Proud moment for VARCA 💯

We are proud to share that Varca Village was the first village to officially oppose Section 39A of the Goa Town and Country Planning Act through a unanimous Gram Sabha Resolution held on 8th March 2026.

This was not just a resolution—it was a united stand by the people of Varca to protect our village’s identity, agricultural land, environment, heritage, and the future of our generations.

At a time when many remained silent, Varca showed courage and leadership by taking the first step to safeguard our village from indiscriminate land conversions.

This achievement belongs to every villager who believes in preserving the beauty, culture, and peaceful character of Varca.

Let us continue to stand united. Together, we can protect our village, our heritage, and our future.

🚫 SAVE VARCA – KEEP OUR VILLAGE RURAL 🚫

In a Special Meeting of the Village Panchayat of Varca, all Panchayat Members unanimously resolved to strongly oppose the Government’s proposal to declare Varca as an Urban Area.

This decision reflects the collective voice and sentiments of our villagers.

We stand united to:
🌿 Protect our environment, Khazan lands, and natural resources.
🏡 Preserve Varca’s unique rural identity, culture, and heritage.
🗳️ Safeguard the powers of the Gram Sabha and Village Panchayat.
💚 Protect the interests and future of every resident of Varca.

Dear People of Varca,

The Government has proposed to declare Varca as an Urban Area. After carefully studying the proposal, the Village Panchayat of Varca held a Special Meeting on 26th June 2026, where all Panchayat Members unanimously passed a resolution opposing this proposal. An official objection has now been submitted to the Government.

Why are we opposing it?

🏡 To protect Varca’s identity
Varca is a traditional village with a rich culture, heritage, and rural character. We want to preserve this for future generations.

🌿 To protect our environment
Our khazan lands, agricultural fields, sand dunes, water bodies, and other eco-sensitive areas need protection from excessive urban development.

🗳️ To protect the Gram Sabha
As a village, every resident has a stronger voice through the Gram Sabha. Urban status may shift decision-making to urban authorities, reducing local participation.

💰 To avoid additional financial burden
Urban classification could lead to higher house taxes, commercial licence fees, land conversion charges, and other expenses for residents and businesses.

📜 This proposal was withdrawn once before
A similar proposal was brought in 2020 but was withdrawn after public opposition. The circumstances of Varca have not changed—we remain a village.

Our stand

The Village Panchayat is not against development. We support development that protects our environment, heritage, and the interests of our people. We believe Varca can continue to progress while remaining a village.

We therefore request the Government to permanently drop the proposal to declare Varca an Urban Area and maintain Varca’s status as a rural village.
