भारतीय रेलवे मजदूर संघ (BRMS) ने 8वें केंद्रीय वेतन आयोग के लिए कर्मचारियों के हित में कई महत्वपूर्ण सुझाव प्रस्तुत किए हैं। इनमें सबसे प्रमुख मांग **House Rent Allowance (HRA)** में संशोधन की है। बढ़ती महंगाई और शहरों में लगातार बढ़ रहे किराए को देखते हुए यह प्रस्ताव रेलवे कर्मचारियों के लिए काफी महत्वपूर्ण माना जा रहा है।

# # क्या है नया HRA प्रस्ताव?

प्रस्ताव के अनुसार HRA को Basic Pay + Dearness Allowance (DA) के आधार पर गणना करने की मांग की गई है। शहरों को तीन श्रेणियों में बांटा गया है:

# # # X Cities – 40% HRA

महानगर और अत्यधिक महंगे शहरों के कर्मचारियों के लिए 40% HRA प्रस्तावित है।
यह उन कर्मचारियों के लिए राहत होगी जो बड़े शहरों में ऊँचे किराए और महंगे जीवन स्तर का सामना कर रहे हैं।

# # # Y Cities – 30% HRA

मध्यम स्तर के शहरों के कर्मचारियों के लिए 30% HRA प्रस्तावित किया गया है।
इससे मध्यम किराया वाले शहरों में रहने वाले कर्मचारियों को आर्थिक संतुलन बनाए रखने में मदद मिलेगी।

# # # Z Cities – 20% HRA

अन्य छोटे और कम खर्च वाले शहरों के कर्मचारियों के लिए 20% HRA प्रस्तावित है।
यह व्यवस्था सभी कर्मचारियों के लिए एक संतुलित और न्यायसंगत ढांचा तैयार करती है।

# # HRA संशोधन क्यों जरूरी है?

आज के समय में शहरों में किराया तेजी से बढ़ रहा है। रेलवे कर्मचारियों को अपने वेतन का बड़ा हिस्सा मकान किराए में खर्च करना पड़ता है। ऐसे में HRA में वृद्धि से:

* कर्मचारियों को बेहतर आवास मिल सकेगा
* जीवन स्तर में सुधार होगा
* आर्थिक तनाव कम होगा
* कर्मचारियों की कार्य क्षमता और संतुष्टि बढ़ेगी

# # प्रस्ताव की मुख्य विशेषताएँ

* बढ़ती किराया महंगाई को ध्यान में रखा गया है
* शहरों का सरल और पारदर्शी वर्गीकरण
* कर्मचारियों के जीवन स्तर में सुधार
* भारतीय रेलवे में कुशल कर्मचारियों को आकर्षित और बनाए रखने में मदद

# # निष्कर्ष

8वें वेतन आयोग के लिए प्रस्तावित यह HRA संशोधन रेलवे कर्मचारियों के लिए एक सकारात्मक कदम माना जा रहा है। यदि यह लागू होता है, तो लाखों कर्मचारियों को बेहतर आवास सुविधा और आर्थिक राहत मिलेगी।
“Affordable Housing, Better Living Conditions, Stronger Railways” की सोच के साथ यह प्रस्ताव कर्मचारियों और रेलवे दोनों के भविष्य को मजबूत बनाने की दिशा में महत्वपूर्ण साबित हो सकता है।
