A historic General Body Meeting of the All Jammu & Kashmir Panchayat Secretaries Association was successfully conducted on 16/05/2026 at Panchayat Bhawan, Humhama, marking a significant milestone in the collective journey of the Panchayat Secretaries cadre of the Union Territory of Jammu & Kashmir. After a prolonged gap, representatives from both the Kashmir and Jammu Provinces assembled under one platform to deliberate upon the pressing issues and future roadmap of the cadre. The meeting witnessed the participation of Provincial President Kashmir along with his entire provincial body, District Presidents with their respective district bodies, block-level office bearers, and a large number of basic members from Kashmir Province. From Jammu Province, the Provincial President accompanied by provincial office bearers, district bodies, block office bearers, and basic members also participated in the meeting. Consent letters from the majority of District Presidents of Jammu Province, who could not attend due to unavoidable official engagements and other genuine reasons, were also presented before the General Body. The meeting was conducted in a cordial, democratic, and constructive atmosphere with detailed deliberations on various important agenda points concerning the welfare, dignity, and professional upliftment of the Panchayat Secretaries cadre.
Agendas Discussed During the Meeting:
i) Formation of Interim UT Body.
ii) Clarification of Subordinate Services Recruitment Rules.
iii) Gazetted Recruitment Rules.
iv) Creation of Sanitary/Panchayat Inspector Posts. v) Submission of Memorandum to the 8th Pay Commission.
vi) Retrospective Effect of Level-4 w.e.f. 22-02-2008
vii) Transfer Policy for Panchayat Secretaries. viii) Time-bound Promotions and Arrears of Erstwhile MPWs.
ix) Day-to-day Problems and Challenges faced by Panchayat Secretaries in the Field.
x) Updation and Amendment of the By-laws of the Association
After day-long deliberations and threadbare discussions on all the agenda points, the General Body unanimously resolved to formulate an Interim UT Body of the All Jammu & Kashmir Panchayat Secretaries Association to represent the cadre at the Union Territory level in a unified and effective manner. Accordingly, the General body unanimously chose the following office bearers to look after the UT Body in addition to their own responsibility at their respective district and province levels along with 14 members.

The newly formulated Interim UT Body pledged to work with utmost dedication, sincerity, and collective responsibility for the larger and common benefit of the Panchayat Secretaries cadre across the Union Territory without any discrimination or partiality. The General body further resolved that the foremost priority and beginning of the UT Body’s efforts shall be the early clarification and resolution of the Subordinate Services Recruitment Rules, besides vigorously pursuing all other genuine demands and service-related issues of the cadre before the concerned authorities. The General body expressed hope that this historic unity and collective resolve would strengthen the voice of Panchayat Secretaries and pave the way for the protection of their rights, service interests, and professional dignity.
