From Systems to Field Realities
Day 4 of the Implementation Support Mission (ISM) under IFAD-JKCIP at SKUAST-Jammu focused on deepening technical discussions and strengthening institutional convergence across key sectors.
The day began with important engagements with the Centres of Excellence (CoEs) in Saffron and Horticulture, along with participation from Directors of Agriculture and Horticulture, and representatives from SKUAST-Jammu and SKUAST-Kashmir. The discussions centred around enhancing crop-specific interventions, improving productivity, and strengthening value chain integration.
A key highlight of the day was the interaction with the PMU (Project Management Unit), where detailed reviews and discussions were held on implementation progress, coordination mechanisms, and way forward strategies.
During the sessions, Dr. Arif (TO, APD) delivered an insightful presentation, contributing to discussions on project coordination and institutional alignment, and highlighting key aspects of implementation under JKCIP.
The day also included discussions, Q&A sessions, and field insights, providing valuable ground-level perspectives to the IFAD mission and stakeholders.
The engagements reflected a strong focus on technical strengthening, convergence, and field-level impact, ensuring that programme design translates effectively into outcomes on the ground.

Youth in Action: Baramulla Leads the Way

The Youth Club Campaign under the IFAD-supported JKCIP is steadily gaining momentum across Jammu & Kashmir, with young individuals stepping forward as catalysts of change in their communities.

In Baramulla district, Youth Clubs have actively begun organising a range of community-driven activities focused on environmental protection, awareness, and grassroots mobilisation. From cleanliness drives and plantation initiatives to awareness campaigns and community engagement programmes, the energy and participation of youth are clearly visible on the ground.

These Youth Clubs are not just groups—they are emerging as local institutions of change, connecting communities with ideas of sustainability, climate action, and responsible citizenship.

The initiative is part of a larger vision to build a network of youth-led platforms across the Union Territory, where trained and motivated young individuals take ownership of their surroundings and contribute meaningfully to village-level development.

Day 3 of the Implementation Support Mission (ISM) under IFAD-JKCIP at SKUAST-Jammu was marked by focused engagements and strategic discussions aimed at strengthening convergence and systems within the project framework.

A key highlight of the day was the arrival of Mr. James Marc de Sousa-Shields, Country Director, IFAD, further enriching the mission with global expertise and strategic insights .

The day’s proceedings, as per the scheduled engagements, centred around key institutional interactions:
• Meeting with UTLBC: Discussions focused on strengthening financial convergence, improving credit linkages, and enhancing support mechanisms for beneficiaries under JKCIP.

• Engagement with Mission YUVA: A detailed interaction with the CEO, Mission YUVA explored avenues for deeper convergence, particularly in aligning youth engagement, entrepreneurship, and grassroots mobilisation. The discussion was coordinated by the JKCIP team, highlighting synergies between the two flagship initiatives .

• Youth Club Initiative: The Youth Club Campaign was presented, showcasing its progress, early traction, and long-term potential as a scalable model for grassroots climate action and community mobilisation across Jammu & Kashmir.

• Monitoring & Evaluation and Systems Strengthening: Discussions emphasised the need for robust monitoring frameworks, improved data systems, and outcome-based tracking to enhance accountability and impact.

The discussions reflected a strong push towards convergence, accountability, and scalability, reinforcing JKCIP’s commitment to building a robust and impact-driven ecosystem.

Implementation Support Mission (ISM) – Day 1
Strengthening Vision. Aligning Action.

The Implementation Support Mission (ISM) under the IFAD-supported JKCIP commenced today at SKUAST-Jammu with a comprehensive inaugural session, setting the tone for focused review and strategic alignment across the project.

The session was chaired by Dr. Sagar D. Daifode, IAS, Mission Director, HADP/JKCIP, and co-chaired by Ms. Meera Mishra, Country Coordinator, IFAD, reflecting strong leadership and partnership between the Government of Jammu & Kashmir and IFAD.

The inaugural session witnessed the participation of senior officials and stakeholders including representatives from SKUAST-Jammu and SKUAST-Kashmir, Agriculture Production Department, line departments, project management units, financial institutions, and other key implementing partners as outlined in the meeting notice.

Deliberations during the session focused on:

• Reviewing progress and key achievements under JKCIP
• Strengthening institutional convergence and coordination
• Identifying implementation challenges and solutions
• Aligning strategies to enhance efficiency, scale, and impact

Presentations highlighted the growing ecosystem under JKCIP, including farmer collectivisation, agri-entrepreneurship, infrastructure development, and youth-led initiatives such as the Youth Club Campaign.

The discussions reflected a shared commitment to accelerate outcomes and build a resilient, inclusive, and competitive agriculture sector in Jammu & Kashmir.

The ISM will continue over the coming days with detailed component-wise reviews, field visits, and strategic planning sessions.

Grand Agriculture Awareness & Community Welfare Programme Held at Jahama under IFAD–JKCIP

A large-scale Agriculture Awareness, Plantation & Community Welfare Programme was successfully organized at Panchayat Ghar Jahama under the JKCIP Youth Club Activity, reflecting the growing momentum of community-led initiatives across Jammu & Kashmir.

The programme was conducted by the Elite Welfare Research Organization Baramulla with support from the Agriculture Department Baramulla, witnessing enthusiastic participation of over 300 individuals, including farmers, youth club members, students, civil society representatives, and local stakeholders.

The Chief Agriculture Officer Baramulla, who attended as the Chief Guest, emphasized the importance of modern agricultural practices, sustainable farming, and awareness of government schemes, urging farmers to actively engage with available opportunities. The event was also graced by the Sub-Divisional Agriculture Officer as Guest of Honour, along with AEOs, JEOs, and field staff.

• Tree plantation drive at Panchayat Ghar and 3 High Schools
• Active participation of students in environmental awareness activities
• Around 12 cleanliness drives conducted across schools
• Distribution of dustbins to promote sanitation
• Provision of first aid boxes to strengthen community preparedness

The programme highlighted the core vision of IFAD-supported JKCIP—mobilizing youth as change agents to promote climate awareness, environmental protection, and community development at the grassroots level.

On the occasion, the Chairman of the organizing body stated,
“Farmers are the backbone of our society, and the youth must step forward to build a strong and self-reliant future through agriculture.”

Adding a unique touch, students from the Calligraphy & Graphic Design Centre showcased their creativity by presenting artworks to the dignitaries.

Such initiatives underline the role of Youth Clubs under JKCIP in driving community mobilisation, sustainable practices, and youth engagement, paving the way for a more resilient rural ecosystem.

In a continued effort to strengthen livelihoods in the fisheries sector, Ms. Ayushi Sudan (IAS), District Development Commissioner Samba, today distributed ice boxes to fishermen and fish farmers under the IFAD-funded Jammu & Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP).
The initiative is part of JKCIP’s Support to Vulnerable Communities component, aimed at empowering traditional occupational groups by providing essential infrastructure and improving their access to markets.
The distribution of ice boxes will help:
✔ Maintain freshness and quality of fish
✔ Reduce post-harvest losses
✔ Ensure hygienic storage and transportation
✔ Enable better price realization in markets

Entrepreneur-Led Agriculture Service Centre Inaugurated in Anantnag under IFAD–JKCIP

In a significant step towards strengthening last-mile services, the Director Horticulture Kashmir inaugurated an Entrepreneur-Led Agriculture Service Centre (ASC) in Anantnag under the IFAD-funded Jammu & Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP).
The ASC is part of JKCIP’s vision to promote entrepreneur-driven service delivery models that bring essential agricultural inputs, mechanization services, and expert advisory closer to farmers.
These centres act as one-stop solutions for farmers by providing:
✔ Quality seeds, fertilizers, and inputs
✔ Farm mechanization services on rental basis
✔ Technical guidance and advisory support
✔ Linkages to schemes, markets, and institutions
By empowering local entrepreneurs to establish and operate such centres, JKCIP is creating sustainable rural enterprises while improving access to timely and reliable services for farmers.

Strengthening Fisheries & Supporting Vulnerable Communities under IFAD–JKCIP

In line with the Support to Vulnerable Communities component of the IFAD-funded JKCIP, a significant initiative was undertaken in Kishtwar with the distribution of ice boxes to fishermen and fish farmers by the District Development Commissioner (DDC) Kishtwar, Shri Pankaj Kumar Sharma (JKAS) at the Mini Secretariat.

The intervention reflects JKCIP’s core objective of **empowering traditional and vulnerable livelihood groups** by providing targeted, need-based support that enhances their income, resilience, and market participation.

Beneficiaries from **Mugalmaidan, Palmar, Thakrai, Kishtwar, and Nagseni** blocks received ice boxes to improve **post-harvest handling, reduce spoilage, and ensure hygienic storage and transportation of fish**.

🔹 **Key Highlights:**
• 79 applications approved by the District Level Committee (against a target of 74)
• Strong community participation and outreach
• Improved shelf life and reduced post-harvest losses
• Strengthened direct market linkages for fishing communities

Youth Clubs under the IFAD-supported JKCIP have begun actively shaping communities across the Union Territory, emerging as catalysts for grassroots transformation.

🌾 Anantnag Hosts Gender Sensitization Workshop under IFAD–JKCIP

On 16th March, the Agriculture Production Department, Anantnag, under the aegis of the IFAD-supported JKCIP, organized a Gender, Targeting & Inclusion Sensitization Workshop to promote inclusive and equitable participation in agriculture and allied sectors.

Held on the eve of International Women’s Day, the workshop was conducted under the theme “Rights, Justice, Action for All Women & Girls.” The event was graced by Dr. Bilal Mohiuddin Bhat (IAS), District Development Commissioner Anantnag, who attended as the Chief Guest.

The programme, organized under the guidance of Chief Agriculture Officer Anantnag, Shahnawaz Ahmad, aimed at sensitizing officers and field functionaries on the importance of gender mainstreaming in agricultural programmes. Discussions focused on ensuring that women farmers and girls have equitable access to resources, technology, opportunities, and decision-making processes within the agricultural ecosystem.

Gender Targeting & Inclusion Sensitisation Workshop under IFAD–JKCIP in Jammu

A Gender Targeting & Inclusion Sensitisation Workshop was organized in Jammu under the IFAD-funded Jammu & Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP) to strengthen awareness on gender-responsive approaches in agricultural development.

The workshop was chaired by Shri Sandeep Kumar, IFS, Mission Director HADP/JKCIP, who addressed the participants and emphasized the importance of ensuring equitable participation of women, youth, and vulnerable communities in agriculture and allied sectors.

In his address, he highlighted that inclusive development is central to the success of programmes like JKCIP, and encouraged stakeholders to actively promote opportunities for women farmers and rural entrepreneurs, enabling them to participate fully in agricultural value chains and enterprise development.

The workshop brought together officials, field functionaries, and stakeholders to discuss strategies for implementing gender-sensitive interventions, strengthening institutional capacity, and ensuring that development initiatives reach all sections of the farming community.
