The Department of Youth Services & Sports came into being as a full-fledged identity in 1973 during the reorganization of the Department of Education into four separate directorates viz., Directorate of College Education, School Education, Youth Services & Sports and Technical Education. The District Youth Services & Sports Office Kupwara, being an extension of Department of Youth Services & Sport

s J&K, took its existence in 1981. The sanction establishment of District Youth Services & Sports Office Kupwara is 381 including District Youth Services & Sports Officer, 13 Zonal Physical Education Officers, 04 Lecturers ( Physical Education ), 82 Physical Education Masters, 259 Physical Education Teachers, 182 Rehbar-e-Khels, One Head Assistant, One Senior Assistant, 16 Junior Assistant, 02 Orderlies & One Groundsmanthat contribute to the development of youth. The Youth Department will endeavour to be a recognized leader in providing efficient and effective services for youth and the leading government’s department with a proactive approach towards the development and implementation of community based programmes for the youth . The department of YSS was separated from general education department in 1981. The department is headed by the Director General. The District Office of the Youth Services and Sports Kupwara was established in 1981.

Kupwara, 2 June 2026:
The Department of Youth Services and Sports, District Kupwara, continues to actively organize a series of sports and awareness activities across various zones of the district in accordance with the Activity Calendar issued by the Directorate of Youth Services and Sports J&K and the ongoing 100-Day Nasha Mukt J&K Abhiyan. The activities have further gained momentum following the launch of the Fit India Cyclothon, aimed at promoting fitness and healthy living among the youth.
Various zonal units are conducting sports competitions, fitness drives, cycling events, yoga sessions, awareness rallies, pledge ceremonies, and interactive programmes to educate young people about the harmful effects of drug abuse and the importance of adopting a healthy and active lifestyle.
The initiatives are witnessing enthusiastic participation from students and youth across the district, reflecting the growing awareness regarding fitness, sports, and social responsibility. Through these programmes, the department is striving to channel the energy of youth towards constructive activities while reinforcing the message of a drug-free society.
District Youth Services and Sports Officer Kupwara, Mr. Sheikh Shafkat Iqbal, has been actively guiding and monitoring the implementation of these activities across all zones. Sports and youth engagement activities continue to gain momentum across District Kupwara as the Department of Youth Services and Sports is actively implementing the Activity Calendar issued by the Directorate of Youth Services and Sports J&K alongside the ongoing 100-Day Nasha Mukt J&K Abhiyan.
Various zonal units across the district are organizing a wide range of sports and awareness programmes aimed at promoting physical fitness, healthy lifestyles, and constructive youth engagement. Activities including volleyball, kabaddi, carrom, yoga sessions, fitness drives, and awareness programmes are witnessing enthusiastic participation from students and youth alike.
Special programmes are also being conducted in connection with World No To***co Day, highlighting the harmful effects of to***co consumption and encouraging young people to adopt healthier habits. Simultaneously, preparations are underway for the upcoming Fit India Programme, with educational institutions and zonal offices organizing fitness-oriented activities to instill a culture of regular physical activity among students.

Department of Youth Services & Sports, District Kupwara, extends its heartfelt congratulations and best wishes to Mr. Mohammad Ashraf Qureshi (Qazi Ashraf Sahib), Senior Physical Education Teacher, on attaining superannuation after rendering more than three decades of dedicated and distinguished service.
Throughout his illustrious career, Qazi Ashraf Sahib served the department with unwavering commitment, integrity, professionalism, and a deep passion for nurturing young minds through sports and physical education. His tireless efforts in promoting sports culture, discipline, and youth development, particularly in the Karnah region, have left a lasting legacy and earned him the respect and admiration of colleagues, students, and the community alike.

HANDWARA DOMINATES AS DISTRICT GIRLS VOLLEYBALL CHAMPIONSHIP CONCLUDES AT CHOGAL

Kupwara, May 26:
The District Level Girls Volleyball Championship concluded successfully today at BHS Chogal Handwara amidst great enthusiasm, competitive spirit, and remarkable participation from all zones of District Kupwara. The tournament was organized by the Department of Youth Services & Sports District Kupwara under the approved Activity Calendar and in continuation of the ongoing Nasha Mukta Abhiyan campaign.

Zone Handwara emerged as the undisputed champions of the championship by clean sweeping all three age categories — Under-14, Under-17, and Under-19 — showcasing exceptional talent, discipline, and teamwork throughout the tournament.

The event witnessed intense competition and spirited performances from participating teams representing various zones of the district. The championship not only provided a platform for young girls to exhibit their sporting excellence but also promoted the message of healthy lifestyle, discipline, and youth engagement through sports.

With the successful culmination of the Volleyball Championship, the district has now formally concluded the district-level volleyball competitions for the current phase. The Department will now move ahead with other sporting events and youth activities scheduled in the coming days and next month as per the departmental Activity Calendar.

Girls Take Centre Stage as District Level Volleyball Championship Begins at Chogal Handwara
The District Level Girls Volleyball Competitions for U17 and U19 age groups commenced with great enthusiasm at Maidan Chogal Handwara under the auspices of the District Youth Services and Sports Office Kupwara, following the successful completion of the boys’ competitions.
The tournament was formally inaugurated by the Additional Deputy Commissioner Handwara along with the Activity Incharge DYSSO Kupwara in the presence of officials, technical staff, and sports enthusiasts. Participants from all 13 zones of District Kupwara took centre stage, transforming the venue into a vibrant arena of talent, energy, and sporting spirit.
The competitions are being organised strictly in accordance with the Activity Calendar issued by the Directorate of Youth Services and Sports J&K, with the objective of identifying and nurturing promising volleyball talent for higher-level competitions.
The District Youth Services and Sports Officer Kupwara, Mr. Sheikh Shafkat Iqbal, stated that the department remains fully committed towards empowering young girls through sports by providing equal opportunities, exposure, and professional platforms to showcase their abilities. He reiterated that sports not only promote physical fitness and discipline but also play a transformative role in building confidence, leadership, and self-belief among young girls.
To ensure smooth and fair conduct of the championship, a team of qualified and experienced officials has been deployed to oversee the competitions and identify the best talent for selection to Inter-District level tournaments.
