Haryana State Launch of TREES OUTSIDE FORESTS IN INDIA (TOFI) PROGRAM was held at Maharishi Dayanand University (MDU), Rohtak, Haryana on 4th and 5th November that included Technical Workshop, Parallel Sessions on Six Interdisciplinary Centres for Climate Action and the TOFI State Launch Event at MDU, Rohtak.

The Technical Workshop was held on 4th November at Swaraj Sadan, MDU, Rohtak and included focused presentation on results of geospatial analysis of tree cover trends over time across the State including relationships with other indicators of land degradation and restoration by TOFI Program Team followed by State-level implementation strategy. In addition, group focused on public good leaning TOF expansion opportunities and enterprise leaning TOF expansion opportunities

Parallel Sessions on Six Interdisciplinary Centres was held on 4th November at Swaraj Sadan, MDU, Rohtak and included Interactive Dialogue on: Roadmap for Development of Six (6) Interdisciplinary Research Centres in Haryana, focussing on Jal (Water), Vayu (Air), Prithvi (Land), Jangal (Afforestation and Ecology), Urja (Energy) and conversion of waste to usable products (Waste to Wealth) – support to Mission LiFE

The State Launch Event was held on 5th November at Radhakrishna Auditorium, MDU, Rohtak, Haryana and was coordinated by Haryana State CAMPA & Foreign Co-operation Department. Hon’ble Chief Minister, Shri Manohar Lal Khattar graced the event with his kind presence. The event was initiated with a welcome address by Prof Rajbir Singh, Vice Chancellor, Maharishi Dayanand University, Rohtak and Shri Vineet Garg, IAS, Additional Chief Secretary to Govt. of Haryana, Forests & Wildlife, followed by an overview of TOFI programe by Dr Chandrashekar Biradar, Chief of Party-TOFI & Country.

Discussions and Hands on Interaction session for engaging citizen science in tree inventory, monitoring and associated applications were held at the event. Followed by presentations by consortium partners on their specific thematic area in the TOFI program and open house discussions.
The Status on TOF and agroforestry in Haryana was further discussed by Shri Jagadish Chander IFS, Principal Chief Conservator of Forests and Head of Forest Force – Haryana. The Roadmap for proposed six interdisciplinary research centres and conversion of waste to usable products along with a Video depicting Agroforestry success stories in Haryana was presented by Dr Vivek Saxena, CEO, CAMPA; Nodal Officer, TOFI & APCCF (FCA), Haryana Forest Department.
The event was further facilitated by Dr R Raghu Prasad, Inspector General of Forests (IGF), MoEFCC, Government of India with TOFI - MoEFCC perspective and Release of TOFI Brochure and Videos by Chief Guest, USAID, HSFD, MoEFCC, CIFOR-ICRAF. Event progressed with a vote of thanks by Mr Manoj Dabas, Deputy Chief of Party-TOFI, CIFORICRAF India and Special addresses were given by Ms Karen Klimowski, Deputy Mission Director, USAID/India and Shri Kanwar Pal, Hon’ble Forest Minister, Govt. of Haryana.

National Level Launch of ' Tree Outside Forest in India (TOFI)' Programme under Inida-USAID Bilateral Agreement for Sustainable Forest and Climate Adaptation.

The TOFI program focuses on expanding tree cover outside traditional forest areas, enhance carbon sequestration and promote tree-based livelihoods.

This programme will be implemented in seven states i.e. Andhra Pradesh, Assam, Haryana, Odisha, Rajasthan, Tamil Nadu and Uttar Pradesh

Stakeholder Consultation on Trees Outside Forests in India (TOFI) Programe- State of Haryana 2022

The Ministry of Environment Forest and Climate Change and the United States Agency for International Development has jointly designed the Tress Outside Forests in India (TOFI) programme under bilateral agreement on Sustainable Forestry and Climate Adaptation. The proposed USAID supported Trees Outside Forests in India (TOFI) Activity capitalizes on World Agroforestry (ICRAF)’s and its partners vast experience, practical expertise and strategic relationships to address these bottlenecks and in a way that will generate largescale, inclusive and sustainable impact. The program will be implemented in seven states, namely-Andhra Pradesh, Haryana, Assam, Odisha, Rajasthan, Tamil Nadu and Uttar Pradesh

In this context, a Stakeholder Consultation Launch Meet on Trees Outside Forests in India (TOFI) Program for the State of Haryana was conducted on 14th July 2022. The virtual meeting involved participation of more than 40 stakeholders from various research institutes, paper industries and government officials from Haryana State. Effective discussions were held on formulating future strategies, roadmap, challenges and future solutions with respect to TOF and agroforestry models to be successfully implemented in the State of Haryana.

The meet commenced with a welcome note by Sh. Jagdish Chander, IFS PCCF (HoFF), Chairperson CAMPA, Executive Committee, followed by the nodal officer for TOFI pogram, Haryana, Dr. Vivek Saxena, IFS APCCF, Chief Executive Officer, CAMPA. Furthermore, the meeting was facilitated by Chandrashekahar Biradar, CIFOR-ICRAF Chief of Party, TOFI Program and Country Director- India. This was followed by active discussion sessions by various stakeholders. Finally, the meeting concluded with a vote of thanks by Dr. Ramesh Dhiman, the State coordinator for the program.

India has banned manufacture, import, stocking, distribution, sale and use of identified single use plastic items, which have low utility and high littering potential, all across the country from July 1, 2022.

Identified single use items which are banned include:
• Ear buds with plastic sticks
• Plastic sticks for balloons
• Plastic flags
• Candy sticks
• Ice-cream sticks
• Polystyrene (Thermocol) for decoration
• Plastic plates
• Cups, glasses, cutlery such as forks, spoons, knives,
straw & trays
• Wrapping or packing films around sweet boxes
• Invitation cards
• Cigarette packets
• Plastic or PVC banners less than 100 micron, stirrers

The Plastic Waste Management Amendment Rules also prohibit manufacture, import, stocking, distribution, sale and use of plastic carry bags having thickness less than
seventy five microns with effect from September 30, 2021, and having thickness less than one hundred and twenty microns with effect from the December 31, 2022.
