The Foundational Learning Study (FLS) 2026 was successfully conducted across Meghalaya on 29th-30th April 2026, marking a significant milestone toward NIPUN Bharat Mission goals. This large-scale, tablet-based assessment provided a diagnostic understanding of Grade 3 literacy and numeracy skills, ensuring every child is on the path to becoming an independent reader and learner. The study involved meticulous sampling of schools and students from all districts.

The success of FLS 2026 in Meghalaya is the result of seamless synergy between national experts and state teams. We extend deepest gratitude to Madam Indrani Bhaduri, Head & CEO, PARAKH, for her visionary leadership in shaping the assessment framework aligned to NEP 2020 goals. Thank you to the PARAKH Team for logistics and technical standards. Our work would not have succeeded without IIT Delhi under Dr. Charu Monga, Mr. Saptarshi Roy and team for prompt technical solutions that made this assessment efficient.

We appreciate strategic support from Central Square Foundation (CSF), with special mention to Depanshi Singh and Geetika Bhandari for their hands-on involvement during preparation and implementation.

Our appreciation goes to NLO Madam Sunita Kumari for her support.

We owe a great debt of gratitude to Commissioner & Secretary Shri Vijay Kumar Mantri/Shri Ryntihlang Rapthap, Directors of DERT and DSEL, Assessment Team DERT, DLCs, DSEOs, SDSEOs, DIET Principals/faculties, Field Investigators, District Pedagogy Coordinators, Teachers, Block Resource Persons and office staff who worked tirelessly on the ground to reach every selected school.

Dear Teachers,

Building on the success of MCRP, the Directorate of Educational Research & Training (DERT), Meghalaya, in collaboration with Reach To Teach Foundation, is pleased to roll out the Meghalaya Learning Enhancement Programme (MLEP) across all schools from March till the end of the academic session.

The MLEP programme is designed to help students achieve grade-appropriate learning outcomes. The activities in the eBooks are directly mapped to the chapters of the textbooks, making classroom integration smooth and effective.

To support teachers in understanding how to implement MLEP effectively in classrooms, this tutorial video has been developed.

• All teachers are requested to kindly watch the tutorial video to effectively use the learning strategies and classroom activities integrated with textbook chapters.
• No separate period allocation is required. Teachers can seamlessly use these activities while teaching the respective textbook chapters during regular classroom transactions.
• Kindly share classroom pictures or videos while implementing MLEP activities in your classroom.
