The project strengthens disaster resilience in the Eastern Partnership through improved governance, early warning systems, multi-risk planning, training and exercises. PPRD East 4 is operational in Armenia, Azerbaijan, Moldova and Ukraine with the overall objective to increase the capacity of the countries to prevent, prepare for, respond to and recover from disasters, strengthening risk governanc

e and facilitating integration into the Union Civil Protection Mechanism (UCPM). PPRD East 4 represents the final phase of the European Union program dedicated to strengthening disaster risk management in the Eastern Partnership countries. The project consolidates and expands the results achieved in previous phases, supporting the alignment of national systems with the Union Civil Protection Mechanism (UCPM), in line with the Sendai Framework and the EU Disaster Resilience Goals. The programme combines technical assistance and training addressed to institutions, communities and volunteers at different territorial levels, promoting an inclusive whole-of-society approach. Through practical support, strengthened by national and regional exercises, PPRD East 4 aims to ensure autonomy, ownership and continuity of results. Its contents are the sole responsibility of the PPRD East 4 Consortium and do not necessarily reflect the views of the European Union.

Last March, the consortium carried out the Technical Advisory Mission (TAM) in the Republic of , a week of institutional dialogue, field activities and operational exchanges aimed at shaping the future National Plan of Action 2026–2029.

From strategic discussions in Chișinău to field visits in Hîncești and exchanges with the GIES team in Soroca, the mission connected national priorities with local operational realities, focusing on preparedness, emergency planning, interoperability and coordination.

A particularly valuable aspect of the mission was the direct exchange between pilot areas: building on the experience developed during PPRD East 3, Soroca shared practical approaches and lessons learned with Hîncești, supporting knowledge transfer and strengthening cooperation across territories.

The mission also brought together institutions, hydrometeorological services, humanitarian actors and civil society organisations, reinforcing a shared commitment to more integrated and resilient disaster risk management systems in Moldova.

Prevention saves lives, and strengthens systems.
In this interview, Marco Riccardo Rusconi, Director of the Agenzia Italiana per la Cooperazione allo Sviluppo, highlights why disaster risk management and reduction are a priority for Italian Development Cooperation in the development of a stronger nexus between Civil Protection and Humanitarian Aid.

The Technical Advisory Mission (TAM) to concludes in Yerevan with the final alignment sessions bringing together the Ministry of Internal Affairs (MIA, ՀՀ ներքին գործերի նախարարություն - Ministry of Internal Affairs of Armenia), the EU Delegation, the Armenian State Hydrometeorological and Monitoring Service and the Unified Operational Management Centre of MIA.

Building on the institutional consultations and field activities carried out in the Vayots Dzor region, discussions focused on validating national priorities, strengthening coordination mechanisms and defining the next implementation steps under .

From preparedness planning to local coordination and pilot-area development, the mission contributed to shaping a shared operational framework for the future National Plan of Action 2026–2029.

The mission closes with a clearer roadmap for the first implementation phase, reinforcing institutional cooperation and resilience-building efforts across the country.

The Technical Advisory Mission (TAM) to moves from institutional dialogue to the field, reaching the Vayots Dzor region for two days of on-site activities and local engagement.

Here, together with the Rescue Service Administration of ՀՀ ներքին գործերի նախարարություն - Ministry of Internal Affairs of Armenia, local authorities and volunteer groups, the mission explores how preparedness and coordination take shape in territories exposed to risk. From visits around the Kechut reservoir to discussions with local stakeholders, field observations help connect operational realities with future planning priorities.

The entire PPRD East 4 team is deeply saddened by the passing of Mr Teimuraz Melkadze, Head of the Civil protection Department of the Ministry of Internal Affairs of Georgia and a valued collaborator of PPRD East 3.

Throughout the years of cooperation, Temur stood out for his professionalism, dedication and strong commitment to strengthening disaster risk management and emergency response capacities across the region. Beyond his expertise, he will be remembered for his humanity, his passion for the work, and his constant presence alongside colleagues and partners.

His contribution and the memory of the many moments shared together over the years will remain with all those who had the privilege to work with him. We extend our sincere condolences to his family, colleagues and the entire Emergency Management Service of Georgia during this difficult time.

The Technical Advisory Mission (TAM) to officially begins in Yerevan with the first institutional consultations under PPRD East 4.

Together with different departments of the ՀՀ ներքին գործերի նախարարություն - Ministry of Internal Affairs of Armenia (MIA), the mission focuses on reviewing recent legal developments, identifying national priorities and strengthening coordination around disaster risk management and preparedness planning.

These first discussions lay the groundwork for the future National Plan of Action 2026–2029 and for the next days of field activities in the Vayots Dzor region.

Europe is built before the crisis.
On , we celebrate the vision that began with the Schuman Declaration: a Europe founded on peace, cooperation and solidarity.
For , this vision is not abstract. It is reflected in the daily work we are carrying out with civil protection authorities and partners in Armenia, Azerbaijan, Moldova and Ukraine to build stronger, more connected and more resilient disaster risk management systems.

Because disasters do not stop at borders - and neither should preparedness.

Through PPRD East 4, we are working together to strengthen disaster risk governance, improve early warning and emergency planning, support training and exercises, promote interoperability with the Union Civil Protection Mechanism, and reinforce regional and cross-border cooperation.

At the heart of this work is a simple European idea: when countries prepare together, they protect people better.

Europe Day reminds us that cooperation is one of Europe’s greatest strengths. In civil protection, it becomes something very concrete: shared standards, trusted networks, faster coordination, stronger institutions, and communities that are better prepared for the risks of tomorrow.

The Technical Advisory Mission (TAM) to concludes in Baku with the final alignment sessions with the Ministry of Emergency Situations (MES, Fövqəladə Hallar Nazirliyi), other national institutions and the European Union Delegation.

Building on the institutional consultations and field activities carried out throughout the week, discussions focused on defining the structure of the𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗣𝗹𝗮𝗻 𝗼𝗳 𝗔𝗰𝘁𝗶𝗼𝗻 𝟮𝟬𝟮𝟲–𝟮𝟬𝟮𝟵 and identifying realistic, actionable priorities for the first implementation phase.

From and preparedness to institutional coordination and pilot-area development, the mission helped consolidate a shared operational framework grounded in Azerbaijan’s needs and capacities.

The mission concludes with a solid preliminary roadmap for the next steps of activities in the country, that also reinforces social inclusion in risk reduction and preparedness.

The Technical Advisory Mission (TAM) to continues in Quba and Khachmaz with two days of field activities focused on local preparedness and operational realities.

Together with local stakeholders from the Ministry of Emergency Situations (MES, Fövqəladə Hallar Nazirliyi), the mission focuses on understanding operational realities on the ground: from mechanisms and local capacities to direct observation of areas recently affected by floods and wildfires.

Field activities also provide an opportunity to exchange experiences, identify operational priorities and support the development of future preparedness and early warning .

Follow the mission step by step as field observations and institutional dialogue contribute to shaping the National Plan of Action 2026–2029.
