MOCA has secured a guilty plea from 30-year-old medical doctor Chloe Douett in connection with an alleged mortgage and real-estate fraud scheme targeting Jamaican financial institutions.

Douett pleaded guilty to 7 charges following a complex multi-agency investigation led by MOCA. The alleged scheme involved forged documents, false identities and fraudulent acquisition of high-value properties, with an estimated value of $600M.

MOCA remains committed to disrupting organised financial crime and bringing offenders before the courts.

This milestone is more than a celebration of achievements—it is a tribute to the dedicated men and women whose courage, expertise and commitment have strengthened our nation's fight against crime. Every investigation completed, every criminal network disrupted, every act of corruption exposed and every effort to protect Jamaica's financial systems has contributed to safeguarding the freedoms our forebears fought to secure.

Speaking during the Jamaica Institute of Financial Services (JIFS) Anti-Fraud Seminar held at the Terra Nova All-Suite Hotel in St. Andrew on Thursday (July 9), Colonel Edwards stressed that such partnerships must be active, practical, timely, and transparent.

“We cannot build resilient financial institutions through speeches alone. We build them through decisions, investments, systems, reporting, cooperation and leadership. So my charge to you today is simple, treat fraud intelligence as a shared national asset,” he stated.
