The project strengthens disaster resilience in the Eastern Partnership through improved governance, early warning systems, multi-risk planning, training and exercises. PPRD East 4 is operational in Armenia, Azerbaijan, Moldova and Ukraine with the overall objective to increase the capacity of the countries to prevent, prepare for, respond to and recover from disasters, strengthening risk governance and facilitating integration into the Union Civil Protection Mechanism (UCPM). PPRD East 4 represents the final phase of the European Union program dedicated to strengthening disaster risk management in the Eastern Partnership countries. The project consolidates and expands the results achieved in previous phases, supporting the alignment of national systems with the Union Civil Protection Mechanism (UCPM), in line with the Sendai Framework and the EU Disaster Resilience Goals. The programme combines technical assistance and training addressed to institutions, communities and volunteers at different territorial levels, promoting an inclusive whole-of-society approach. Through practical support, strengthened by national and regional exercises, PPRD East 4 aims to ensure autonomy, ownership and continuity of results. Its contents are the sole responsibility of the PPRD East 4 Consortium and do not necessarily reflect the views of the European Union.

🇲🇩 On , Moldova’s General Inspectorate for Emergency Situations (IGSU, Inspectoratul General pentru Situații de Urgență al MAI) welcomed young students to an open lesson as part of its “School of Security” initiative, where they learned about disaster preparedness, fire prevention, floods, earthquakes, safe evacuation and first aid.

👏 A great example of how raising awareness and equipping younger generations with practical knowledge and skills can foster a culture of prevention and help build safer, more resilient communities.

As Moldova is one of the partner countries of , we are pleased to highlight initiatives that reflect the importance of preparedness and disaster risk reduction across the Eastern Partnership region.

📢 The PPRD East 4 Full-Scale Exercise cycle has officially kicked off!

From 8 to 10 October, civil protection experts from the PPRD East 4 partner countries are gathering in Montichiari, Italy, for a dedicated operational training organised by CISOM Corpo Italiano di Soccorso dell'Ordine di Malta, during the REAS Salone Internazionale dell'Emergenza 2026.

Bringing together all PPRD East 4 Consortium partners, the Italian Dipartimento Protezione Civile and the Italian National Fire and Rescue Service, the course marks the starting point of a wider exercise cycle that will continue in the partner countries.

Building on the Technical Advisory Missions conducted at national level, participants are working on exercise design, realistic scenarios, operational coordination and evaluation, with a focus on applying common methodologies and strengthening interoperability with the Union Civil Protection Mechanism ( ).

The next step: turning these skills into Tabletop and Full-Scale Exercises, testing preparedness in practice and translating lessons learned into stronger national response capacities.

🇲🇩 A Full-Scale Exercise starts long before teams deploy in the field.
In Chișinău, has taken the first step in the planning cycle for the Full-Scale Exercise (FSX) to be hosted by .

Experts from CISOM Corpo Italiano di Soccorso dell'Ordine di Malta worked side by side with the General Inspectorate for Emergency Situations (IGSU - Inspectoratul General pentru Situații de Urgență al MAI) to start turning the exercise requirements into a practical roadmap: defining its purpose and objectives, discussing roles and responsibilities, identifying the capabilities to be tested and setting the next planning steps.

The exercise will be built around a emergency scenario, designed to test coordination and decision-making, early warning and early action, information management, Host Nation Support and cooperation with the Union Civil Protection Mechanism. EU Civil Protection & Humanitarian Aid

The work also takes into account Moldova’s new civil protection framework, creating an opportunity to translate new rules and procedures into operational practice.

The approach is clear: Moldova leads, while PPRD East 4 provides technical and methodological support. Because preparing an exercise is part of preparedness – strengthening the national capacity to plan, coordinate and ultimately test an effective emergency response.

🇪🇺 🇦🇲 Learning together before exercising together – and exercising together before having to respond together.

This is what European cooperation looks like in practice.

In Aosta 🇮🇹, Armenian civil protection experts are joining European counterparts at the EU-ALPEX-2027 Cross-Border Cooperation Workshop, through . EU Civil Protection & Humanitarian Aid

The workshop brings the PPRD East 4 and projects together around a shared goal: strengthening preparedness and interoperability across borders.

Participants are working side by side to identify operational challenges, compare procedures and practices, and develop practical solutions for cross-border emergencies – from rescue operations and resource mobilization to coordination and emergency communication. The results will help prepare the ground for the EU-ALPEX-2027 Full-Scale Exercise.

For PPRD East 4, it is an opportunity to turn capacity development into shared operational experience, connecting partner countries more closely with the European civil protection community.

🇪🇺 One week, three countries, one shared commitment to stronger preparedness.

This week, experts have been working across Armenia, Italy and Moldova, connecting national partners with European expertise, knowledge and civil protection cooperation.

🇦🇲 In Armenia, alongside the EU-funded Multi-Country Study, the state of practice on risk knowledge is being discussed with national stakeholders to build a common evidence base for future disaster risk management activities.

🇮🇹 In Aosta, Italy, PPRD East 4 is contributing to the planning of ALPEX, a French-Italian civil protection exercise, supporting the preparation of the Armenian USAR Light team to operate in a European exercise environment and strengthening interoperability, procedures and operational standards.

🇲🇩 And in Moldova, PPRD East 4 is working with the General Inspectorate for Emergency Situations (Inspectoratul General pentru Situații de Urgență al MAI) on the start of the Full-Scale Exercise cycle. Moldova will host the PPRD East 4 FSX, and the first technical meeting is helping to lay the groundwork for the process towards the Kick-off Meeting.

Different countries, different activities, one European cooperation framework: sharing knowledge, connecting institutions and turning preparedness into practice.

On , this is what European cooperation means for PPRD East 4: working across borders, learning together and strengthening the connections that make countries better prepared.

Because disasters know no borders. Neither should preparedness.

🇪🇺 From risk knowledge to action: one EU-funded initiative building on the results of another.

In , the EU-funded Multi-Country Study and PPRD East 4 are working back-to-back to strengthen disaster risk management.

The Country Risk Profile developed through the Multi-Country Study provides a common evidence base for PPRD East 4, connecting risk assessment with capacity development, civil protection exercises and local emergency planning.

This is European cooperation in action: building on existing results, connecting complementary initiatives and turning shared knowledge into sustained action with national partners.

From evidence to preparedness, the two initiatives create continuity across EU-funded action while supporting stronger, nationally owned disaster risk management capacities.
