Chief Minister Omar Abdullah on Wednesday assured the House that casual labourers and daily wagers in Jammu and Kashmir will be regularised in a phased manner within the financial year.

Responding to a bill introduced by MLA M Y Tarigami seeking regularisation of services of casual and other workers, the Chief Minister said the government has already committed to address the long-pending issue.

He said the process will be carried out in phases and reiterated that the assurance had been placed on record in the House earlier as well.

"It is the first day of the financial year and I have committed that within this financial year they will be regularised in a phased manner," he said.

With due respect, I humbly want to request your kind attention toward the condition of daily wage workers. It is very painful to hear discussions about increasing the salaries of MLAs while thousands of poor daily wagers are struggling to survive on a salary of only ₹9000 per month.
Many of these workers have been serving for 25–30 years with dedication, yet they are still living in financial hardship. With the rising cost of living, it has become almost impossible for a family to manage basic needs on such a small income.
We sincerely request you to kindly consider increasing the salary and regularizing the services of daily wagers. Your compassionate decision would bring relief and hope to many hardworking families who depend entirely on this income.
We trust in your leadership and hope that justice will be done for the poor workers.

Respected Deputy Chief Minister Sir,
With due respect, we would like to bring to your kind attention the issue of daily wage workers of Jammu & Kashmir Projects Construction Corporation (JKPCC). Many of these workers have been serving the department for the last 25–30 years at different project sites and also in office duties with dedication and sincerity.
At present, there is no work available, but this situation is not our fault. Despite our long service, we are facing serious financial hardship due to the lack of work.
We humbly request your kind intervention to look into our matter and provide relief/support to these long-serving daily wage workers.We kindly request your good office to please consider regularization or proper relief for these workers so that their long service and hard work are recognized.
We shall remain grateful for your kind consideration.

Chief Secretary Atal Dulloo chaired a high-level review meeting of the Labour & Employment Department on the implementation of the four new Labour Codes, aimed at simplifying compliance and strengthening worker welfare.

This is to inform all JKPCC Daily wagers that despite repeated representations and sufficient time granted to the management, the Wages Enhancement Order No:-32 F of 2023 dated:- 21/02/2023 has not yet been implemented.

In view of this continued non-compliance and the absence of any concrete response, it has been unanimously decided to observe a pen-down strike as a form of peaceful protest.

Accordingly, all daily wagers are requested to observe a pen-down strike on 11/02/2026, starting from 10:30 am, until further notice. This action is intended to draw attention to our legitimate demand for the immediate implementation of the wages enhancement order.
All daily wagers of Jkpcc Ltd Jammu Kashmir are requested to maintain discipline and ensure that the protest remains peaceful and within the framework of organizational norms.

We hope that the management will take prompt and necessary action to resolve the issue at the earliest.
