Disappearance and Mysterious Deaths of Three Minority Men in Jammu & Kashmir

New Delhi, July 20, 2025:

The National Human Rights Commission (NHRC) has taken cognizance of a plea by Advocate Nikhil Padha concerning the alleged enforced disappearance and mysterious deaths of three minority men in Kulgam, Jammu & Kashmir. The matter has been disposed of with directions to the concerned authorities to take appropriate action within four weeks, associating the complainant and informing them of the action taken.

JKTTPF to Organize Road Show Across Jammu District from July 11–20 to Uplift Tourism Sector Amid Regional Challenges

Jammu, July 10, 2025: In a significant step to revive public confidence and boost the tourism-dependent economy of Jammu & Kashmir, the Jammu and Kashmir Tourist Trade Peoples Federation (JKTTPF) will be organising a district-wide road show from July 11 to 20, 2025, with the official permission and coordination of the District Administration, Jammu.

JKTTPF is a registered non-governmental organisation working actively for the welfare, representation, and empowerment of individuals and families whose livelihoods are directly tied to the tourism and pilgrimage economy of Jammu & Kashmir—including transporters, hoteliers, pony wallas, tour guides, traders, artisans, and hospitality workers. Over the years, JKTTPF has been at the forefront of voicing grassroots concerns related to shrinking tourism opportunities, lack of government attention, and the need for long-term sustainable tourism planning in the region.

Advocate Nikhil Padha, President of JKTTPF and the key initiator of the event, emphasized the urgent need for structural support to the sector:

“The tourism community in J&K has suffered gravely over the last several years—be it due to repeated lockdowns, security disruptions, lack of proper infrastructure, or the rising tension from militancy-related incidents. While government campaigns exist on paper, the ground-level engagement and economic revival remain slow and inconsistent.

Through this road show, we aim to engage with the public, spread awareness, celebrate local culture, and send a message of peace and hospitality. More importantly, this initiative is a symbolic show of resilience from the very people whose lives and families depend on a functional and flourishing tourism sector. Such people-first efforts are not just necessary—they’re urgent.”

LAWYERS WRITE TO NHRC CHAIRPERSON OVER J&K POLICE ATROCITIES

11 lawyers from across India have petitioned Justice V. Ramasubramanian, Chairperson, NHRC, over two shocking incidents in Jammu: the public beating of an accused in Gangyal, and a theft suspect paraded with a garland of shoes.

These acts violate Article 21, Supreme Court rulings, and basic human dignity. The lawyers demand an independent inquiry, strict action against officers, and urgent police reform.

India is ruled by law, not by humiliation.

NHRC Summons DC and SSP Poonch Over Non-Compliance in Alleged Custodial Deaths

New Delhi, March 2025: The National Human Rights Commission (NHRC) has directed the Deputy Commissioner and the Senior Superintendent of Police, Poonch, to appear in person for failing to submit reports on alleged custodial deaths and torture.

The complaint, filed by Advocates Nikhil Padha and Prashant Sharma, pertains to the deaths of Safeer Hussain, Showkat Hussain, and Shabir Ahmed in an anti-terror operation on December 22, 2023, along with allegations of brutal custodial torture of five other individuals from the Gujjar Bakarwal community in Poonch, J&K.

Despite NHRC’s directives on March 5, 2024, and subsequent reminders, the authorities failed to submit the judicial magisterial inquiry report. The Commission, taking serious note of non-compliance, issued conditional summons under Section 13 of the Protection of Human Rights Act, 1993.

“This action reinforces the NHRC’s commitment to justice and accountability in cases of human rights violations,” said Advocate Nikhil Padha.

OHRH has filed two complaints before the National Human Rights Commission, regarding two serious human rights violations in Jammu & Kashmir. Complaint diary number 2651/IN/2025 pertains to the death of Waseem Ahmad Mir, a 32-year-old truck driver from Sopore, Baramulla, who was fatally shot by Army personnel on February 4, 2025. While the authorities claim that he failed to stop at a checkpoint, his family alleges that he was subjected to custodial torture before his death.

Another complaint, registered under diary number 2650/IN/2025, concerns the custodial torture and subsequent death of a 25-year-old youth, Makhan Din, from Kathua district. According to reports, he and his father were subjected to intense police interrogation, after which he allegedly died by su***de. His family and local residents strongly contest this claim, asserting that he was subjected to severe torture that led to his death. The incident has prompted a magisterial inquiry as well as a police investigation.

These cases highlight grave concerns regarding the protection of fundamental rights, and the NHRC’s intervention will play a crucial role in ensuring accountability and justice.
