TEN-DAY TRAINING PROGRAM ON MENTAL HEALTH AND PSYCHOLOGICAL WELL-BEING OF CHILDREN

Half of all mental health conditions begin before the age of 14, yet early support remains limited.

To respond to this urgent need, the Child Guidance & Well-Being Center (CGWC), Institute of Mental Health & Neurosciences (IMHANS) holds a 10-Day certificate course on Mental Health and Psychological Well-Being of children from 9th - 18th February, 2026 at SMHS Hospital with the support of UNICEF and marked a significant milestone in capacity building for child and adolescent mental health in J&K.

The intensive certificate course was attended by frontline workers constituting the first batch with whom CGWC-IMHANS initiated the structured, skill-oriented training program focused on:

• Child Rights & Protection
• Neurodevelopment & Adolescent Mental Health
• Positive Parenting
• Female Mental Health
• Impact of Social Media

The sessions were delivered by an interdisciplinary panel of resource persons comprising of experts from CGWC, IMHANS, University of Kashmir, UNICEF, other relevant academic and professional backgrounds including the Chairperson, Child Welfare Committee, Dr Khair Ul Nisa.

REUNIFICATION OF A MISSING/RUNAWAY MALE CHILD OF TRIPURA ASSAM

A Child of Tripura, Assam has been rescued by Police Station Chanapora on 27.01.2026 and thereafter produced before this Committee, for further course of action. Since then, the child has been temporarily rehabilitated in Open Shelter for Boys, Nowgam.

The Committee immediately commenced a comprehensive inquiry to collect all pertinent information regarding the child's background and the circumstances that led to his situation. This process involved collaboration with Coordinator, Open Shelter for Boys, Station House Officer, Police Station, Chanapora and Anti Human Trafficking Unit (AHTU) as well as communication with the child's family to confirm his identity and facilitate a seamless restoration process.

After due verification and procedure, the child has been restored and handed over to his family with a direction to produce the said Child before CWC, Unakoti, Tripura for guidance, counseling and proper rehabilitation.

CWC appreciates the timely and quick action of the Police Officials of Chanapora, AHTU and the staff of Open Shelter for Boys, Nowgam involved in rescue and rehabilitation of yet another child.

As a result of the Committee's meticulous efforts and effective coordination, the reunification process was successfully completed allowing for the prompt return of the child to his family.

REUNION OF MISSING CHILD OF DELHI WITH HER FAMILY FACILITATED BY CWC SRINAGAR

On 03.04.2026, the Child Welfare Committee, Srinagar once again demonstrated its commitment towards the care and protection of children by successfully facilitating the restoration of a minor girl with her family.

The case relates to a minor girl from outside the Union Territory who was found roaming in the Tankipora area of Srinagar on the evening of 01.04.2026. Observing that the child appeared lost and unfamiliar with the surroundings, vigilant locals informed the police, following which she was safely brought to the police station by the concerned officials.

At the police station, the child was provided with a secure and supportive environment, including food and clothing, in the presence of a lady constable. She was subsequently produced before the Child Welfare Committee, Srinagar. Considering her circumstances, she was identified as a child in need of care and protection and was temporarily placed at the Open Shelter Home for Girls, Nowgam, Srinagar.

Following due counselling and preliminary inquiry, the Committee initiated efforts to trace the child’s family. Through coordinated intervention and inter-state communication, the family was successfully contacted, and a parent appeared before the Committee on 03.04.2026.

After proper verification and satisfaction regarding the child’s safety and best interests, the Committee ordered the restoration of the child to her father and paternal aunt in the presence of police officials. Necessary directions were also issued for her production before the concerned Child Welfare Committee in her home district for follow-up care and monitoring.

Swift Rescue and Care of Abandoned Neonate: CWC Srinagar Ensures Protection and Rehabilitation

On the intervening night of 22.03.2025, at around 9:00 p.m., the Child Welfare Committee, Srinagar (the Committee) received an information from the Divisional Officer, Police Post Hazratbal, regarding the rescue of a neonate baby boy who had been found abandoned near Rumi Gate, Kashmir University, in an unhygienic and unsafe condition shortly after birth.

Acting promptly, the police shifted the infant to SKIMS Soura for immediate medical examination and necessary care.

Upon receipt of this information, the Committee through its incharge Chairperson Ms. Nuzhat Un Nisa, took swift cognizance and directed the Protection Officer (Non-Institutional Care), along with officials from the Special Adoption Agency Srinagar, to reach the hospital and secure custody of the neonate. The team reached SKIMS Soura at around 10:00 p.m. and completed all requisite formalities. As per medical advice, the child was admitted to the NICU Ward for observation, with a dedicated caregiver deputed for his care and safety.

Subsequently, the matter was formally placed before the Committee. As per due process, the child has been declared as a Child in Need of Care and Protection under the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015.

The child was subsequently produced before the full bench of the Committee on 25.03.2026. After careful consideration and in the best interest of the child, the Committee has ordered his placement in the Special Adoption Agency (SAA), Srinagar, where he shall receive further care, protection, and rehabilitation in accordance with law.

*Probationary Sub-Inspectors of Police Department Undergo Practical Training on Child Protection Laws at CWC Srinagar*

On 24 & 27 February, 2026, pursuant to the orders issued by the Police Headquarters regarding the practical training of newly recruited Probationary Sub-Inspectors (PSIs) of the General Executive Cadre, a batch of PSIs reported at the office of the Child Welfare Committee (CWC), Srinagar as part of their field-based exposure.

During the course of the day, the probationers underwent an intensive and interactive practical training session that extended over several hours. The engagement focused on the legal and procedural framework governing child protection, with detailed deliberations on the Juvenile Justice (Care and Protection of Children) Act, 2015 and the Rules framed thereunder, the Protection of Children from Sexual Offences Act, 2012, the Immoral Traffic (Prevention) Act, the Child and Adolescent Labour (Prohibition and Regulation) Act, and other allied welfare legislations and schemes aimed at safeguarding children.

Particular emphasis was laid on the statutory role and responsibilities of police officials while dealing with children in need of care and protection as well as children in conflict with law, including issues of production before the Committee, coordination with child protection functionaries, and adherence to child-friendly procedures mandated under law. The interaction was participatory in nature, allowing the probationers to raise practical concerns drawn from field realities, which were addressed in detail by the Members of the Committee.

At the culmination of the session, feedback was obtained from the participating PSIs. The responses reflected a high level of satisfaction, with the probationers acknowledging the usefulness of the training and expressing appreciation and gratitude to the Members of the Child Welfare Committee including Ms. Nuzhat un Nissa (Incharge-Chairperson), Ms. Misbha Rashid (Member), Ms. Benish Kazmi (Member) and Dr. Shahid A. RE-UNION OF ANOTHER MISSING CHILD OF ASSAM WITH HIS FAMILY

On 10.02.2026, the Child Welfare Committee has showcased its commitment to Child’s Welfare yet again by addressing a case involving a runaway child reportedly missing from Assam, found and rescued by the Police personnel from Police Post Urdu Bazar on 24/01/2026.

The child, identified as in need of care and protection, was further rescued and produced before the Committee by Police Station, Anti Human Trafficking Unit, Srinagar.

The Committee acted to ensure the child’s immediate safety by directing protective stay in open shelter for boys, Nowgam. Since then, the child was placed in the said home.

Through coordinated efforts of the Comittee along with the Open Shelter for Boys, Nowgam, and AHTU the child’s family was identified and reunited with the child. The Committee ensured that all necessary verifications and legal procedures were completed to facilitate the reunion while safeguarding the child’s best interests.

This action reflects the CWC’s adherence to its guiding principle of restoring children to their families whenever possible, as outlined in the Juvenile Justice (Care and Protection of Children) Act, 2015. The Committee worked in close cooperation with law enforcement agencies and other stakeholders from other states to achieve this outcome

Today i.e., on 10.01.20256, the Child Welfare Committee, Srinagar comprising Ms. Benish Kazmi, Incharge Chairperson and Ms. Misbha Rashid, Member; Ms. Nuzhat-un-Nisa, Member and Dr. Shahid A Ronga, Member along Ms. Eshaan Majid, Protection Officer (Institutional Care); and Ms. Mufeeda Shah, Outreach Worker, from District Child Protection Unit, Srinagar undertook an inspection visit to two Government-run Child Care Institutions, namely the Open Shelter for Boys, Nowgam, Srinagar and the Open Shelter for Girls, Nowgam, Srinagar. The inspection was carried out in pursuance of the mandate under the Juvenile Justice (Care and Protection of Children) Act, 2015, with the objective of assessing the overall functioning of these institutions and ensuring that the rights, safety, and well-being of children residing therein are fully protected.

The Committee closely reviewed all essential aspects of institutional care, including health and hygiene standards, infrastructural facilities, safety and security arrangements, winter preparedness, availability of basic amenities, and the general living conditions of the children, with the overarching aim of safeguarding the best interests of every child placed in these shelters.

As always, the Committee observed that the staff members of both shelter homes are working with dedication and sincerity, extending professional care and fostering a warm, child-friendly environment within the institutions. The Committee placed on record its appreciation for the commitment shown by the staff, particularly in taking on additional responsibilities and responding proactively to the needs of the children. Their continued efforts play a vital role in ensuring the protection, care, and meaningful rehabilitation of children entrusted to these institutions.

THREE-DAYS TRAINING PROGRAMME ON ‘GENDER & CHILD BUDGETING FOR GPDP’

J & K Institute of Management, Public Administration & Rural Development had organised a Three Days Training Programme on "Gender and Child Budgeting for GPDP" from 31.12.2025 to 02.01.2026 at Main Campus, M.A.Road, Srinagar. The objectives of the programme was to sensitize and capacitate the officers about the Gaps in practice of Gender and Child Budgeting in Planning. In addition to it, the participating officers were oriented about the importance of Gender
and Child Budgeting in GPDP and provide a forum to the officers for discussing strategies to be adopted for Gender and Child Budgeting in GPDP.

The programme was attended by Ms Benish Kazmi, Incharge Chairperson, CWC, Srinagar among the other Chairpersons of Child Welfare Committees & Superintendents of Government Run Child Care Institutions of Kashmir Division.

COMMEMORATE OF BAAL VEER DIVAS

Child Welfare Committee, Srinagar, commemorated the BAAL VEER DIVAS with the children of various Child Care Institutions by way of attending the Intra-CCI Competition and Participating in Prize Distribution Ceremony, 2025 at Palaash: Child Care Institution, Shalimar, Srinagar.

Special focus of the event was highlighting the experiences of freedom fighters, allowing the younger generation to appreciate their sacrifices for the nation. The event witnessed enthusiastic participation from the children residing at various CCIs of the District Srinagar including Palaash Shalimar, Pareesha Shalimar, SOS Children Village Hyderpora, Gulshan Mahal A Soura and Gulshan Mahal B Rainawari-showcasing their creative talent and passion in various extracurricular activities, including Quiz, Painting, and Essay writing.
