He explains that all 36 Urban Local Bodies (ULBs) under the Jammu Division are working tirelessly to implement ABC programmes in compliance with the directions issued by the Hon’ble Supreme Court of India in a Suo Moto Writ Petition. These efforts reflect a coordinated, division-wide commitment to humane, lawful, and scientific stray dog population management.

As part of this approach, institutions across the division have been digitally mapped, and vulnerable stretches and high-risk areas have been systematically identified. This data-driven planning enables focused interventions, better deployment of resources, and improved public safety outcomes.

The initiative highlights a clear shift toward planned ex*****on, inter-departmental coordination, and evidence-based governance, ensuring that Supreme Court directions are translated into effective action on the ground.

In this video, Dr. Sandeep Kotwal, Veterinary Assistant with the Jammu Municipal Corporation, explains the step-by-step rescue and treatment process followed by JMC to ensure humane care of stray dogs.

Dr. Kotwal shares that as soon as a rescue call is received, a dedicated dog-catching vehicle is immediately dispatched to the location. The priority is to respond quickly, safely, and with minimal stress to the animal.

Once the dog reaches the clinic, proper medical treatment and care are provided, followed by close observation by veterinary staff. Even after recovery, the dog is kept under observation for an additional 2–3 days to ensure complete healing and stability.

After this recovery and monitoring period, the dog is safely released back to its original pickup location, in accordance with humane practices and legal guidelines. This structured process reflects JMC’s commitment to compassionate, responsible, and welfare-centric stray dog management.
