Director, S&TW Reviews Implementation of Mission Shakti, Emphasizes Strengthening Service Delivery and Reaching Remote Areas

Kargil, 9th December 2025: Smt. Kunzes Angmo (JKAS) Director, Social and Tribal Welfare, UT Ladakh today chaired a comprehensive review meeting at the Directorate regarding the ongoing implementation of Mission Shakti in Kargil District.
The meeting was attended by the Smt. Nargis Banoo (JKAS) District Programme Officer, ICDS Projects Kargil along with all concerned functionaries of Mission Shakti of Kargil District.
During the meeting, the Director S&TW reviewed the progress and status of various components under Mission Shakti and held detailed deliberations with the concerned officials. The key agenda points discussed included the performance and implementation of District Hub for Empowerment of Women (DHEW), Beti Bachao Beti Padhao (BBBP), One Stop Centre (OSC) and Pradhan Mantri Matru Vandana Yojana (PMMVY).
Further, the Director emphasized the need for strengthening service delivery at the grassroots and advised to cover the remote areas for effective implementation of all schemes aimed at the women’s welfare and empowerment.
At last the Director appreciated the efforts of all field functionaries and urged them to ensure that all the women centric welfare schemes reach the intended stakeholders in a timely and efficient manner.

The event, inaugurated by Director Ms. Kunzes Angmo(JKAS), highlighted the irreplaceable importance of a family environment for every child. Key activities included an awareness film and an insightful expert Panel that addressed early intervention, combating social stigma against special needs children, the legal adoption process, and provisions under the Juvenile Justice Act (2021). The day was powerfully uplifted by prospective parent Ms. Deachen Angmo sharing her personal adoption journey.

Kargil Celebrates the 150th Birth Anniversary of Bhagwan Birsa Munda

Kargil, November 15, 2025: The 150th birth anniversary of Bhagwan Birsa Munda, the revered tribal freedom fighter and social reformer was commemorated with great respect and enthusiasm today at the Auditorium Hall, Kargil. The event was organized by Tribal Research Institute, University of Ladakh in collaboration with Social and Tribal Welfare Department in to honor his extraordinary contributions to India’s freedom struggle and his relentless efforts to safeguard tribal rights, culture and identity.
The program was graced by the presence of Chief Guest Hon’ble Member of Parliament (MP) Mohd Haneefa Jan, Guest of Honour Executive Councillor LAHDC Syed Mujtaba, ADC Kargil Imteeaz Kacho, Director Social Welfare Department Kunzes Angmo, Director Food Civil Supplies and Consumer Affairs Tahir Hussain Zubdavi, Joint Director Finance Iftikhar Hussain, Director Tribal Research Institute Dr Jaffer, District Officers, National Awardees along with teaching and non-teaching staff, students and other distinguished guests.
MP Ladakh, Mohd Hanifa encouraged the gathering to uphold tribal values, promote education and ensure inclusivity in development. He urged the youth to draw inspiration from the lives of Birsa Munda and Munshi Abdul Sattar. Appreciating the artistic efforts of the Ranthak group, he referred to them as the “Mirror of Our Society” for their impactful film script and performances. He also reassured the public of his commitment to safeguarding the unique cultural and traditional identity of UT Ladakh.
Executive Councillor Syed Mujtaba, in his address underlined the fundamental responsibility of every citizen to preserve and protect tribal culture, heritage and traditions.
The event commenced with the ceremonial lighting of the lamp and floral tributes to Bhagwan Birsa Munda. This was followed by a welcome address by the Director of Social Welfare, Ladakh Kunzes Angmo (JKAS)who highlighted Birsa Munda’s pivotal leadership in the Munda Rebellion (Ulgulan) against British exploitation and unjust land policies.

Director, S&TW, Ladakh Inspects Under-Construction Child Welfare Facilities in Kargil

Kargil, November 11, 2025: The Director, Social & Tribal Welfare, UT Ladakh, Kunzes Angmo (JKAS), accompanied by the District Child Protection Officer (DCPO) Kargil, Dr. Sarwar Shahzad (JKAS), carried out a comprehensive site visit to review the progress of the under-construction Observation cm Special Home, Open Shelter, and Working Women Hostel at Upper Plateau, Kargil.
The purpose of the visit was to assess the current status of construction and ensure that the projects are proceeding as planned. During the inspection, the Director examined the ongoing works and directed the construction agencies to expedite all pending formalities. She instructed that the institutions be handed over only after completion of works in strict conformity with the approved Detailed Project Report (DPR).
Kunzang Angmo (JKAS) underscored the importance of maintaining quality standards and adhering to timelines, so that the facilities may become operational at the earliest. The Director and DCPO reaffirmed their commitment to ensuring that all child welfare facilities in the district function in accordance with the highest standards of care and safety, fully aligned with the objectives of Mission Vatsalya.
The visit reflects the Social & Tribal Welfare Department’s resolve to strengthen child protection infrastructure and support services in Kargil.

Saksham Anganwadi & Poshan 2.0: Director S&TW Emphasizes Quality Nutrition Services & Transparency

Kargil, 4th November 2025: Director Social and Tribal Welfare, UT Ladakh Kunzes Angmo (JKAS) chaired a comprehensive review meeting regarding the ongoing implementation of Saksham Anganwadi & Poshan 2.0 at Directorate, Social & Tribal Welfare, HQ Kargil. The meeting was attended by the DPO Kargil, all CDPOs and other functionaries of ICDS Projects, Kargil District.

The Director S&TW reviewed the status of implementation of Saksham Anganwadi & Poshan 2.0 in Kargil district and held detailed deliberations on a wide range of agenda points relating to strengthening of service delivery at the grassroots, including filling up of vacancies of Anganwadi Workers AWWs and Helpers AWHs, training for Block Coordinators under Mission Poshan, Co-location of Anganwadi Centres with Schools, Wheat based nutrition supply chain and utilisation, Supplementary Nutrition Programme (SNP) and Development of AWCs to Saksham AWCs.

The Director emphasised upon the need to ensure uninterrupted and quality delivery of nutrition services to all beneficiaries, especially pregnant women, lactating mothers (PLM) and children of age group (0-6 years). Further, she instructed the field offices to strictly adhere to mission guidelines and to ensure transparency, accountability and regular tracking of deliverables under all ICDS components.

DCPU Kargil Conducts Inspection to Eradicate Child Labor and Begging

Kargil, 13th October 2025: The District Child Protection Unit (DCPU), Kargil, in collaboration with the Special Juvenile Police Unit (SJPU) of Ladakh Police, Kargil, and the District Labor Department, Kargil, conducted a joint inspection at the Industrial Area of the district to curb child labor and begging.
The inspection team, comprising Social Worker Mohammad Ibrahim and Outreach Worker, DCPU, Kargil, along with ASI Mohammad Hassan, SJPU, Ladakh Police, and Fayaz Hussain, Senior Assistant, Labor Department, Kargil, aimed to identify and rescue children involved in child labor and begging.
The officials urged industry owners, shopkeepers, restaurant owners, and the general public to join hands in making Kargil a child labor-free and child begging-free district. They emphasized the importance of reporting any instances of child labor and begging to the authorities.
We appeal to the general public to report any instances of child labor and begging to our team or call us on 1098/112. Together, we can make a difference and create a safe and secure environment for our children, said officials.

Social & Tribal Welfare Department, Kargil, Hosts Farewell and Welcome Ceremony for Outgoing Director Tashi Dolma (JKAS) & New Director Kunzes Angmo (JKAS)

Kargil, October 1, 2025: The Employees and Staff of the Social & Tribal Welfare Department, Kargil, gathered at TFC, Biamathang, Kargil, to bid farewell to outgoing Director, Tashi Dolma (JKAS), and Accounts Officer Mohammad Hussain and extend a warm welcome to the new Director, Kunzes Angmo (JKAS) and news Accounts Officer Liyaqat Ali.
The event was attended by staff members from Mission Poshan, Mission Shakti, and Mission Vatsalya, who came together to appreciate the dedication and leadership of Tashi Dolma (JKAS). During her tenure, Tashi Dolma played a pivotal role in promoting child welfare initiatives and implementing programs aimed at empowering women and communities.
In her farewell address, Tashi Dolma (JKAS) expressed her gratitude to the staff and employees for their dedication to serving the community. She praised their tireless efforts in implementing programs that have positively impacted the lives of many individuals in Ladakh. She also urged the team to continue their good work and support the new Director in her endeavors.

Awareness on Child Rights, Care & Protection Services Held in Barsoo Block

Kargil, September 19, 2025: District Child Protection Unit (DCPU), Kargil, in collaboration with Govt. Hr. Sec. School, Barsoo, successfully organized a comprehensive awareness program on critical child rights issues and protection. The event, held at Government Higher Secondary School, Barsoo, aimed to educate students, teachers, and the community about the importance of protecting children from exploitation and abuse.
The program covered various topics, including the Juvenile Justice (Care & Protection of Children) Act 2015; Protection of Children from Sexual Offences (POCSO) Act 2012; Child Labour (Prohibition and Regulation) Act of 1986; Prohibition of Child Marriage Act, 2006; Adoption Regulations 2022; Child Helpline 1098/112; and Tele-Manas services 14416.
Resource persons delivered detailed presentations and discussions on these topics, highlighting the importance of protecting children's rights and preventing exploitation.
Advocate Mohammad Ali, (LCPO, DCPU) presented a detailed presentation on the POCSO Act 2012, emphasizing the need to protect children from sexual abuse and exploitation.
Gh. Hasnain, (Manager, Specialized Adoption Agency) (SAA), spoke on the Adoption Regulations 2022, highlighting the importance of adoption in providing a stable and loving environment for children.
Dr. Niyaz Ali, (Chairperson, Child Welfare Committee, Kargil), presented a comprehensive overview of the JJ Act 2015, Mission Vatsalya Schemes, Sponsorship (Non-Institutional), Institutional Services, Child Helpline 1098/112, and Tele-Manas 14416 services. He stressed the importance of children in building the nation and society and urged participants to help distressed, destitute, and orphaned children. He also spoke on the Juvenile Justice Act 2015, emphasizing the need to provide care and protection to children in need.
The program was attended by students and staff from Govt Hr. Sec. School, Barsoo; Govt High School, Bartu; Govt High School, Tikat; and Govt High School, Thasgam, Sankoo. Pamphlets on Child Welfare Schemes and Services were distributed among students.
