It has the primary objective of implementation of Part IX of the Constitution, extend provisions of Panchayats in Fifth Schedule Areas through PESA and implement flagship programmes such as RGPSA and BRGF. Since under the scheme of things in the Constitution, most of the actions including framing of laws rests with the State Government, the Ministry strives to reach its goals primarily through advocacy and through financial support.

बिहार के लखीसराय जिले की नोनगढ़ ग्राम पंचायत की मुखिया श्रीमती जूली देवी ने , हैदराबाद में आयोजित स्थानीय शासन में निर्वाचित महिला प्रतिनिधियों ( ) के लिए "राष्ट्रीय डिजिटल स्टोरीटेलिंग कार्यशाला" के दौरान अपनी पंचायत की विकास यात्रा, अनुभव और विज़न साझा किया।

स्वच्छता, शिक्षा, आजीविका, स्वास्थ्य और पर्यटन के प्रयासों से पंचायत में सकारात्मक बदलाव आया। सतसंडा पहाड़ी तक सड़क निर्माण के बाद पर्यटन विकास के लिए बिहार सरकार ने ₹7 करोड़ स्वीकृत किए।
