It States that for determining the eligibility of a refund under the inverted duty structure in GST regime, it is immaterial whether the rate of the principal input and the principal output product are the same. The key criterion is whether the ITC is accumulated due to the rate of tax on inputs used by the taxpayer being higher than the outward supply.

Will be Helpful to Textile Traders in Surat at Large as here Packing Material (Input) is higher than Output and ITC Gets accumulated because of this..
