With this Manifesto released at Kalimpong on this 27th day of January 2016, in the sixty seventh year of the Republic, the Jana Andolan Party begins its journey into Indian politics, beginning more specifically with the politics of the local region of the districts of Darjeeling and Kalimpong and their contiguous areas. However, with the passage of time the Manifesto shall be developed and expande

d to encompass both national and international issues. The region has been shadowed by a political darkness that has lasted for more than thirty years, a darkness which threatens to push the people further into deep backwardness by perpetuating a corrupt feudal and fascist political order that cloaks itself in the sheepskin of liberal democracy. This backward movement has been exacerbated by the sudden and rapid transition of the rest of the country into a global theatre thrusting its people into a market-driven consumer economy that they are ill-prepared for. The twin pressures for large-scale industrialisation and rapid growth has led to acute scarcities of both natural and man made resources. The region’s economic, social, linguistic and cultural differences with the rest of the State and unique ecological concerns have also pointed to the lack of more contemporary political discourse tailored to the needs of the hour. Against such a backdrop, the JANA ANDOLAN PARTY assures to the people that
We Shall:


PART A:

1. Work towards the goal of autonomy and self-governance by the eventual attainment of a separate state of this region based on the principle of inclusiveness, territorial contiguity, cultural harmony and economic and political rationality, all the time bearing in mind the twin concerns of national integrity and security;
2. Demand and strive to secure a fair and just land administration that will grant rayaitti patta rights to plantation, village and urban dwellers as elaborated in our Mission Paper 2025, more specifically starting with the grant of parcha-patta rights to homesteads in tea and cinchona plantations.
3. Eradicate all vestiges of colonial administration by ensuring adherence to land reforms;
4. Fight for securing the recognition of Bhujel, Gurung, Mangar, Newar, Jogi, Khas [Chettri, Bahun, Giri and Sanyasi], Rai, Sunuwar, Thami, Yakhha [Dewan], Dhimal and all other deserving communities as members of the Scheduled Tribes.
5. Ensure full and effective delivery of all Government initiatives to the poorest of the poor and the weakest of the weak through proper implementation.
6. Restore the rule of law by strengthening and respecting public and democratic institutions that are integral and essential to a good polity;
7. Fight the nexus between politics, business and crime as well as expose and indict the corruption that has kept the region in a perpetual state of economic undernourishment;
8. Demand and ensure accountability and transparency in public office and public life, accounts and audit;
9. Demand and ensure inclusiveness in economic planning and administration in the region in keeping with the right to self-governance;
10. Fight to eliminate the pernicious practice of local political parties of selling out our parliamentary representation (e.g., electing MPs from outside the region) for short-term political gains or other narrow benefits.
11. Demand and ensure security of service for temporary employees and facilitate just, equitable and transparent opportunities for service through fair recruitment. Ensure rural empowerment and development and work towards eradicating rural poverty by restoring and strengthening the institution of Panchayati Raj;
13. Ensure the proper and efficient working of all Municipalities, local authorities and civic bodies by ensuring true democratic representation, free of corruption and bias;
14. Ensure equality and quality in educational opportunities for the coming generations, especially the poor and needy;
15. Demand for the restoration of the region’s economic backbone by opening the Jelep la Pass trade route for realistic and fruitful international trade;
16. Foster, nurture, train and develop human resources with the goal of capability building for real autonomy and self-governance;
17. Foster, nurture and develop entrepreneurial skills to build self-reliance and reduce dependence on Government or charitable benevolence;
18. Create an expert advisory body to prepare a road map for the economic and political future of the region and to adhere to it and execute it in a staged manner as outlined in the Mission Paper 2025;
19. Ensure cordial working relations between the region with its Central and State Governments;
20. Ensure proper economic planning and coordination in all institutions and adherence to timely implementation;
21. Ensure preservation and equitable sharing of all resources including water, timber, mines and minerals;
22. Ensure environmental protection and eco friendly practices, starting with a moratorium on tree-felling in the Himalayan region;
23. Ensure equitable labour relations and enforcement of labour laws to protect all workers, wherever they be. We appeal to our fellow men, our brothers and sisters, our women, our youth, our workers and farmers, our teachers and academicians, our professionals and intellectuals to rise to our call and help us realize these goals.

The only reason J*P was born is for the creation of a separate state. We are different from the rest of Bengal in almost every aspect; physical features, culture, tradition, linguistically, food habits etc. THEREFORE, THE ONLY PARTY THAT HAS NOT BEEN SOLD TO BENGAL, AND WILL NEVER BE SOLD AND REMAIN STEADFAST IN OUR MISSION FOR A SEPARATE STATE is JANA ANDOLAN PARTY!!

Dr. Harka Bahadur Chettri clarifies and rightly defends himself about his press conference at Siliguri Journalists Club held on 22nd July.......

People react without thinking. This is in the context of my press conference in Siliguri on 22nd July. All the media including Nepali press twisted what I had said. One need courage to raise such issues which I had raised but non of them including Himalaya darpan reported it. Few highlights of my interview:~

1. State government takes 4800 crore from Darjeeling (their own figure when they said the loss due to bandh during 10 days was 150 crore) while their plan and non-plan budget for Darjeeling was near about only 500 crore.
Was this reported anywhere?.

2. Despite Right To Information Act 2005, Internet & local channels have been closed for over a month now. Isn't this not a violation of human rights?

3. The food minister says he can't send ration in hills unless the shops are open, on the other hand the state police is stopping any vehicle that carries food in salugarah itself. Whose responsibility is this to see to it that the food should reach to the people? What is the meaning of food security bill anyway??

3. When anti-state press & people talk about "Banga bhanga hobena", I ask u all , why? Is it written in the constitution?
Those who say so are anti-constitutional.

4. We are demanding Gorkhaland to Indian constitution & not to any government.
How can government deny us something which constitution guarantees us?.

ABOUT VIOLENCE:~
We are against violence since we believe that a constitutional demand can be realised by constitutional means. It's the job of the police to find out who these people are & not ours since the movement is now not in the hands of the political parties but it has become people's movement.
Then press asked me -
Why is it so?
I told, may be people do not fully trust parties
They asked - but u need a leader.
My reply was-
Since the movement is on leadership if needed, will evolve like what happened in French Revolution.
Will that new person be Harka Bahadur? Press asked. I knew this person was trying to be nasty and create some rift in the movement. So I looked at him and laughed and told him to meet me after the press for a cup of tea.
I blamed both the state and the central government for playing games with the hill people.
When asked- R U planning to leave GMCC for the ongoing violence?
I categorically told that it has not gone to that extent. We are still one in GMCC .
Asked about J*P's future programme for realising Gorkhaland I told- "At the moment it's GMCC and J*P has no need of a separate programme.

So friends, u can see how even our own people in the vernacular press play games. What can we expect from Bengali n English press which also are manned by Bengalis ?
Before u react u need to think. Those who are reporting are not our friends.
Rest is for the people to think & act.

Yes, I also condemned the MP for his role and BJP's intention in Bengal.
Further they also asked me about Maoist connection in this movement. I asked counter question to them and said-
What is your evidence of such connection? Can u simply label blame of this nature ? What weapon have they recovered? Just bricks n stones?
And the state government talks about Chinese connection. I also asked them-
Does china supplies bricks n stones to terrorists?
Some equated the movement with the one in Kashmir . I replied n ridiculed their intellect by saying-
If u fail to differentiate between the two u have no right to become a reporter. Kashmir wants freedom from India n b an independent country while we are fighting for an Indian identity. If you still see some similarities in the two you should be awarded Nobel prize for such a fantastic logic.

जाप युवा एकाईले कालिम्पोंगको त्रिकोण पार्कमा शुरू गरेको अनशनले आज ४ दिन पूरा गरिसकेको छ।अनशकारीहरुको स्वास्थ चिन्ताजनक बन्दै गइरहेको छ।आज स्वास्थ जाँचपछी दुई अनशकारी कृष्ण ठ्कुरी र कुमार छेत्रीलाई कालेबुङ जिल्ला अस्पताल भर्ना गरिएको छ।स्वास्थ अधिकारिले अझ तीन अनशकारीहरुलाई दवाइ लिने सल्लाह दिएका छ्न् तर अनशनलाई यथावत राख्दै दवाई लिन अस्वीकार गरेका छन् । अमीर बस्नेत ,पप्पु बिश्वक्रम र सुरज थापाको अवस्था सिथिल बन्दैगइरहेको छ ।

चौथो दिनको घटना क्रम:
1) युवा एकाई को अनशन लाई समर्थन जनाउदै थप ४ जाना युवाहरू जोड़िए अनशनमा। मिरिक महकुमा बाट प्रबीन राई, विजनवारी बाट रोशन राई अनि बिकाश राई, अलगड़ा बाट मृणाल सुब्बा।।

2) आज चेली एकाईले पनि शुरू गरे क्रमिक अनशन। पहिलो दिन ९ जाना चेली हरुले लिए अनशन मा हिस्सा लिए। उनीहरुको नामहरू यस प्रकार छ~

4) संसद अहलूवालियालाई यस अनशन बिषय जानकारी गराउदै साथै गत december महीनामा युवा एकाईले भेट गरी बुजाएको पत्रको प्रतिउत्त्तर मांगदै युवा एकेले गरे पत्रचार।।

Update: Indefinite Hunger Strike, Day 3 ~

Two more youths from J*P Yuwa Ekai central committee ( *Biren* *S***a* 31 & *Bishal S***a* 26) joined the ashan today.

Youths from outside Kalimpong is expected to join the hunger strike tomorrow.

From tomorrow, the women wing of J*P (Jana Cheli Ekai) will also go on relay hunger strike, to provide support and encouragement to the youths. Today, numerous people from various organisations visited the ansankaris to show their support and encourage youths. The prominent amongst them were the members of the Bharatiya Gorkha Parisangh (refer pics).
