من معهد إعداد القادة.. مؤسسة بحر العلوم الخيرية تطلق مشروعها الوطني “صمود الإنسان والتنوع الأحيائي في أهوار بلاد الرافدين”

أطلقت مؤسسة بحر العلوم الخيرية، بالتعاون مع برنامج الأمم المتحدة الإنمائي في العراق والمعهد العالي لإعداد وتأهيل القادة، مشروع “صمود الإنسان والتنوع الأحيائي في أهوار بلاد الرافدين”، خلال الجلسة الحوارية الأولى لبرنامج الحوار والتعاون الوطني لإدارة المياه في العراق، التي استضافها وشارك في تنظيمها المعهد العالي لإعداد وتأهيل القادة، بحضور ممثلين عن الوزارات والمؤسسات الحكومية والخبراء والأكاديميين والمنظمات الدولية.

وأكد عميد المعهد، الأستاذ الدكتور عبد الكريم كاظم عجيل، في افتتاح الجلسة، أهمية تعزيز الحوار الوطني بشأن إدارة الموارد المائية، وبناء رؤى مشتركة لمواجهة التحديات البيئية والمناخية، ولا سيما ما يتعلق بمستقبل الأهوار واستدامتها.

بدوره، شدد الدكتور إبراهيم بحر العلوم على أهمية المشروع في دعم حماية الأهوار وإدارة المياه، مؤكدًا أن هذا الملف يمثل مسؤولية وطنية تتطلب تكامل الجهود الرسمية والدولية والمجتمعية.

كما أوضح ممثل برنامج الأمم المتحدة الإنمائي، ساشا غراومان، أن المشروع يهدف إلى دعم الإدارة المستدامة للموارد المائية، ومساندة العراق في مواجهة التغير المناخي وشح المياه، عبر الحوار المؤسسي والحلول المستدامة.

وناقشت الجلسة مستقبل الأهوار في ظل التغير المناخي وتراجع الإطلاقات المائية، مع التركيز على التكامل المؤسسي بين الجهات المعنية بالبيئة والمياه والزراعة والإعمار، وتطوير البنى التحتية، واعتماد تقنيات ري حديثة تقلل الهدر وتحقق التوازن بين الاحتياجات الزراعية والمتطلبات البيئية، إضافة إلى التداعيات الاجتماعية المرتبطة بالهجرة والنزوح وتأثر المجتمعات المحلية.

وخرجت الجلسة بجملة من التوصيات، أبرزها الإسراع بتشريع قانون المجلس الأعلى للمياه، وتأمين حصة مائية ثابتة للأهوار، واعتماد الإدارة الرقمية وتقنيات الري الحديثة، ودعم المجتمعات المحلية، وتشجيع الاستثمار البيئي، وتعزيز التعاون الإقليمي لضمان حقوق العراق المائية.

أساتذة وطلبة جامعة النهرين يطّلعون على تجربة المعهد العالي لإعداد وتأهيل القادة

استقبل المعهد العالي لإعداد وتأهيل القادة، التابع للأمانة العامة لمجلس الوزراء، وفدًا أكاديميًا من كلية العلوم السياسية في جامعة النهرين، ضمّ عددًا من التدريسيين وطلبة الدراسات العليا والأولية، في إطار الزيارات العلمية الهادفة إلى الاطلاع على تجربة المعهد وبحث فرص التعاون المشترك.
والتقى الوفد عميد المعهد، الأستاذ الدكتور عبد الكريم كاظم عجيل، حيث جرى استعراض أبرز أنشطة المعهد وبرامجه في إعداد القيادات وتنمية القدرات المؤسسية، إلى جانب تسليط الضوء على منجزاته منذ تأسيسه. كما أجرى الوفد جولة ميدانية في مرافق المعهد، اطّلع خلالها على القاعات التدريبية والبنى التحتية، مشيدًا بمستوى التنظيم والكفاءة التي تعكس نهجًا مؤسسيًا متقدمًا.
وشهدت الزيارة حوارات مشتركة ركّزت على تطوير آليات التعاون والتنسيق، ولا سيما في دعم طلبة الدراسات العليا، وتوفير بيئة علمية تسهم في تنمية قدراتهم البحثية والقيادية، بما يعزّز التكامل بين الجانبين الأكاديمي والتطبيقي.
وتأتي هذه الزيارة امتدادًا لنهج المعهد في الانفتاح على المؤسسات التعليمية، وترسيخ الشراكات العلمية، ودعم الطاقات الشبابية، بما يخدم أولويات بناء القدرات الوطنية، ويواكب متطلبات التحديث المؤسسي في العراق.

Professors and Students of Al-Nahrain University View the Experience of Higher Institute for Preparing and Qualifying Leaders

Higher Institute for Preparing and Qualifying Leaders, affiliated with General Secretariat of Council of Ministers, received an academic delegation at College of Political Science in Al-Nahrain University that included Professors, Students of Undergraduate and Postgraduate Studies. This visit is part of the scientific visits that aim to view the Institute experience and explore opportunities of shared cooperation.

The delegation met with the Institute Dean, Prof. Dr. Abdulkareem Kadhim Ajeel, wherein the most prominent activities and programs in the area of leadership preparation and institutional capacities development of the Institute were reviewed, along with highlighting the Institute accomplishments since its establishment. The delegation conducted a field tour in the Institute facilities, wherein the delegation viewed the training halls and infrastructures, commending the level of discipline and efficiency that reflect an advanced institutional approach.

The visit witnessed shared dialogues that focused on developing mechanisms of cooperation and coordination, especially in the area of supporting postgraduate students and providing a scientific environment that contributes to developing their leadership and research capacities. Hence, the integration between the academic and applied aspects.

This visit is a continuation for the Institute approach regarding the openness to educational institutions; consolidation of scientific partnerships; and support of youth potential.

اللجنة الدائمة للمدن الذكية تجري زيارة إلى مديرية الاستجابة والسيطرة (911) في وزارة الداخلية

زار وفدٌ يمثّل اللجنة الدائمة للمدن الذكية، المؤلّفة بموجب الأمر الديواني (25 لسنة 2026)، مديريةَ الاستجابة والسيطرة (911) في وزارة الداخلية، بهدف الاطلاع على آليات العمل والأنظمة المعتمدة في إدارة ساحات المهام والواجبات.
وأوضح عضو اللجنة عن الأمانة العامة لمجلس الوزراء، رئيس دائرة المعهد العالي لإعداد وتأهيل القادة، الأستاذ الدكتور عبد الكريم كاظم عجيل، أن هدف الزيارة يتمثل في الاطلاع على تجربة مديرية الاستجابة والسيطرة (911)، ودراسة إمكانية إنشاء منصة وطنية ذكية موحّدة لشكاوى المواطنين ومتابعة معالجتها، ولا سيما في الوزارات المدنية التي تُقدِّم خدمات مباشرة للمواطنين، بما يسهم في تعزيز كفاءة الخدمات الحكومية.
كما أشاد عضو اللجنة بالدور الاستثنائي الذي تضطلع به مديرية الاستجابة والسيطرة في تلبية احتياجات المواطنين، والاستجابة للحالات الطارئة، فضلًا عن الدور الأمني والرقابي الذي تؤديه أقسام المديرية.

The Permanent Committee for Smart Cities Conducts Visit to Response and Control Directorate (911) in Ministry of Interior

A delegation that represents the permanent committee for smart cities, constituted by Diwani Order (25, 2026) visited Response and Control Directorate (911) in Ministry of Interior to view action mechanisms and the adopted systems in managing fields of tasks and duties.

Committee member representing General Secretariat of Council of Ministers, Head of Higher Institute for Preparing and Qualifying Leader, Prof. Dr. Abdulkareem Kadhim Ajeel declared that the visit aims to review the experience Response and Control Directorate (911) and study the possibility of establishing a unified smart national platform for citizens grievances and follow up the solutions, especially in civil ministries that presents direct services for citizens which will enhance the efficiency of Government services.

In addition, the Committee member commended the exceptional role assumed by Response and Control Directorate (911) in meeting citizens needs and response to urgent cases, as well as the security and supervisory role conducted by the Directorate departments.

وفد أكاديمي من جامعة النهرين يطلع على تجربة المعهد العالي لإعداد وتأهيل القادة ويبحث آفاق التعاون المشترك

استقبل المعهد العالي لإعداد وتأهيل القادة التابع للأمانة العامة لمجلس الوزراء وفدًا أكاديميًا من كلية العلوم السياسية في جامعة النهرين، ضم عددًا من الأساتذة وطلبة الدراسات العليا، في زيارة هدفت إلى الاطلاع على طبيعة عمل المعهد ومنجزاته، وبحث سبل التعاون المشترك في المجالات العلمية، والثقافية، والبحثية.

والتقى الوفد خلال الزيارة عميد المعهد الأستاذ الدكتور عبد الكريم كاظم عجيل، إذ جرى استعراض أبرز ما حققه المعهد منذ تأسيسه، والبرامج التي ينفذها في مجال إعداد القيادات، وتطوير القدرات المؤسسية، كما اطّلع الوفد على مرافق المعهد من خلال جولة ميدانية شملت القاعات التدريبية والبنى التحتية، معربين عن إشادتهم بمستوى التنظيم والكفاءة التي تتمتع بها الملاكات الإدارية والتدريسية، وما يعكسه ذلك من رؤية مؤسسية متقدمة.

وشهدت الزيارة مباحثات بين الجانبين ركزت على تعزيز التعاون والتنسيق، لا سيما في ما يتعلق بدعم طلبة الدراسات العليا في كلية العلوم السياسية، وتوفير بيئة علمية تسهم في تطوير مهاراتهم البحثية والقيادية.

وتأتي هذه الزيارة في إطار توجه المعهد نحو الانفتاح على المؤسسات الأكاديمية، ودعم الطاقات الشبابية، بوصفها ركيزة أساسية في مسار التنمية، وبناء القدرات الوطنية، بما يسهم في دعم جهود إعمار العراق، وترسيخ مسارات التحديث المؤسسي.

Academic Delegation from Al-Nahrain University Review the Experience of Higher Institute for Preparing and Qualifying Leaders and Explores Shared Cooperation Horizons

Higher Institute for Preparing and Qualifying Leaders, affiliated with General Secretariat of Council of Ministers, received an academic delegation from College of Political Science in Al-Nahrain University that comprises a number of Professors and postgraduate students. The visit aimed to review the nature of the Institute work and their accomplishments and explore methods of shared cooperation in the scientific, cultural, and research areas.

During the visit, the delegation met with Prof. Dr. Abdulkareem Kadhim Ajeel, wherein the Institute key achievements were reviewed since the time it was established, as well as the programs being implemented in the area of preparing leadership and developing institutional capacities. The delegation also viewed the Institute facilities through a field tour that included training halls and infrastructure and commended the level of discipline and efficiency of the administrative and teaching staff and how this reflect an advanced institutional vision.
The visit witnessed talks between the two parties, focusing on enhancing cooperation and coordination, especially supporting postgraduate students in College of Political Science and offering a scientific environment that develop their research and leadership skills.

This visit is part of the Institute orientation toward openness to academic institutions and support of youth potential as a fundamental cornerstone in development trajectory and national capacities building, which will support construction of Iraq and consolidation of institutional modernization trajectories.

في سياق سعيه المستمر لمواكبة التحولات المتسارعة في بيئة الإدارة وصناعة القرار، أصدر المعهد العالي لإعداد وتأهيل القادة العدد التاسع من مجلة الفكر القيادي للبحوث والدراسات، بوصفه إضافة نوعية تُعزز من حضور البحث العلمي التطبيقي المرتبط بتحديات الدولة الحديثة.

ويفتتح العدد بطرح فكري لافت حمل توقيع الأستاذ الدكتور عبد الكريم كاظم عجيل، رئيس التحرير وعميد المعهد، بعنوان:
«رقمنة البيروقراطية حين تُسرّع التكنولوجيا الخلل المؤسسي بدل إصلاحه»
حيث يقدّم قراءة نقدية عميقة للتحول الرقمي، متجاوزاً الخطاب التقليدي الذي يروّج للتكنولوجيا كحلٍّ مطلق، ليضع تساؤلاً جوهرياً: هل يمكن أن تتحول الرقمنة، في ظل بيئات مؤسسية غير مهيأة، إلى عامل يضاعف التعقيد بدل تبسيطه؟

Higher Institute for Preparing and Qualifying Leaders Releases Journal of Leadership Thought for Research and Studies Ninth Issue

In the context of the Institute continuous endeavor to keep pace with the rapid transformations in management environment and decision making, Higher Institute for Preparing and Qualifying Leaders released Journal of Leadership Thought for Research and Studies ninth issue as a qualitative addition that enhances applied scientific research relevant to modern State challenges.

The issue is commenced with a remarkable intellectual statement under the signatory of Prof. Dr. Abdulkareem Kadhim Ajeel, Editor in chief and the Institute Dean. The editorial is titled "Digitizing Bureaucracy: When Technology escalates Institutional Defect instead of Fixing it. The editorial presents an in-depth critical reading for digital transformation, thereby transcending traditional discourse that promotes technology as an absolute solution and posing a pivotal question: in light of unprepared institutional environments, can digitization become a factor that duplicates complexity instead of simplifying it?

The editorial highlights the need to rethink digital transformation trajectories by adopting smart governance models that balance between innovation and institutional discipline.

The issue continues presenting strategic issues in twelve scientific research which intersect by one axis: Transformation of Power and Management in Digital age. The research papers address the impact of artificial intelligence in formulating international conflicts and how technology redefined the relation between the citizen and the State, reaching to the analysis of conflict digitization in Iraq and its transition from traditional frameworks to spaces of digital threats.

The issue also sheds light on international development dimensions through discussing the role of investment developer in activating investment law and mechanisms of building managerial efficiency through systems of rewards and penalties, as well as a humanitarian approach that addresses

The statement extends to a wide ranged international issues, including nuclear proliferation strategies; transformations of German-Iraqi relations, as well as models of skillful leadership and its capacity to achieve strategic agility ; legal framework for genetic technologies; and the role of social media in bringing change.

The issue was not confined to research, but the content of the issue was enhanced by two scientific reviews that addressed Iran nuclear program and manifestations of combat tactics, as well as a qualitative scientific translation on representations of worthiness in building trust with political leaders, which will open a cognitive horizon that transcends local borders.

This issue is not limited to scientific research, but it establishes an obvious tendency toward producing knowledge that is capable of interpreting reality and formulate practical alternatives to it at a moment where unprecedentedly technology intersects with policy, economy, and management.

المعهد العالي لإعداد وتأهيل القادة يحتفي بتخرج الدفعة الأولى من الدبلوم العالي المهني في القيادة

في إنجاز نوعي يجسد توجهات الدولة نحو بناء قيادات حكومية عصرية، احتفى المعهد العالي لإعداد وتأهيل القادة بتخرج المشاركين في برنامج الدبلوم العالي المهني في القيادة، وذلك بحضور الأمين العام لمجلس الوزراء الدكتور حميد نعيم الغزي، ووكيل وزارة التعليم العالي والبحث العلمي للشؤون الإدارية الأستاذ الدكتور عدنان الجميلي، ومدير عام دائرة البحث والتطوير في وزارة التعليم العالي والبحث العلمي الأستاذ الدكتور لبنى الربيعي، إلى جانب نخبة من الأساتذة والخبراء المختصين في مجالات الإدارة والقيادة.
ويأتي هذا التخرج تتويجًا لمسار تدريبي متكامل صُمم وفق أحدث المعايير العلمية، حيث تلقّى المشاركون حزمة من المعارف والمهارات شملت أساسيات القيادة، والإدارة المالية، وإدارة المخاطر واتخاذ القرار، فضلًا عن تحليل البيئة الاستراتيجية للعراق ومناهج البحث العلمي، بما أسهم في ترسيخ قدراتهم التحليلية وتعزيز جاهزيتهم القيادية.
كما تضمن البرنامج محاور متقدمة ركزت على القيادة الاستراتيجية، والثقافة القانونية والتنظيمية، والقيادة في العالم الرقمي، إلى جانب قيادة الأزمات وإدارة المشاريع، في إطار يوازن بين البناء المعرفي والتطبيق العملي، ويستجيب لمتطلبات العمل الحكومي الحديث. كما تضمن البرنامج محوري “البيئة القانونية” و“إدارة المشاريع وتنفيذها”، بما أسهم في قياس مستوى التقدم المعرفي والمهاري للمشاركين.

Higher Institute for Preparing and Qualifying Leader Celebrates First Cohort Graduation of Professional Higher Diploma in Leadership

In a qualitative achievement that represents the State’s orientation towards building contemporary Government leadership, Higher Institute for Preparing and Qualifying Leaders celebrated the graduation of participants in Professional Higher Diploma in Leadership. The graduation was attended by Secretary General of Council of Ministers, Dr. Hameed Naeem Al-Ghizi, and Undersecretary for Administrative Affairs to Ministry of Higher Education and Scientific Research Prof. Dr. Adnan Al-Jumaili and Director General of Department of Research and Development at Ministry of Higher Education and Scientific Research, Prof. Dr. Lubna AL-Rubaie, along with an elite of Professors and specialized experts in the areas of management and leadership. This graduation culminates an integrated training trajectory that was designed in accordance with the latest scientific standards, wherein participants received a set of knowledge and skills, including Fundamentals of Leadership, Financial Management, Risk Management and Decision Making, along with the analysis of Iraq Strategic Environment and Methodologies of Scientific Research, which consolidated their analytical capacities and strengthened their leadership readiness. The program also included advanced axes that focused on strategic leadership; organized and legal culture; and leadership; leadership in digital world, along with crises management and project management in a framework that balances between cognitive construction and practical application and responds to the requirements of modern Government work. The program included “Legal Environment” and “Project Management and Implementation” which helped in measuring the level of cognitive and skillful advancement for participants.

The Institute Dean, Prof. Dr. Abdulkareem Kadhim Ajeel affirmed that this graduation represents a pivotal milestone in the trajectory of national leadership, noting that this program aims to enable participants to utilize tools of good governance and effective management, and enhance their potentialities so that they can effectively and capable lead institutional change.

بحضور الأمين العام لمجلس الوزراء معهد إعداد القادة يطلق أول دبلوم مهني في القيادة الرقمية في العراق

أطلق المعهد العالي لإعداد وتأهيل القادة برنامج الدبلوم العالي المهني في القيادة الرقمية، بحضور معالي الأمين العام لمجلس الوزراء الدكتور حميد نعيم الغزي، وممثل وزير التعليم العالي والبحث العلمي الأستاذ الدكتور عدنان الجميلي، وكيل الوزير للشؤون الإدارية، ومدير عام دائرة البحث والتطوير الأستاذ الدكتور لبنى الربيعي، في خطوة تعكس دعم الدولة لمسارات تطوير القيادات الحكومية وتعزيز التحول الرقمي في مؤسساتها.
ويُعدّ البرنامج الأول من نوعه في العراق في مجال إعداد القيادات الحكومية الرقمية، إذ يهدف إلى تطوير القدرات القيادية بما يواكب التحولات المتسارعة في مجالات التكنولوجيا والإدارة الحديثة.
وشهد البرنامج إقبالًا واسعًا، إذ بلغ عدد المتقدمين (575) متقدمًا، جرى اختيار (120) مشاركًا منهم بعد اجتياز مراحل الاختبار والمقابلة والتدقيق، وفق معايير علمية ومهنية دقيقة.
وأكد عميد المعهد العالي لإعداد وتأهيل القادة الأستاذ الدكتور عبد الكريم كاظم عجيل أن إطلاق هذا البرنامج يأتي في إطار دعم جهود الإصلاح الإداري، وبناء قيادات حكومية تمتلك القدرة على قيادة التحول الرقمي ومواجهة تحديات المستقبل بكفاءة واقتدار.

Attended by Secretary General of Council of Ministers, Leaders Preparation Institute Launches First Professional Diploma in Digital Leadership in Iraq

Higher Institute for Preparing and Qualifying Leaders launched professional Higher Diploma Program in Digital Leadership, along with the attendance of His Excellency Secretary General of Council of Ministers, Dr. Hameed Naeem Al-Ghizi and representative of Ministry of Higher Education and Scientific Research, Prof. Dr. Adnan Al-Jumaili, Undersecretary for Administrative affairs and Director General of Department of Research and Development, Prof. Dr. Lubna Al-Rubaie. This event represents the State’s support for the trajectories of developing Governmental leadership and enhancing digital transformations in the institutions. The program is the first of its kind in Iraq, regarding the arena of digital Governmental leadership preparation as it aims to develop leadership potentialities in a manner that aligns with the rapid transformations in the areas of technologies and modern management. The program witnessed wide interest as there were 575 applicants; 120 were chosen after they passed many phases including test, interviews, and vetting that were all conducted according to accurate scientific and professional standards.

Dean of Higher Institute for Preparing and Qualifying Leaders, Prof. Dr. Abdulkareem Kadhim Ajeel affirmed that launching this program is part of administrative reform support and to build Government leadership that possess the capability to lead digital transformation and counter future challenges competently and efficiently.
