The Iranian naval warship IRIS Dena, belonging to the Islamic Republic of Iran Navy, is alleged to have been struck by a torpedo fired from a United States submarine in waters of the Indian Ocean near Sri Lanka.

IX. PRAYER FOR INTERNATIONAL ACTION

In light of the above circumstances, the petitioner respectfully calls for:

1. An independent international investigation into the reported USA torpedo attack on IRIS Dena.

2. Determination of the exact location, circumstances, and responsible actors involved in the incident.

3. Assessment of casualties, humanitarian impact, and maritime safety implications.

4. Clarification regarding whether the alleged attack involved unauthorized use of force under international law.

5. Reinforcement of the principle that military power must remain subject to international legal accountability.

6. it is respectfully requested that if the investigation establishes responsibility for the reported attack, the competent international legal authorities may direct that the responsible party fully compensate and pay all damages to the affected state, the victims, and any third-party countries whose economic or maritime interests were adversely impacted. It is further prayed that appropriate legal action be taken in accordance with international law and the principles of international justice, without bias or political influence, so that accountability is ensured. This request is made in the spirit of the universally recognized principle that “Justice must not only be done, but must also be seen to be done.”

SUB : ASSAULT, Man Handling,Threatening By Parawada Police - Action Against Police.

We Andhra Pradesh Ex- Naviens Sailors Welfare Association ( Registered 883/2015) in short called as APENWA, Stongly condemned brutal Attack by AP State police which was happened to our Jawan Sri. Sayyid Alimulla of 52nd Rastriya Rifle serving at Indian border (Jammu and Kashmir) resident of Regupalem,Yelamanachili, Anakapalli District. We were deeply condemned by our APENWA on police attitude. Hence we demand a proper investigation and severe serious action to be taken against those police persons and justice to be done to the poor Army Jawan who is working at the borders of India for the safety and security of the Nation.

DETAILS OF THE VICTIM; Mr. Sayyid Aleemullah, Army Soldier, Active Service in Indian Armed Forces, currently posted in 52 Rashtriya Rifles, Baramulla, Jammu and Kashmir. His (Permanent residence) Regulapalem, Elamanchili Mandal, Anakapalli District.

DATE OF INCIDENT ; 07 November 2023 Tuesday at Paravada Bus Stop. He was waiting for his area APS RTC bus to return his home at Regupalem Elamanchili mandal.

PLACE OF INCIDENT: Santabhayalu area, Paravada Mandal, Anakapalli District (Old Visakhapatnam District), Andhra Pradesh.

POLICE INVOLVEMENT; Four male police uniformed persons and one female policeman (without name plate near pockets and no identification cards).

PLACE OF INCIDENT: Santabhayalu Area, Paravada Mandal, Anakapalli District (Old Visakhapatnam District), Andhra Pradesh.

It is unlawful and a crime for any police or authority to detain a person who has stolen or carried an active service military person identification card along with them or with malicious intent. Provide punishment for causing injury or serious injury to an active duty military person, not just sent to VR or temporary suspension. They should be removed from uniform service permanently.

This incident attracts Article 14 and 21 of the Constitution of India.

We APENWA Association are thankful to Hon'ble Superintendent of Police, Anakapalli for taking prompt speedy action against 4 constables sent to VR. We humbly request to investigate this and take strict action against the police who are misusing their powers. Because that whole uniformed police service got bad reviews and the judiciary is also very harsh on the whole police system and your training system.

When our Army person Sri. Sayyid waiting for a bus at the market centre, the police approached him and told to download " Disha App", he downloaded it. The police asked OTP, our Army man Sayyid requested police to show an Identity card and also found that police were not having any Nameplate on thier shirts, immediately they started slapping, shouting, and dragged theJawan Sayyid to throw him into the Auto. The way police acts and omissions are clearly visible in Video. Our Armed forces persons always alert and ask Identity cards to any one, who demand something, this is very common and necessary. We observed so many policemen feel shy or EGO to carry Identity cards and even carry also they doesn't want to show any one. Why police feelvinsulting to show Identity cards ?. There may be something wrong with their training or attitude towards the public.

Although police enhanced by exceeding their powers on our Army personnel Sayyid. This police destroyed that equilibrium, which courts and the legislatures established between " Liberty ", " Restrictions", thus, " Jeopardizing the basic Human Right to freedom". The police must apply the Law should be symbolic of the moral standards of conduct which society demands of its citizens.

The Latin maxim " SALUS POPLE Est SUPREMA LEX" ( the safety of the people is the Supreme Law).

It's purely a violation of Article 21 and Article 14 which using any form of torture for any kind of information would nither be " Right nor Just nor fair and, therefore, would be impermissible , being offensive of Article 21 and also violation of Article 14 Right to life. This OTP also attracts Cyber crimes.

Law does not permit people to be beaten-up by police in open public places like Rowdies or in police custody. The police cannot be a Judge in its own cause.

It does not come under compoundable/compromising offences. Because these police crimes have more serious effects on the morale of the military services and common people, not just on the victim but on the entire society and Indian security. If AP state police don't respect our military then how can the common man expect respect from police.

We humbly requests, please investigate and take strict action on Police constables Bullu M Mutyalanaidu , Sobarani and others.

Please think, If that is not in public place or not in camera(Video), what would happen to our Army jawan Sayyid. Hope he would be no more.
