শিলচর, ২ জুন :--- কাছাড় জেলার সর্বত্র এইচআইভি প্রতিরোধ, পরীক্ষা ও পরামর্শদান পরিষেবার পরিধি সম্প্রসারণের লক্ষ্যে গৃহীত এক গুরুত্বপূর্ণ উদ্যোগের অংশ হিসেবে অসম স্টেট এইডস কন্ট্রোল সোসাইটির অধীন মোবাইল ইন্টিগ্রেটেড কাউন্সেলিং অ্যান্ড টেস্টিং সেন্টার (আইসিটিসি) ভ্যানের আনুষ্ঠানিক উদ্বোধন ও পতাকা প্রদর্শনের মাধ্যমে যাত্রার সূচনা করেন কাছাড়ের জেলা আয়ুক্ত, আইএএস শ্রী আয়ুষ গর্গ, মঙ্গলবার।

এই উপলক্ষে আয়োজিত পতাকা প্রদর্শন অনুষ্ঠানে উপস্থিত ছিলেন কাছাড়ের স্বাস্থ্য পরিষেবার যুগ্ম সঞ্চালক ডাঃ সুমনা নাইডিং, স্বাস্থ্য বিভাগের কর্মকর্তাবৃন্দ এবং এইচআইভি প্রতিরোধ ও সচেতনতামূলক কর্মসূচির সঙ্গে যুক্ত অন্যান্য অংশীজনরা।

মোবাইল আইসিটিসি ভ্যানটি চালু করা হয়েছে জেলার বিভিন্ন সম্প্রদায়ের কাছে, বিশেষত ঝুঁকিপূর্ণ ও উচ্চ-ঝুঁকিসম্পন্ন হটস্পট এলাকাগুলিতে, অত্যাবশ্যকীয় এইচআইভি-সম্পর্কিত পরিষেবা পৌঁছে দেওয়ার উদ্দেশ্যে। এই ভ্যানের মাধ্যমে এইচআইভি পরীক্ষা, পরামর্শদান এবং আউটরিচ পরিষেবা প্রদান করা হবে। ফলে সমাজের মূল জনগোষ্ঠী, উচ্চ-ঝুঁকিপূর্ণ গোষ্ঠী এবং অন্যান্য ঝুঁকিপূর্ণ শ্রেণির মানুষের কাছে স্বাস্থ্যসেবার সহজলভ্যতা বৃদ্ধিতে এটি গুরুত্বপূর্ণ ভূমিকা পালন করবে বলে আশা করা হচ্ছে।

অনুষ্ঠানে বক্তারা উল্লেখ করেন যে, এই উদ্যোগটি সম্প্রদায়ভিত্তিক স্বাস্থ্যসেবা কার্যক্রমকে আরও শক্তিশালী করার পাশাপাশি এমন মানুষের কাছেও অত্যাবশ্যকীয় পরিষেবা পৌঁছে দেওয়ার ক্ষেত্রে জেলা প্রশাসন ও স্বাস্থ্য বিভাগের অব্যাহত প্রতিশ্রুতির প্রতিফলন, যাঁরা বিভিন্ন কারণে এসব পরিষেবা গ্রহণে প্রতিবন্ধকতার সম্মুখীন হন।

মোবাইল আইসিটিসি ভ্যানের কার্যক্রম শুরু হওয়ার ফলে এইচআইভি সম্পর্কে সচেতনতা বৃদ্ধি, প্রাথমিক পর্যায়ে রোগ শনাক্তকরণে উৎসাহ প্রদান এবং সময়মতো পরামর্শ ও সহায়তামূলক পরিষেবা নিশ্চিত করা সম্ভব হবে। এর মাধ্যমে জেলায় এইচআইভি/এইডস প্রতিরোধ ও নিয়ন্ত্রণের চলমান প্রচেষ্টাও আরও বেগবান হবে।

ধন্যবাদ জ্ঞাপনের মাধ্যমে অনুষ্ঠানের সমাপ্তি ঘটে। এই উদ্যোগটি কাছাড়ে জনস্বাস্থ্যভিত্তিক আউটরিচ কার্যক্রমকে আরও শক্তিশালী করার পাশাপাশি এইচআইভি প্রতিরোধ ও পরিচর্যা সম্পর্কে ব্যাপক জনসচেতনতা বৃদ্ধির ক্ষেত্রে আরেকটি গুরুত্বপূর্ণ পদক্ষেপ হিসেবে বিবেচিত হচ্ছে।

Mobile ICTC van flagged off to strengthen HIV prevention and care services in Cachar

SILCHAR, June 2:--- In a significant initiative aimed at expanding access to HIV prevention, testing and counselling services across Cachar district, the Mobile Integrated Counselling and Testing Centre (ICTC) Van under the Assam State AIDS Control Society was officially launched and flagged off on Tuesday by District Commissioner of Cachar, Aayush Garg, IAS.

The flag-off ceremony was held in the presence of Dr. Sumona Naiding, Joint Director of Health Services, Cachar, along with officials of the Health Department and other stakeholders associated with HIV prevention and awareness programmes.

The Mobile ICTC Van has been introduced to take essential HIV-related services directly to communities, particularly in vulnerable and high-risk hotspot areas of the district. Equipped to provide HIV testing, counselling and outreach services, the mobile unit is expected to play a crucial role in improving access to healthcare among key populations, high-risk groups and other vulnerable sections of society.

Speaking on the occasion, officials highlighted that the initiative reflects the continued commitment of the district administration and the health department towards strengthening community-based healthcare interventions and ensuring that critical services reach people who may otherwise face barriers in accessing them.

The deployment of the Mobile ICTC Van is expected to enhance awareness, encourage early detection and facilitate timely counselling and support services, thereby contributing to ongoing efforts to prevent and control HIV/AIDS in the district.

The programme concluded with a vote of thanks, marking another important step in strengthening public health outreach and promoting greater awareness about HIV prevention and care in Cachar.

Cachar District Administration intensifies flood mitigation efforts through eviction drive;

Encroachment-free access to facilitate faster restoration of Rangirkhal and Longaikhal drainage channels in Silchar

SILCHAR, May 30:-- In a significant step towards strengthening flood management measures and improving urban drainage infrastructure, the Cachar District Administration on Saturday carried out an eviction drive along Ashram Road near Sunlight Hospital. The operation was conducted under the leadership of the Circle Officer, Silchar Sadar Revenue Circle, Arnab Baruah, ALRS, with active support from the District Disaster Management Authority (DDMA), Cachar, the Water Resources Department, the Public Works Department (Roads), and the Assam Power Distribution Company Limited (APDCL).

The drive was undertaken to remove encroachments from government land that had been hindering the movement and deployment of heavy machinery engaged in the ongoing desilting and restoration work of the Rangirkhal and Longaikhal drainage channels. The clearance is expected to facilitate the smooth ex*****on of restoration activities and accelerate the progress of the project.
The initiative forms part of the district administration’s broader strategy to improve the efficiency of urban drainage systems and strengthen preparedness against waterlogging and flood-related challenges during the monsoon season.
The ongoing restoration of Rangirkhal and Longaikhal is expected to significantly enhance the water-carrying capacity of these vital drainage channels, enabling more effective stormwater discharge and reducing the risk of urban flooding. The project is also expected to contribute to improved drainage management across several adjoining localities of Silchar town.

The district administration has reaffirmed its commitment to undertaking all necessary measures to mitigate flood risks and safeguard public infrastructure and residential areas during the monsoon period.

Cachar Administration steps up to***co control enforcement on World No To***co Day

SILCHAR, May 31:-- Marking World No To***co Day, on saturday the District To***co Control Cell (DTCC) under the District Health Society, Cachar, conducted a special enforcement drive across Silchar in collaboration with the District Administration, Cachar Police and Silchar Municipal Corporation to strengthen compliance with the Ci******es and Other To***co Products Act (COTPA), 2003.

During the drive officials inspected various public places and commercial establishments to ensure adherence to the provisions of the Act. A total fine of Rs 5,800 was collected from individuals and establishments found violating COTPA regulations.

The enforcement team was led by Arunabh Choudhury, ACS, Assistant Commissioner and Executive Magistrate, Cachar. Dr. Anindita Chanda, District Nodal Officer, National To***co Control Programme (NTCP) Piyali Chakraborty, District Programme Coordinator, Non-Communicable Diseases (NCD), Mousumi Bhowmik, Field Level Coordinator, NCD Cachar and MAbhijit Bhattacharjee, Zonal Coordinator, Assam Cancer Care Foundation (ACCF) also participated in the enforcement drive.

From Silchar Municipal Corporation, Enforcement Inspectors Neetin Kumar Das and Kunal Das also joined the operation and assisted in carrying out the enforcement activities.

The district administration also reiterated its commitment to creating greater public awareness about the harmful effects of to***co consumption and ensuring strict implementation of to***co control laws in the district. The drive formed part of the broader observance of World No To***co Day aimed at encouraging a healthier and to***co-free society.

শিলচর, ৩১ মে :-- বিশ্ব তামাকমুক্ত দিবস উপলক্ষে শনিবার জেলা স্বাস্থ্য সমিতি, কাছাড়ের অধীন জেলা তামাক নিয়ন্ত্রণ কোষ (DTCC) কাছাড় জেলা প্রশাসন, কাছাড় পুলিশ এবং শিলচর পৌর নিগমের সহযোগিতায় শিলচর শহরজুড়ে একটি বিশেষ তামাকবিরোধী প্রয়োগমূলক অভিযান পরিচালনা করে। সিগারেট ও অন্যান্য তামাকজাত দ্রব্য (বিজ্ঞাপন নিষিদ্ধকরণ এবং বাণিজ্য, উৎপাদন, সরবরাহ ও বিতরণ নিয়ন্ত্রণ) আইন, ২০০৩ (COTPA)-এর বিধানসমূহ যথাযথভাবে কার্যকর করার লক্ষ্যে এই অভিযান পরিচালিত হয়।

অভিযান চলাকালীন বিভিন্ন জনসমাগমস্থল ও বাণিজ্যিক প্রতিষ্ঠানে পরিদর্শন চালিয়ে আইনের বিধানগুলি যথাযথভাবে অনুসরণ করা হচ্ছে কিনা তা খতিয়ে দেখা হয়। COTPA আইনের বিধি লঙ্ঘনের অভিযোগে ব্যক্তি ও বিভিন্ন প্রতিষ্ঠানের কাছ থেকে মোট ৫,৮০০ টাকা জরিমানা আদায় করা হয়।

সরকারি জমিতে গড়ে ওঠা অবৈধ দখল উচ্ছেদের উদ্দেশ্যে এই অভিযান পরিচালিত হয়, কারণ এসব দখলের ফলে রাঙ্গিরখাল ও লঙ্গাইখাল নিকাশি চ্যানেলের চলমান পলি অপসারণ ও পুনরুদ্ধার কাজে নিয়োজিত ভারী যন্ত্রপাতির চলাচল ও মোতায়েনে বাধা সৃষ্টি হচ্ছিল। উচ্ছেদ কার্যক্রমের ফলে পুনরুদ্ধারমূলক কাজ নির্বিঘ্নে সম্পন্ন হওয়ার পাশাপাশি প্রকল্পের অগ্রগতি আরও ত্বরান্বিত হবে বলে আশা করা হচ্ছে।

এই উদ্যোগটি জেলা প্রশাসনের বৃহত্তর কৌশলের অংশ, যার লক্ষ্য নগর নিকাশি ব্যবস্থার কার্যকারিতা বৃদ্ধি করা এবং বর্ষাকালে জলাবদ্ধতা ও বন্যাজনিত চ্যালেঞ্জ মোকাবিলায় প্রস্তুতি আরও সুদৃঢ় করা।

District Administration Cachar launches intensive training programme for field-level officers to ensure smooth and technology-driven house listing operations for census 2027

*SILCHAR, May 27*:- In a major preparatory step towards the forthcoming Census of India 2027, a three-day training programme for Charge Officers (Circle Officers, Executive Officers), technical assistants and field-level functionaries was organised on Wednesday at the auditorium of Gurucharan University under the initiative of the District Administration Cachar. The officials from Sonai Municipal Board, Lakhipur Municipal Board, Badarpur Municipal Board, Silchar Municipal Corporation and other associated departments also participated to strengthen preparedness for the upcoming house listing operations under the national census exercise.

Earlier, Additional District Commissioner, Cachar and District Census Officer ,Roktim Baruah, ACS highlighted the significance of the Census as one of the largest administrative exercises undertaken in the country. He stressed that the training programme had been designed to equip officers and field personnel with the necessary technical knowledge and operational clarity required for the successful conduct of the Census process. He stated that accurate and systematic data collection forms the backbone of developmental planning and public policy formulation and therefore the role of enumerators and supervisory officers would be extremely crucial during the house listing operations. He further stated that the transition towards digital enumeration marks a transformative step in the history of census operations in India and called upon all participating officials to carry out their responsibilities with sincerity, precision and commitment.

Resource persons from Directorate of Census ,Assam ,Guwahati, Deputy Directors, Census, M. D. Rupchan Ali and Tanay Srivastava imparted detailed training sessions on various operational and technical aspects related to the Census process. The sessions focused primarily on the modalities of the House Listing Operation to be conducted as part of Census 2027 including digital data collection methods, field verification procedures and use of the designated mobile application.

During the programme, officials were informed that the House Listing Operation in Assam is scheduled to be conducted from August onwards. In the training it was informed that for the first time in India, Census data would be collected through digital tools marking a significant shift from conventional paper-based enumeration practices.

It is worth mentioning that the enumerators engaged in the Census exercise will collect data through the specially designed mobile application titled HLO Census 2027 enabling faster, more transparent and efficient compilation of demographic information. The intensive training sessions will be continued upto 30th May,2026 to ensure smooth implementation of the Census operations across the district with greater accuracy.

শিলচর, ২৭ মে:-- শিলচর পৌর নিগমের পক্ষ থেকে সংশ্লিষ্ট সকলকে জানানো হয়েছে যে, আগামী ২৮ মে, ২০২৬ তারিখ বিকেল ৪:০০ টায় অনুষ্ঠিত হওয়ার কথা ছিল যে কোটেশন খোলার প্রক্রিয়া, তা ঈদ-উল-আজহা উপলক্ষে ঘোষিত সরকারি ছুটির কারণে স্থগিত করা হয়েছে।
শিলচর পৌর নিগমের কার্যালয় থেকে জারি করা এক সরকারি বিজ্ঞপ্তিতে জানানো হয়েছে যে, অসম সরকার কর্তৃক ২৮ মে, ২০২৬ তারিখ ঈদ-উল-আজহা উপলক্ষে সরকারি ছুটি ঘোষণা করায় এই সিদ্ধান্ত গ্রহণ করা হয়েছে।
যে কোটেশন খোলার প্রক্রিয়াটি পূর্বে ২৮ মে, ২০২৬ তারিখে অনুষ্ঠিত হওয়ার জন্য নির্ধারিত ছিল, তা এখন আগামী ২ জুন, ২০২৬ (মঙ্গলবার) বিকেল ৩:০০ টায় অনুষ্ঠিত হবে।
