• Enhancing cooperation in energy security, including appreciation for Japan’s USD 10 billion support initiative for regional crude oil procurement

Japan has pledged to provide $10bn (£7.4bn) to help its Asian neighbours, especially those in South East Asia, secure energy including crude oil as the region reels from disruptions caused by the Iran war.

Japanese Prime Minister Sanae Takaichi announced the new cooperation framework on Wednesday after meeting other Asian leaders online.

Japan relies on South East Asia for petroleum-derived products, most notably medical equipment - something that Takaichi stressed at a news briefing on Wednesday.

"Japan is closely interconnected with each Asian country through supply chains and mutually dependent with them," she said.
Japan's co-operation framework aims to help Asian countries procure crude oil and petroleum products, as well as maintain supply chains and expand stockpiles.

Asia is especially vulnerable to energy supply disruptions stemming from blockades of the Strait of Hormuz, as nearly 90% of the oil and gas passing through the key waterway is bound for the region.

Japan's foreign ministry said the $10bn in financial aid was roughly equivalent to a year's worth of crude oil imports by countries in the Association of South-east Asian Nations (Asean).
It added that the initiative was welcomed by leaders at the meeting - including those from the Philippines, Malaysia, Singapore, Thailand, Vietnam, Bangladesh and South Korea - and that funding for the project would come from a range of sources.

The aid is roughly equivalent to a year's worth of crude oil imports by Asean countries.

PTIC Osaka Deepens Strategic Engagement with Chūbu Economic Federation

Commercial Counselor Michael Alfred V. Ignacio and Ms. Yasuko Kuniyoshi, of the Philippine Trade and Investment Center (PTIC) in Osaka, met with senior officials of the Central Japan Economic Federation, led by Takehito Hiramatsu, Director General, together with Katsuyuki Ogura, Managing Director, Hideki Kinosh*ta, General Manager, and Kazuki Nomura, Director.

The Central Japan Economic Federation represents the Chūbu Region—widely recognized as the industrial heart of Japan, with a globally competitive concentration of manufacturing industries and supply chain networks. Many Chūbu-based companies, including major automotive, electronics, and industrial manufacturers, already maintain significant operations in the Philippines.

Building on this strong foundation, discussions focused on advancing the Philippines’ strategic thrust of manufacturing supply chain development and industrial ecosystem building, with particular emphasis on:
• Expanding the participation of Japanese SMEs and Tier 1, 2, and 3 suppliers in the Philippine manufacturing base
• Identifying supply chain gaps and localization opportunities that can be filled by Chūbu-based enterprises
• Facilitating targeted, sector-specific business missions and investment promotion activities
• Strengthening coordinated support mechanisms to enable seamless entry and expansion of Japanese firms in the Philippines

The Philippine side highlighted that while major Japanese manufacturers are already well-established in the country, significant opportunities remain in completing their supply chains, presenting immediate and commercially viable entry points for SME suppliers seeking regional expansion.

“Chūbu’s industrial strength is central to Japan’s global manufacturing leadership. By working closely with Chūkeiren and its member companies, we aim to bring in the next wave of Japanese SME investments to fill critical supply chain gaps in the Philippines—creating value for both our economies,” said Commercial Counselor Ignacio.

Both sides expressed strong interest in deepening collaboration to accelerate industry-led investments, supply chain integration, and long-term industrial partnerships, reinforcing the Philippines’ role as a strategic manufacturing hub in ASEAN.

PTIC Osaka Strengthens Engagement with Aichi Industry Promotion Organization

Commercial Counselor Michael Alfred V. Ignacio and Ms. Yasuko Kuniyoshi, of the Philippine Trade and Investment Center (PTIC) in Osaka, met with Yuka Watanabe, Chairman of the Aichi Industry Promotion Organization, to advance economic cooperation and industrial linkages between the Philippines and Central Japan.

The Aichi Industry Promotion Organization serves as a key institution supporting business development, SME growth, and international investment in Aichi Prefecture, and plays an active role in initiatives such as the Invest in Aichi-Nagoya Consortium in collaboration with JETRO Nagoya.

Discussions highlighted the strategic importance of the Greater Nagoya region, encompassing Aichi, Gifu, and Mie, as a globally competitive manufacturing hub and a critical partner in advancing regional and global supply chains.

Both sides reaffirmed their shared objective of strengthening two-way economic exchange, including:
• Promoting Japanese investments into the Philippines, particularly among SMEs and Tier 1, 2, and 3 suppliers
• Encouraging Philippine companies to explore opportunities in the Greater Nagoya region
• Facilitating business missions and sector-focused engagements based on industry demand

The Philippine side emphasized its strategic focus on supply chain development, noting the strong presence of major Japanese manufacturers in the Philippines and the opportunity to further localize their supplier networks.

“By working closely with Aichi’s industry promotion institutions, we aim to connect supply chain players to existing Japanese manufacturing operations in the Philippines, creating immediate value for investors while strengthening industrial ecosystems,” said Commercial Counselor Ignacio.

The meeting also underscored opportunities for collaboration in organizing business missions, investment briefings, and high-level engagements, including potential participation of leading Japanese firms in future economic activities involving the Philippines.

Both sides expressed their commitment to sustained coordination to translate these engagements into concrete investment outcomes and long-term industrial partnerships.
