Port Blair City Area Committee organized a Mass Dharna in front of the Chief Engineer APWD office at Port Blair, to protest against the bad condition of urban roads. Inaugurating the mass demonstration, D. Ayyappan, State Secretary of CPIM Andaman & Nicobar state organizing committee criticized the central government for not taking any concrete steps to carry out the repair and renovation of the roads in the islands. He said that the entire roads in the Municipal area are full of potholes, cracks and uneven surfaces, causing difficulties for the road users. A number of accidents are occurring in the islands due to the deteriorating condition of the roads. He blamed the BJP government for not allotting sufficient funds for renovation and repair of these roads.

Addressing the gathering, senior CPIM leader P. Banerjee said that with the advent of large scale corruption in government work, the condition of the roads in the islands have become worst.

P. Sathyapal, Secretary and NKP Nair, Member of Port Blair City Area Committee also addressed the gathering. Dr Gouranga Majhi, State Secretariat Member and SP Kalairajan, SOC Member were also present on the occasion.

Andaman Nicobar State Organising Committee has demanded immediate deployment of passenger ships having container carrying facility to Katchal Island in view of the scarcity of essential commodities.

In a letter sent to the Director of Shipping Services, Andaman & Nicobar Islands, CPI (M) Andaman & Nicobar State Secretary D. Ayyappan, by referring to his earlier letter sent to the DSS, said that the Shipping Department had deployed long-south ships m.v. Nalanda and m.v. Sindhu to touch Katchal Island but the same was discontinued for the last several months. He said that the general public and various organizations including traders of Katchal have been requesting the Shipping Department and A & N Administration to resume deployment of long-south ships like MV Nalanda and MV Sindhu which are having container facilities. Ayyappan told the Director of Shipping Services that the boat like m.v. Sentinel, etc are carrying the cargo for Katchal which, on arrival at Katchal, are found to be damaged leading to heavy loss to the traders of Katchal.

Com. Ayyappan stated in the letter that shopkeepers of Katchal have telephonically informed him that they have shut down their shops today (16.08.2025) to protest against inaction on the part of the Shipping Department and A & N Administration towards their genuine demand. A letter sent to the authorities by the Katchal Traders was also submitted to the DSS for perusal. CPI (M) Secretary was informed by the general public and workers of Katchal that there is scarcity of many essential items at Katchal due to non-deployment of container carrying passenger ships like M.V. Sindhu/MV Nalanda, etc.

CPI (M) has urged the DSS to schedule some sailings of long-south ships like m.v. Nalanda, MV Sindhu, etc which can carry containers to berth at Katchal port immediately so that essential food items can be transported as demanded by the traders and general public of Katchal. CPI (M) Secretary has further requested the DSS to schedule berthing of the above ships at Katchal port regularly in order to ensure availability of essential items for the people of Katchal Island.

CPI (M) Port Blair City Area Committee has organised a Mass Demonstration in front of the office of the Superintending Engineer, Electricity Department at Phoenix Bay to protest against the frequent power cut at Port Blair and nearby rural South Andaman areas. A large number of party workers, sympathizers and general public participated in the mass demonstration.

Inaugurating the Mass Demonstration, D. Ayyappan, Secretary, CPIM Andaman & Nicobar Orgnaising Committee said that the present power cut is due to the unfavourable and wrong policies followed by the Modi-government towards the power sector in Andaman & Nicobar Islands. People in general and College and school students, women, aged and unhealthy people in particular are the worst sufferers due to the unscheduled power disruptions at Port Blair and rural South Andaman areas. He said that 11 years of Modi rule at the centre led to the total collapse of the power sector in the islands. He further said that during his recent meeting with the Union Power Minister along with R. Sachithanantham, CPI (M) MP from Tamil Nadu, he had requested the Minister to provide more diesel generation sets to tide over the power crisis in the islands till the Mega projects like LNG Project are implemented, but the Minister of Power had instantly ruled out any more diesel generating sets in the islands considering the high cost of production.

Laxman Rao said that the CPI (M) will conduct a Candle Light Procession at 5.30 p.m. on 9th August, 2025 from the Gandhi Statue at Mohanpura to draw the attention of the authorities towards sufferings of the people due to power disruption. A CPIM Delegation of D. Ayyappan, Secretary, CPIM Andaman & Nicobar State Organising Committee and Com R. Sachithanantham, CPIM Lok Sabha MP from Tamil Nadu met Union Minister Minister of Ports, Shipping and Waterways Sarbananda Sonowal at his office and submitted a letter forwarding a memorandum from the CPI (M) Andaman & Nicobar State Organising Committee.

CPIM delegation urged the Shipping Minister to proceed with the construction work of two 1200-passengers ships (with a cargo capacity of 1000 MT), orders for which were placed with the Cochin Shipyard by the & Administration a few years back, considering the difficulties being faced by the mainland-bound passengers. CPI (M) A & N Islands State Organising Committee in the Memorandum stated that while half construction was completed, the Govt. of India directed the Cochin Shipyard not to proceed with further construction of the above two ships as the A&N Islands do not require these ships.

CPI (M) memorandum stated that getting two more large size ships will ensure more cargo movement from mainland to islands which will reduce the prices of various items to a great extent as the private cargo ships charge more for freight charges which in turn passed on to the consumers in the islands. CPIM leaders told the Shipping Minister that this will create 200 to 300 jobs for the unemployed seamen in Andaman & Nicobar Islands.

CPIM memorandum further stated that there is a long pending demand of the Nicobarese tribes for more Sentinel type vessels for the southern group of islands like Car Nicobar, Katchal, etc where large size vessels cannot be berthed due to rough sea condition. Delegation urged the Shipping Minister to procure three more m.v. Sentinel-type vessels for service in the southern group of islands. CPIM further urged the Minister of Shipping to procure more inter-island ships of 450/500 capacity to meet the growing demands of the islanders.

CPIM Memorandum stated that at present, no cargo ship owned by the government is plying between Port Blair and mainland ports. Similarly, only one small size cargo ship owned by the A & N Administration is available for movement of cargo from Port Blair to various outstations. Entire cargo is transported from mainland to islands through private cargo ships. Due to technical reasons, the validity of these private cargo ships will be over in the next one or two years, if not further extended. CPI (M) Memorandum said that this will lead to a difficult situation and the islanders will face acute shortage of essential items. CPI (M) leaders urged the Minister of Shipping to procure more cargo ships for service between the islands and mainland and also for the inter-island sectors.

The Memorandum stated that due to shortage of regular roaster crew members, seamen are recruited on contract basis in the ships run by the A & N Administration for ther inter-island and foreshore sectors. Number of permanent roaster crew is decreasing every year due to retirement while new engagement of crew on permanent roaster does not take place. CPI (M) urged the Minister of Shipping to recruit seamen on permanent basis in the ships run by the A & N Administration considering the large number of unemployed seamen in the islands. Shipping Minister assured the delegation that the issues raised in the Memorandum and letter will be looked into favourably.

Andaman & Nicobar State Organising Committee has voiced serious concerns over the ongoing investigation into the high-profile loan scam in the Andaman & Nicobar State Cooperative Bank Ltd and demanded ED, IT Probe & Seeked Protection for Depositors and Staff

During a Press Conference, Com D Ayyappan, the Secretary of state organising committee said that in a meeting held on July 19, 2025, in Port Blair, the CPI(M) State Secretariat adopted a resolution accusing the authorities of failing to conduct a proper investigation into the case.

The CPI (M) Andaman & Nicobar State Secretariat meeting being held at Port Blair on 19th July, 2025 has observed with concern that the investigation into the loan scam case in the A & N State Cooperative Bank Ltd is not being carried out in the proper manner. The meeting noted that allegations involving senior police officers and certain influential persons in the islands of trying to scuttle the investigation in the case have surfaced in the local media. Neither the investigating team nor any of the authorities in the Administration has come forward to deny such allegations.

The meeting noted that though the former Chairman of the A & N State Coop Bank Ltd, who was also the former Congress President in the islands and Ex-MP was arrested and sent to judicial custody, a number of Congress leaders who are in the management of the State Coop Bank Ltd or availed huge loan without appropriate value of property are not being investigated properly by the Andaman & Nicobar Police as they are ill-equipped to deal with the money laundering cases. The CPI (M) State Secretariat meeting noted that the BJP and its government at the centre have been overtly or covertly helping the former Chairman of the State Coop Bank Ltd in the Bank case during the last few years for unknown reasons.

CPI(M) meeting noted that in the present scam which involves hundreds of crores of rupees of the Bank/public money, the trail of the money has to be exposed for which expert investigation by Enforcement Directorate and Income Tax is required. CPI(M) re-iterates its demand for ED and Income Tax investigation in the A & N State Cooperative Bank Ltd loan scam and irregularities. The CPI (M) meeting further called upon the Andaman & Nicobar Administration to save the Bank from any kind of adverse impact of the ongoing investigation and to protect the interests of the depositors in the bank. Effective measures are required to ensure the continuity of the jobs of regular and casual employees working in the State Cooperative Bank. These measures will instill confidence among the islanders.

CPIM Andaman and Nicobar state organising committe has demanded to review the progress of the construction of the houses under the PMAY (Urban) at Prothrapure and Brichgunj and issue suitable directions to the Municipal Council and NBCC to complete the construction work within a timeframe to be decided during such review. In a letter sent to the Chief Secretary, Andaman & Nicobar Administration, D. Ayyappan, Secretary, CPI (M) A & N State Organising Committee further reqested the Administration to urge the Canara Bank not to begin the payment of loan instalment or carry out any coercive measures till the flats are allotted to the beneficiaries under the PMAY (U) scheme as they are unable to pay both the room rent in which they are presently staying and the loan instalments simultaneously.

Drawing the attention of the Chief Secretary to the hardship being faced by the beneficiaries of Pradhan Mantri Awaz Yojana (Urban) in these islands, Ayyappan stated in the letter that the Andaman & Nicobar Administration had identified 329 beneficiaries for allotment of flats under the PMAY (Urban) scheme at Port Blair. The Municipal Council was entrusted with the task of constructing the flats. Nearly 206 beneficiaries were finally selected and they had deposited Rs. 90,000/- each to the Municipal Council. CPI (M) Srcretary further stated that for construction of the flats, the Municipal Council asked all the beneficiaries to apply for housing loan from the Canara Bank, Mohanpura Branch. The construction of the flats was handed over to the National Building Construction Company Ltd (NBCC), a central government undertaking. Two sites were identified by the Administration at Brichgunj and Prothrapur for construction of flats for these 206 beneficiaries.

Comrade Ayyappan further stated in the letter that the Canara Bank had sanctioned loan of Rs. 8 lakhs to each of these 206 beneficiaries and the first instalment of loan of Rs. 2.40 lakh per beneficiary was transferred to the Port Blair Municipal Council about two years ago. It was assured to all the beneficiaries that the construction of the flats will be completed and handed over to the beneficiaries by the end of 2024. The beneficiaries were also informed that the repayment of the loan will begin only after the flats are handed over to the beneficiaries.

Blaming the Administration for the slow progress of the construction work, Secretary stated that in Prothrapure, construction of only 27 flats was started while in Brichgunj, only the ground leveling work is completed and there is no scope of handing over of these 206 flats to the beneficiaries in the next two years. He further brought to the notice of the Chief Secretary that despite this slow progress of work, by violating the earlier assurance given to the beneficiaries, the Canara Bank has started recovering the payment of loan already sanctioned to the beneficiaries from the bank accounts of the beneficiaries. Ayyappan further stated in his letter that now the beneficiaries who are all staying in rented houses have to pay the room rent as well as the loan instalments to Canara Bank. This is an unjustified action on the part of the Andaman & Nicobar Administration towards these 206 poor families who were assured of houses under the PMAY (Urban) scheme of the central government.

Ayyappan stated that while some of the State Governments on the mainland like Kerala are constructing and allotting flats to the shelterless people in the State free of cost, the poor beneficiaries in Andaman & Nicobar Islands are made to run from pillar to post for a house which was assured to them few years back. The requests made by these beneficiaries to the Municipal Council and Canara Bank not to start the loan repayment till they get the promised flats under the PMAY (U), did not yield any positive result and the beneficiaries are put to uncessary mental tension and agony. Those who are unable to pay the loan instalments are treated as defaulters and their CIBIL score, etc are likely to be shown as grave defaulters.

Andaman & Nicobar State Convention of Students Federation of India (SFI) was held today (26.05.2025) at Shaheed Bhavan, Anarkali. Inaugurating the Convention, Mayukh Biswas, General Secretary, SFI, who reached Sri Vijaya Puram from mainland today, briefly explained the aims and objectives of the SFI and said that SFI is raising the slogan of “Education for All” and “Job for All”. He said that SFI has been demanding for earmarking of 6% of the GDP and 10% of the total budget for the Education sector in the country, but the successive governments at the centre did not accept this. He said that students are being divided on the basis of religion in the educational institutions in the country. He criticized the central government for disaffiliating the colleges in the islands from the Pondicherry University and affiliating it with the newly established Deemed University. He said that there are number of problems and issues being faced by the students in the islands and called upon the SFI Committee in the islands to organise the students and conduct agitations for their legitimate rights.

Abdul Warish, Convener, SFI A & N State Organising Committee briefly explained the demands of the students in the islands and said that the SFI in the coming days will emerge as a force to reckon with. D. Ayyappan, Chairman, JNRM Alumni Association and Dijo, Secretary, DYFI A&N State Committee also addressed the Convention.

A large number of students from various educational institutions in the islands attended the Convention. The Convention adopted a number of resolutions on the issues pertaining to students.
