Senapati District Hospital Need a TrueNat machine

Our common people deserve some basic medical facilities in our district hospital.
Our common need basic amenities in all the districts or towns.

I have carried out a Whatsapp interview and discussions with Dr. D. Apao, a public health expert, and the following are the outcomes of the discussions with him.

1. Is this TrueNat for testing only Covid19 or can we also use for testing other diseases?

TrueNat actually can test over 30 disease condition including TB (the machine is known for this and is recommended by WHO), H1N1, malaria, influenza, HIV etc. It just needs to change the test kit. The machine will remain the same to test any if these disease conditions.

2.What is the cost of the Truenat machine?

Cost will depend on the size of the machine. The machine is categoriesed ad Uno, duo and Quattro or simple 1, 2 and 4 channel … according to no. of test done at a time.
The price ranges from 5 lacs to 19 lacs. The test kit for COVID19 is about Rs. 1340 each.

3. Which channel machine do you suggest for our Senapati District Hospital?

Immediate need is the 4 channel. So that we can test many people as fast as possible. But the cost may be too high. A two channels machine will be the best for Senapati District Hospital

It is informed that the central govt. has procured many devices that will be distributed to states under NTEP (national TB elimination program). If our govt. or the district already have the truenat machine, we need to only procure the COVID19 chips. This needs to be established with the TB program officers in the district.

4. How long time it may take to procure this machine?

This is an issue. All the State Governments are after the company Molbio diagnostics to get the machines. This is the only company that makes the machine and the test kits. The wait time is quite long. I will have to request the people in the company to expedite the process if we are buying one. But I will be able to approach them only when we are certain to buy one.

5. Do we have the manpower or technicians to run this machine?

The machine is very simple and easy to use. Anyone can actually run the machine. We certainly have lab technicians in district hospital. With a training for a day, they will be able to use it. The machine does not require any special environment to function. A strong table to keep the machine os all it needs. It is portable as it is battery operated. Which means it can function even when there is no electeicity. Once the electricity is there, the machine will be recharged.

Here we have some basic information about the Truenat, and we would like to update more information in case we are going to procure the machine. We need to sensitize our politicians, leaders and the public about the need to have Truenat machine in Senapati District Hospital.

Not only in Senapati District Hospital, Truenat machine needs to be installed in all the district hospitals and also in all the Primary Health Centers and sub-centre in Manipur, Nagaland and the whole states in India.

Please share this information with your local politicians, CSO leaders and to all the public. The public need to have some awareness on this aspect. it is our common people rights to have some basic medical facilities and amenities in our district hospital, and in our town.

Naga Flag and Constitution is our Identity

Everything has its own name and identity. Every nation has its own Flag and Constitution. We recognize and acknowledge different entities through their distinct culture and identity. What is the Naga identity as a Nation without a Naga Flag and Constitution? A flag is a national symbol. A national flag represents and symbolizes a country. It will be difficult to name a country without its flag and a constitution. Every country has got a specific flag as their national symbol. The Constitution is the fundamental blueprint of a country; it helps the government operate and also protect the rights of the people in the country. It explains their obligations. For Nagas, the people have a unique history with the Naga National Flag and Constitution as our identity and that is the reason why our Naga national movement continues to live on and it is why the Government of India recognized our unique history.

Naga National Flag (Zhie-ralha) and Constitution (Yehzabo) is our identity and also our road to sovereignty. The Naga Flag was first hoisted on 22 March 1956 at Parashen, near Sendenyu village, Rengma Region, Nagaland, when the Federal Government of Nagaland (FGN) was formed. Unless we get our own Identity there is no reason for the Nagas or for any Naga negotiator to accept any kind of economic package. Nothing less than the Naga Flag and Constitution should be accepted by any Naga negotiator or by the common people. We Nagas have our National Flag and Constitution, and if the GOI is sincere and committed to their Framework Agreement in recognition of Naga unique history, they should also recognise the Naga flag and constitution.

Both Nagas and non-Nagas have talked extensively about the Naga integration, and some Nagas presume that a Naga Flag and Constitution without integration is meaningless. However, what would you prefer – Naga integration under the Constitution of India or a Naga Flag and Constitution outside the Indian Constitution? Obviously, its always better to have our own Naga Flag and Constitution with integration outside the Constitution of India – which means having our own national identity. Our Naga flag and constitution is our identity – the symbol of our Naga nationality. Economic packages and Naga integration cannot be our Naga identity.

*Naga integration without Naga Flag and Constitution*

Accepting Naga Integration without Naga Flag and constitution could lead to the Naga national movement dying a natural death. Naga integration without Naga Flag and Constitution would be the same as the present state of Nagaland or like forming a state with same commumity or like the state of Mizoram where all the Mizos live together under one unit under the Constitution of India (their national identity is lost). A temporary Naga physical integration is insignificant without the Naga Flag and Constitution. Accepting Naga integration within the Constitution of India as a Naga political solution will be a suicidal step for the Nagas and a big blunder for the GOI as well.

*Naga Flag and Constitution without Naga integration*

The present artificial political boundary is not a serious problem or threat as Nagas want to live unitedly under one administrative unit. Nagas can always come together when our national identity represented by the Naga Flag and Constitution is duly recognized by GOI. The reason why GOI is always apprehensive of bringing the Nagas under one administrative unit is because that could unite the Nagas and pave the way for Naga sovereignty one day. Which is why GOI always strives to divide the Naga using various means and will continue to mislead and break up the unity of the Nagas so as to weaken and smother the Naga National Movement (NNM), but it is also the responsibility of our Naga people to stand strong regardless of the adverse weather they may encounter.

*In conclusion*, our Naga leaders and the common people should clearly understand and know that no Nation has ever negotiated for its Flag and Constitution after the Peace Settlement, and one needs to understand that it will be unfeasible to negotiate further for our rights to self-determination democratically when our Naga National Flag and Constitution is compromised by the present peace talks. It is also important for the Nagas to remember that it took years to come around to creating a Framework Agreement and to reach the present stage of negotiation because our leaders never compromised on the idea of sovereignty (Naga National Flag and Constitution), otherwise the Indo-Naga strife could have ended within a few years simply by accepting some economic packages or integration of Naga people under the Constitution of India. Our Naga national workers have had peace talks for the last 22 years, and we should be ready to continue to support the peace talks for another 22 years if the present talks could not bring about an honorable Naga Political Solution.

Apropos Kaka D Iralu’s write up “On the question of a Naga flag and a Naga Yehzabo” as appeared in local media dated 12th October, 2019.

Naga flag and Yehzabo are the two symbols that has guided the Naga political struggle throughout. It is also an accepted fact that no nations existed without these symbols.

Unfortunately, there are fools among the Naga leaders as mentioned by Kaka D Iralu, who proposed drafting Naga Yehzabo at this stage of Naga history. And these are the same foolish Naga leaders who are talking with the Government of India (GoI) in the name of finding Indo-Naga political solution.

But, these are the same leaders being used by the GoI as flexible tools, and who are coaxed to concentrate on economic packages.
On the question of Naga flag, these same foolish Naga leaders has exposed themselves for not knowing the root of Naga history that begins with God given flag.

They have surrendered Naga flag so easily for fear of being reprimanded by the person they are talking to in the name of Indo-Naga political solution.

These same Naga leaders are those who once signed a joint statement that goes like this - “Having reconciled on the basis of historical and political rights, the top Naga leaders have agreed that Nagas are one. Therefore, in pursuance of this agreement, the following signatories have resolved in principle to work towards the formation of one Naga National Government”.

Today, these same leaders have forgotten Naga historical and political rights as reflected in the manner they handled Naga flag and Yehzabo.

Whereas we appreciate Kaka D Iralu for pointing out the foolish proposition on drafting Yehzabo, Kaka should not confused himself as if National Socialist Council of Nagalim (NSCN) is demanding Naga flag and constitution from India.

These two symbols are inherent parts of the unique history of the Nagas as accepted by Government of India. And thus, we are simply saying to acknowledge that India honour Naga’s right to continue using our own flag and constitution.

Naga history without bias clearly shows that Naga National Council (NNC) gave a good beginning to Naga history by taking the right decision at the right time to save the Naga nation. But, somewhere in the history down the line they committed blunder to lose their relevance to carry forward the Naga political burden. It is, therefore, unbecoming of Kaka D Iralu to lecture on Naga political history that is no longer in NNC domain.

*Manipur crisis: A complete account from economic blockade to attacks on civilians*

Manipur may be a small state with a population of just over 25 lakh, but the divide between the people living in the valley and the hills is so wide that not a year goes by without bandhs and other protests over several disagreements. Imphal valley is predominantly inhabited by the Meiteis, and the hills are predominantly inhabited by the Nagas and Kukis.

The state is once again in turmoil with the capital city being turned into a war-like situation after the majority Meitei protesters waylaid and attacked hundreds of Naga civilians travelling to their villages for Christmas celebration on Sunday, injuring dozens of innocent commuters, and setting several vehicles aflame. The protest was held against the killing of three policemen by some unknown people last Thursday. Manipur government has held the Nationalist Socialist Council of Nagalim (Isak-Muivah) or NSCN-IM, an insurgent group which signed "peace accord" with the Narendra Modi government last year, responsible for the killing but no group has claimed responsibility so far.

The violence that erupted in the state in the last few days was a culmination of several events, displeasure and disagreements between the government of Manipur dominated by the majority community Meiteis and the Nagas (minority).

It all unfolded with the Manipur government's decision to create two more districts -- Sadar Hills and Jiribam. The United Naga Council (UNC), the apex civil organisation of the Nagas in Manipur, objected to the plan saying that it should be done only after consulting with all the tribal organisations. However, the state government didn't pay heed and decided to go ahead with its plan without consulting the stakeholders.

This angered the UNC as creation of new districts will endanger and encroach upon the traditional land holdings of the Nagas that is protected by the constitution of India. The government argued that the creation of new districts was for administrative convenience, but the UNC expressed the sentiment of the Nagas to live together under the same administrative roof.

Left with no other choice after the state government gave a deaf ear to their plea, the UNC finally called for an indefinite economic blockade along two national highways, the lifeline of the state, on November 1 and it still stands (as of December 19).

It caused lots of hardship to the people of the state, especially those staying in state capital Imphal. Price of essential goods shot up and normal life of the people in the valley was crippled. The state security personnel managed to es**rt vehicles carrying goods to the valley a few times but that didn't help much. This led to counter protests by the Meiteis, who resorted to confiscation of materials, especially vegetables that were brought in by the Nagas for sale.

At this volatile juncture, Manipur police arrested UNC President Gaidon Kamei and Publicity Secretary Sankhui Stephen on November 25 and filed FIR against them for the economic blockade that has caused sufferings to thousands of people in the state. But their arrest aggravated the Nagas even more.

As if that was not enough, Manipur Chief Minister Ibobi Singh announced not two but seven new districts -- Kangpokpi, Tengnoupal, Pherzawl, Noney, Kamjong, Jiribam and Kakching -- earlier this month, taking the number of districts in the state from nine to 16. Some communities welcomed the move, but it was like rubbing salt on the wounds for the Nagas.

Last week, police personnel patrolling for the inauguration function of Tengnoupal district were ambushed by unknown miscreants, killing three policemen. The state government has accused NSCN-IM for the attack, but no organisation has claimed responsibility till date.

Things took a different turn last weekend with Meitei protestors threatening Nagas staying in the valley. The Manipur Baptist Church (MBC) in Chingmeirong was attacked with stones by the valley protesters on Saturday. The mob also warned the church not to conduct Sunday services.

Meitei protestors got more violent on Sunday by attacking vehicles carrying Nagas, who were on their way to their respective villages to celebrate Christmas. Many civilians were reportedly injured due to stone pelting, and dozens of private vehicles were set ablaze. All these happened despite the vehicles were es**rted by security convoy. Hundreds of innocent civilians were stranded after the vehicles on which they were travelling were either burnt, vandalised or pushed into the river.

Sensing the volatile situation that could lead to communal riot, the state government has imposed indefinite curfew in Imphal East and West districts besides suspending Internet services across the city but harm seems to have already been done, as the protesters were allowed to take law into their own hands while the state armed forces looked on.
