Public Service Employees Resolve Through A National Seminar Not To Vote Parties/Candidates Who Do Not Bother About Employees Demands


New Delhi, 29th March 2014 : Today under the aegis of the IPSEF, an umbrella organization of all public service employees all over the country, organized ‘National Seminar on Expectations of Public Service Employees from 7th Pay Commission’ in ICHR Conference Hall, New Delhi.


Prominent leaders of federations of public service employees from various states like Jammu & Kashmir, Haryana, Rajasthan, Uttar Pradesh, Madhya Pradesh, Gujarat and NCT of Delhi, etc. participated in the Seminar. Leaders from States pointed out that while the announcement for the constitution of the 7th Central Pay Commission has been made by the Government, some recommendations of even 5th & 6th CPCs particularly relating to allowances to employees have not been implemented in their states. It was a common opinion that the ratio between the salaries of the lowest paid employees and highest paid employees have been increasing alarmingly. Concerns were also raised over the continuous distortion of the pyramidical structure of the Government, resulting in huge bureaucratic set-up that is over-burdening an ever-decreasing number of Mid & Lower level officials. Participants in the Seminar raised serious question over the Governments resorting to rampant contractual/ casual/ temporary/outsourced employment even on jobs of perennial nature.


This was further highlighted by Prof. Shaswati Majumdar, Delhi University & Prof. Nandita Narayan, President, DUTA that this outsourcing is not just confined to low priority sector such as public services but high priority sector as higher education as well, where irregular lecturers are paid even less then lowest group C employees in various part of the country. This is leading to situation where quality of education would not be possible, coming generations of students will bear the burnt.


From the Seminar, it was resolved to put forth the following demands of the public service employees before all the political parties/candidates contesting Parliamentary Elections and decided not to vote those who do not bother about their demands:-


Constitution of a National Pay Commission in order to ensure uniformity in pay, allowances and service conditions for all public service employees throughout the country;
According full political rights that are available to a common Indian citizen In order to ensure equality, liberty and fraternity among the common citizen of India and the public service employees;
Merger of DA up to the 50% of the basic Pay.
Abolition of New Pension Scheme.
Abolition of contractual employment system.
Raising of Income Tax exemption limit to Rs.5 lakhs and linking it to inflation.
Providing uniform medical service to all public service employees; and
Setting up of uniform grievance redressal mechanism.


The Seminar was presided over by Shri V.P. Under the aegis of the IPSEF, an Umbrella organization of all public service employees all over the country, a national seminar on `Expectations of Public Service Employees from 7th
Pay Commission', was organized in ICHR Conference Hall, New Delhi. Prominent leaders of federations of public service employees from various States like Jammu & Kashmir, Haryana, Rajasthan, Uttar Pradesh, Madhya Pradesh, Gujarat and NCT of Delhi, etc participated in the seminar. The participants expressed concern over the continuous distortion of the pyramid cal structure of the Government, resulting in huge bureaucratic set-up that is over-burdening an ever decreasing number of mid and lower level officials. They also raised serious question over the
Governments resorting to rampant contractual, casual, temporary and outsourced employment
Even on jobs of perennial nature. During the seminar, it was resolved to put various demands
of the public service employees before all the political parties and their candidates contesting
Parliamentary elections. These demands included; Constitution of a National Pay Commission, merger of DA up to the 50 percent of the basic pay; Abolition of new pension scheme and Contractual employment system; Raising of Income Tax exemption limit to Rs 5 lakh and linking it to inflation; Providing uniform medical service to all public service employees; and Setting up of a uniform grievance redressal mechanism. The seminar was presided over by V P Mishra, president, IPSEF and president, Uttar Pradesh Rajya Karmchari Sanyukt Parishad and participated by Ram Kumar Sharma and Rafiq Ahmed Khanyari, President & the General secretary, Jammu & Kashmir Employees Joint Action Committee- R besides prominent trade union leaders from various states.
