• To contribute to the enhancement of national security and the protection of the territorial integrity and national sovereignty;
• To participate in the national endeavor to sustain development and to enhance the Philippines' competitive edge in a global milieu;
• To protect the rights and promote the welfare of Filipinos overseas and to mobilize them as partners in national development;
• To project a positive image of the Philippines;
• To increase international understanding of Philippine culture for mutually-beneficial relations with other countries; and,
• To increase and maximize human, financial, technological and other resources to optimize the performance of the Department. FOREIGN POLICY

The most important provisions of the 1987 Philippine Constitution which pertain to the framing of Philippine foreign policy are as follows:
Article II, Section 2: "The Philippines renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice." Article II, Section 7: "The State shall pursue an independent foreign policy. In its relations with other states the paramount consideration shall be national sovereignty, territorial integrity, national interest, and the right to self-determination." Republic Act No. 7157, otherwise known as "Philippine Foreign Service Act of 1991", gives mandate to the Department of Foreign Affairs to implement the three

(3) pillars of the Philippine Foreign Policy, as follows:
1. Preservation and enhancement of national security
2. Promotion and attainment of economic security
3. Protection of the rights and promotion of the welfare and interest of Filipinos overseas. These pillars overlap and cannot be considered apart from each other. Together with the eight (8) foreign policy realities outlined by the President, they reinforce each other and must be addressed as one whole. These eight foreign policy realities are:
• China, Japan and the United States and their relationship will be a determining influence in the security situation and economic evolution of East Asia;
• Philippine foreign policy decisions have to be made in the context of ASEAN;
• The international Islamic community will continue to be important for the Philippines;
• The coming years will see the growing importance of multilateral and inter-regional organizations to promote common interests;
• As an archipelagic state, the defense of the nation's sovereignty and the protection of its environment and natural resources can be carried out only to the extent that it asserts its rights over the maritime territory and gets others to respect those rights;
• The country's economic policy will continue to be friendly to both domestic and foreign direct investments;
• The Philippines can benefit most quickly from international tourism
• Overseas Filipinos will continue to be recognized for their critical role in the country's economic and social stability.

The Philippine Embassy in Rome, Italy congratulates its personnel who were conferred with the 2026 Loyalty Awards by the Department of Foreign Affairs for their dedicated and committed years of service to the Philippine foreign service.

Ambassador Neal Imperial presented the Certificates of Recognition and Loyalty pins to: Finance Officer Ruzielle De Vera (15 years of service ), Local hire employee Aubrey Abarintos (15 years of service), Consular Assistant Renee Seline Lopez (20 years of service) and Administrative Officer Geraldine Gamoso (25 years of service).

The other recipients were Philippine Honorary Consul to Malta Roger Anthony Strickland, Jr. and Philippine Honorary Consul to Albania Loritan Prespa (both 10 years of service).

PHILIPPINE EMBASSY IN ROME PROMOTES BAYBAYIN THROUGH TRAINING OF TRAINERS AND WORKSHOP

25 August 2026, Rome — In celebration of Buwan ng Wika, the Philippine Embassy in Rome, through its Cultural Section, conducted an onsite Baybayin Workshop on 25 August 2026 at the Chancery’s Social Hall. The workshop was attended by 18 participants aged 7 to 16 years old, composed of students from the International Philippine Schools in Italy and the International Migrants School, members of Filipino community organizations, and children of embassy personnel. Filipino teachers from the two Philippine Schools Overseas also attended the workshop.

The workshop introduced the young participants to Baybayin, a pre-colonial Philippine writing system, through interactive and hands-on activities. Participants learned to read words written in Baybayin, practiced writing, inscribed their favorite words into Baybayin, and presented their works to their fellow participants.

The activity provided the young participants with a meaningful opportunity to explore Baybayin and deepen their appreciation of Philippine culture, history, and heritage. It also encouraged them to take pride in their Filipino roots and strengthen their connection to the Philippines.

In his welcome remarks, Ambassador Neal Imperial highlighted the importance of providing young Filipinos and Filipino-Italians with opportunities to learn about and appreciate their Filipino heritage. He also provided an overview of Baybayin and its significance in Philippine history and culture, and encouraged the participants to take advantage of the activity to learn more about and appreciate this important part of Filipino heritage.

Prior to the onsite Baybayin Workshop, the embassy conducted a virtual Training of Trainers on Baybayin on 18 August 2026, facilitated by Dr. Ian Christopher Alfonso, Assistant Professor at the Department of History, University of the Philippines Diliman and author of Munting Aklat ng Baybayin. The training was attended by personnel of the embassy and the Philippine Consulate General in Milan, including Consul General Jim Tito B. San Agustin.

The training equipped embassy personnel with the skills and understanding needed to facilitate a Baybayin workshop for the Filipino community. Dr. Alfonso shared his expertise on the history, development, and writing of Baybayin and provided practical guidance on introducing the writing system through engaging and age-appropriate activities.

Through the Baybayin Workshop, the embassy continues to promote Philippine language, history, and cultural heritage among younger generations of Filipinos and Filipino-Italians in Italy. END

🇵🇭🇮🇹 Welcome Back, Kababayans! Celebrating Our August Filipino-Italian Dual Citizens 🇵🇭🇮🇹

The Philippine Embassy in Italy warmly congratulates our kababayans who took their Oath of Allegiance in August. We are especially grateful to those who made time to complete this important milestone during Ferragosto, when much of Italy takes its annual summer break.

Amid the holiday season and the many ways families across Italy celebrate Ferragosto, our kababayans chose to spend part of this time reaffirming their connection to the Philippines by reacquiring or retaining their Philippine citizenship. The Embassy deeply appreciates their commitment to completing this meaningful journey.

Each oath-taking ceremony was a special occasion, bringing together former Filipinos who have built their homes and lives in Italy while continuing to value the country and culture where their journey began.

Ang muling pagiging Filipino citizen ay higit pa sa isang dokumento o seremonya. Para sa marami sa ating mga kababayan, ito ay isang makabuluhang pagkakataon upang muling yakapin ang kanilang pagka-Pilipino, pahalagahan ang kanilang pinagmulan, at mapanatili ang ugnayan sa Pilipinas habang patuloy na namumuhay sa Italya.

Sa ating mga bagong Filipino-Italian dual citizens, maraming salamat sa inyong pagtitiwala at sa pagpiling gawing bahagi ng inyong Agosto ang mahalagang hakbang na ito. Ang inyong dedikasyon, lalo na sa panahon ng Ferragosto, ay tunay na pinahahalagahan ng Embahada.

Hinihikayat namin ang iba pa nating dating kababayan sa Italya na naging naturalized Italian citizens na alamin ang kanilang eligibility para sa reacquisition or retention of Philippine citizenship. Nandito ang Embahada upang magbigay ng impormasyon at gabay sa bawat hakbang ng proseso.

The webinar will provide updates on SSS programs and services and serve as an opportunity for participants to engage directly with SSS representatives.

Celebrating Our New Filipino-Italian Dual Citizens!

The Philippine Embassy in Italy warmly congratulates all our kababayans who took their Oath of Allegiance in July and formally reacquired or retained their Filipino citizenship!

It was a pleasure to welcome our former Filipino citizens who, after building their lives and making their homes in Italy, chose to reconnect with the Philippines by becoming Filipino-Italian dual citizens.

Each oath-taking ceremony was a meaningful occasion—bringing our kababayans together at the Embassy to celebrate an important connection to their Filipino heritage. While life may have taken them to a new home, their decision to reacquire or retain their Philippine citizenship demonstrates that there is always a way to keep the Philippines close.

Ang muling pagiging Filipino citizen ay hindi lamang tungkol sa isang dokumento o seremonya. Para sa marami sa ating mga kababayan, ito ay isang pagkakataong muling yakapin ang mahalagang bahagi ng kanilang pinagmulan at mapanatili ang ugnayan sa Pilipinas habang ipinagpapatuloy ang kanilang buhay sa Italya.

Sa ating mga bagong Filipino-Italian dual citizens, maraming salamat sa pagpiling panatilihing buhay ang inyong ugnayan sa Pilipinas. FILIPINOS GIVE THE GIFT OF LIFE IN ROME
“Dugong Pilipino, handog para sa buhay.”

Despite the summer heat, 60 Filipino nationals trooped to the Philippine Embassy in Rome to donate blood, demonstrating the true spirit of bayanihan and solidarity with their host country. Italy is said to be experiencing a shortage in blood supply for medical emergencies.

The Philippine Embassy in Rome, together with MWO Rome, supported the blood donation drive in cooperation with the Overseas Workers Welfare Administration (OWWA), Fratres and the medical representatives from the Lazio Region.

Philippine Ambassador Neal Imperial who led the donors, personally donated blood, while Deputy Chief of Mission Donna Celeste Gatmaytan and Consul General Randy Arquiza welcomed the donors and emphasized the importance of helping address Italy’s continuing need for blood donations.

Representatives of Fratres and the Lazio Region expressed their heartfelt appreciation for the initiative, noting the significance of the Philippine Embassy being the first Embassy in Rome to open the doors for blood donation activity of this kind.

Adding to the spirit of volunteerism, Filipino student volunteers from iParamedici, who are studying to become caregivers, manned the registration process and assisted the donors throughout the activity.

Labor Attache Terelou Pimentel thanked all those who helped make the meaningful initiative possible—and especially the 60 Filipino blood donors who braved the heat to give the gift of life!

Nonostante il caldo estivo, 60 cittadini filippini si sono recati all'Ambasciata delle Filippine a Roma per donare il sangue, dimostrando il vero spirito di bayanihan e solidarietà con il Paese che li ospita. L'Italia sta infatti affrontando una carenza di sangue per le emergenze mediche.

L'Ambasciata delle Filippine a Roma, insieme a MWO Rome, ha sostenuto la campagna di donazione di sangue in collaborazione con l'Overseas Workers Welfare Administration (OWWA), Fratres e i rappresentanti medici della Regione Lazio.

L'Ambasciatore delle Filippine Neal Imperial, che ha guidato i donatori, ha donato personalmente il sangue, mentre il Vice Capo Missione Donna Celeste Gatmaytan e il Console Generale Randy Arquiza hanno dato il benvenuto ai donatori e hanno sottolineato l'importanza di contribuire a soddisfare il continuo bisogno di donazioni di sangue in Italia.

I rappresentanti di Fratres e della Regione Lazio hanno espresso il loro sincero apprezzamento per l'iniziativa, sottolineando l'importanza del fatto che l'Ambasciata delle Filippine sia stata la prima Ambasciata a Roma ad aprire le porte a un'attività di donazione di sangue di questo tipo.

A ulteriore conferma dello spirito di volontariato, studenti filippini volontari di iParamedici, che studiano per diventare operatori sanitari, si sono occupati delle procedure di registrazione e hanno assistito i donatori durante tutta l'attività.

L'addetto al lavoro Terelou Pimentel ha ringraziato tutti coloro che hanno contribuito a rendere possibile questa significativa iniziativa, e in particolare i 60 donatori di sangue filippini che hanno sfidato il caldo per donare il dono della vita!
