"We cannot blame family for the juvenile act all the time. What about children of good private and public schools who steal or smoke? They come from an economically well built background." This was a question raised by one of the constables at Mahanagar police station in response to the significance of social background report for the child who comes to the station due to his or her alleged act of criminal offence. For our online community, social background report is Form 1 from the Juvenile Justice (Care & Protection of Children) Act, 2015 that takes into the family details, child's physical and mental ability, habits of the child, education details, reasons for leaving the school, etc. of the apprehended child, alleged to be in conflict with the law. The logic is to have a humble understanding of where the child is coming from in order to provide the right help.
Though we cannot deny the economic background of the child but we cannot generalize it as well. Economy is not always the cause for alleged criminal act by a child, there could be n number of other factors, such as peer influence, observational learning via media or everyday instances, physical or sexual assault (direct or indirect), non availability of parental care and protection, etc. This is important to understand because by one stereotype and biased opinion, we can change a child's future. That's why we began this discussion. We may not like his question but the beauty of it is the initiative. An initiative to ask and understand.
