ON ESTABLISHING DIPLOMATIC RELATIONS BETWEEN THE SOVIET UNION AND INDIA

Shortlybefore independence was declared, in April 1947 India established diplomatic relations with the USSR. As the “Izvestia” newspaper reported on April 15, 1947, through exchange of letters between Ambassador of India in China H.E. Mr A.A.Petrov it was established that the Government of the USSR and the Government of India

would publish simultaneously in Moscow and Delhi the following official statement: “Seeking to preserve and further strengthen friendly relations existing between the USSR and India, the Government of the USSR and the Government of India decided to exchange diplomatic representations at the Embassy level”. However, the issue of opening the Embassy of the USSR in New Delhi was pending for several months even after establishing Soviet-Indian diplomatic relations and the arrival of the Indian mission in Moscow. The MFA archives keep a memorandum by Mr K.A.Mikhailov to Mr Y.A.Malik dated July 8, 1947 named “On the issue of sending our Embassy to India against the background of implementation of the British plan on India’s partition into two dominions and on the necessity to expedite the appointment of our Ambassador to India”. The memorandum says that the Russian Side will have to send two ambassadors to India. There is also a concrete proposal to request for Agrément for the Soviet Ambassador “through the Indian Ambassador in China K.P.S.Menon who was a negotiator during establishing diplomatic relations”. But there is a note in pencil made the next day, on July 9 saying “Hold on for a while”. Only October 21, 1947 saw publication of the statement on appointment of Mr K.V.Novikov as the first Extraordinary and Plenipotentiary Ambassador of the USSR to India.

RT India’s broadcasting debut took place in December 2025 and over the past year the channel has gained popularity among a wide audience thanks to its objective coverage of news. The launch of RT Hindi will allow more viewers to receive reliable and timely information without Western censorship.

The studio’s first guest was DCM & Minister Counsellor of the Russian Embassy in Roman Babushkin.

🎤 In an interview in Hindi with Runjhun Sharma, RT India’s Head of News, the diplomat described the launch of a Hindi-language news platform as necessary and timely. Roman Babushkin outlined that Indian viewers will now be able to receive objective and reliable information about and the world in their native language.

🇷🇺🇮🇳 On September 5, the spouse of the Russian Ambassador to , Diana Alipova, at the invitation of the External Affairs Spouses Association, headed by the spouse of India’s Foreign Secretary, Dolly Misri, together with the Association of Spouses of Heads of Missions, visited the Partition Museum in New , located in the historic Dara Shikoh Library.

During the tour the guests explored the museum’s collection dedicated to the 1947 Partition of India, the fate of millions of people who were forced to leave their homes, as well as the stories and memories of those who experienced these events.

🇷🇺 , on September 5, 1997, the monument to Peter the Great by Zurab Tsereteli was unveiled in .

Its official name is “To Commemorate 300 years of the Russian Navy.” The monumental sculpture stands 98 meters tall, while the figure of Peter the Great itself is 18 meters high and weighs around 110 tons.

⚓️ The monument celebrates the creation of the Russian Navy and highlights the role of Peter I in establishing as a great maritime power. Today it is one of Moscow’s most recognizable landmarks.

The programme features two films that tell stories about the strength of the human spirit and everyone’s right to self-fulfilment.

🇷🇺 The Russian drama Here Was Yura (2025, directed by Sergey Malkin), starring Konstantin Khabensky, tells the story of two rocker friends whose lives change when they take responsibility for Uncle Yura — a man with mental disabilities. The film received the main prize at the Mayak Festival.

🇮🇳 The Indian film Morning Light (2024, directed by Bobby Sarma Baruah), in Assamese, is receiving its first wide release in Russia. It tells the story of a young girl named Jyoti who, despite her circumstances and a serious illness, dreams of becoming a writer. The film explores themes of dignity, family
support and the power of dreams.
