待ちにしております。日米同盟は共有する価値観と、自由で開かれたインド太平洋の維持に向けたコミットメントの上に成り立っております。
