Arunachal Pradesh Legislative Assembly Legislature: Where elected persons who make or amend or repeal laws of the State. This Pradesh Council thus came into being on 2nd October, 1972.

ORIGIN AND GROWTH

With the enactment of the NEFA Panchayat Raj Regulation (No.3 of 1967), the grounding for the Legislative Assembly of Arunachal Pradesh was prepared. This Regulation introduced a three-tier system: Gram Panchayat at the Village level, Anchal Samiti at the Block level and Zilla Parishad at the District level. An apex Advisory Body, known as the Agency Council with the Governor o

f Assam as its Chairman, came into being on 29th December, 1969. A step further in the direction was taken with the enactment of NEFA (Administration) Supplementary Regulation, 1971 (No. 4 of 1971) which provided for replacement of the Agency Council by Pradesh Council and appointment of five Counselors’, one from each District, who were in charge of various development departments. The Union Government, after studying all aspects of the matter, agreed to the demand of the people for a Legislative Assembly, and on 15 August 1975, the Pradesh Council was converted into the Provisional Legislative Assembly of the Union Territory with all the members of the Pradesh Council becoming members of the Provisional Legislative Assembly and the Councilors being given the rank of Ministers.

The Committee on Public Undertakings (COPU) of the Meghalaya Legislative Assembly visited the Arunachal Pradesh Legislative Assembly on 21 April 2026 for an interaction with its counterpart.
Led by Chairperson Shri Charles Marngar, the 13-member delegation met with APLA COPU Chairman Shri Jikke Tako and Member Shri Oken Tayeng. The Chairman APLA COPU welcomed the delegation and emphasized the importance of such exchanges in strengthening accountability and efficiency in Public Sector Undertakings (PSUs).

The visit focused on sharing best practices, including presentations on internal functional rules and discussions among members of both Committees.

The interaction concluded with a renewed commitment to inter-state collaboration and strengthening public sector governance across Northeast legislatures.

Smti Tadar Meena, Secretary, Arunachal Pradesh Legislative Assembly, facilitated the interaction and ensured its smooth conduct. She was assisted by Shri K.Jugli, Joint Secretary and Smti K. Lowang, Under Secretary, APLA.

The Committee on Public Undertakings (COPU) of the 8th Legislative Assembly of Arunachal Pradesh, under the Chairmanship of Shri Jikke Tako, Hon’ble Chairman, accompanied by Smti Chakat Aboh, HMLA (Member), and Shri K. Jugli, Joint Secretary, Legislative Assembly, along with officers and officials, conducted a spot visit to the Namchik/Nampuk Coal Field today on 18 April 2026 in connection with a CAG audit para relating to loss of revenue.
During the visit, the Deputy Commissioner, Changlang, Shri Vishal Sah, along with the ADC, Miao; SDO, Kharsang; Assistant Commissioner, Miao; Technical Officers from the Department of Mines & Mineral Development; and representatives of M/s Coal Pulz Ltd., were present.
The Committee reviewed the status of mining operations and sought clarifications on the issues raised in the CAG audit para. The Technical Officers assured the Committee that a detailed reply would be submitted to the Secretary, Legislative Assembly, within six months.
The Hon’ble Chairman emphasized the importance of timely submission of the required information and directed that the matter be taken up for further review in a subsequent sitting of the Committee.

The Arunachal Pradesh Legislative Assembly today accorded a warm farewell to Shri K.P. Sharma, Chowkidar, and Shri Tilap Wangsa, Peon, on attaining the age of superannuation..
Shri Sharma and Shri Wangsa joined the Assembly in 1983 and 1988, respectively, and rendered over three decades of dedicated and sincere service.
The farewell programme was attended by the Secretary, Smti Tadar Meena, the Addl. Secretary Shri Agaab Mossang, the Joint Secretary, Shri K. Jugli, the Joint Secretary Shri T. Pertin along with officers and staff of the Assembly Secretariat.

The 4th sitting of the Committee on Government Assurances (GAC) of the 8th Legislative Assembly of Arunachal Pradesh was held today at the Conference Hall of the Legislative Assembly Secretariat, Itanagar, under the chairmanship of Hon’ble Chairman Shri Laisam Simai.
During the meeting, the Committee reviewed various assurances given by the Government on the floor of the House and examined the status of their implementation by the concerned departments. The Committee emphasized the need for timely action and effective follow-up to ensure that commitments made before the Legislature are fulfilled in a prompt and accountable manner.
GAC members, including Shri Pasang Dorjee Sona, Hon’ble Minister for Parliamentary Affairs, Shri Er. ROTOM TEBIN, HMLA, and Smti Tsering Lhamu, HMLA, attended the meeting.
Among the officers of the Assembly Secretariat present were Smti Tadar Meena, Secretary, Shri Agaab Mossang, Additional Secretary and Smti Kheto Lowang, UnderSecretary.

Shri Jikke Tako, Hon’ble Chairman of the Committee on Public Undertakings (COPU) of the 8th Legislative Assembly of Arunachal Pradesh, led a site inspection of the Eco Tourist Guest House at Lekhi today.
The inspection was carried out following the decision taken during the Second Sitting of the Committee held on 2nd March 2026. Hon’ble Members of the Committee—Smti. Chakat Aboh, Shri Oken Tayeng, and Shri Ealing Tallang, HMLAs—were present along with the Senior Deputy Accountant General, Additional Secretary APLA Shri Agaab Mossang, Under Secretary Smti Kheto Lowang, Shri G.Rime, MD, A.P. Forest Corporation Ltd. and officials from the Legislative Assembly Secretariat and the Arunachal Pradesh Forest Corporation Limited.
The Committee reviewed the present status and functioning of the guest house, which was constructed in 2014 by the Arunachal Pradesh Forest Corporation Limited but remained unused for several years.
It was informed that the property has now been leased to a local entrepreneur to facilitate its revival and proper utilization.
The Hon’ble Chairman stated that government assets must be effectively utilized to generate revenue and serve the public. He expressed optimism that the revival of the guest house would create opportunities for the local entrepreneur while also contributing to government revenue.

The 6th (Budget) Session of the 8th Legislative Assembly of Arunachal Pradesh concluded today, with Hon’ble Speaker Shri Tesam Pongte Tutsa adjourning the proceedings sine die.
On the concluding day, the Hon’ble Speaker expressed his sincere appreciation to the Hon’ble Chief Minister Shri Pema Khandu, Hon’ble Deputy Chief Minister Shri Chowna Mein, Hon’ble Ministers, and all Hon’ble Members of the House for their active engagement and valuable contributions throughout the session.
The Hon’ble Speaker also conveyed his gratitude to the Chief Secretary, the Director General of Police, Commissioners, Secretaries, the media fraternity, security personnel, and the officers and staff of the Assembly Secretariat, as well as to all individuals who contributed directly or indirectly to the smooth and effective conduct of the session.
The Hon’ble Speaker acknowledged the collective efforts of all concerned, which ensured that the Budget Session was both meaningful and productive for the State.

The 4th day of the 6th (Budget) Session of the 8th Legislative Assembly of Arunachal Pradesh proceeded today with Hon’ble Speaker Shri Tesam Pongte Tutsa presiding over the proceedings.
During the sitting, a Short Duration Discussion was taken up as Hon’ble MLA Shri Laisam Simai raised the matter regarding the pathetic condition of roads constructed under Nanotechnology in Arunachal Pradesh.

The third day of the 6th (Budget) Session of the 8th Legislative Assembly of Arunachal Pradesh proceeded today with Hon’ble Speaker Shri Tesam Pongte Tutsa presiding over the proceedings.

During Zero Hour, Hon’ble MLA Shri Kumar Waii raised the issue regarding the procedure for compassionate appointments. The House also held a Short Duration Discussion on racial abuse faced by people from the North-East in the National Capital.

Hon’ble Deputy Chief Minister & Finance Minister Shri Chowna Mein presented the Supplementary Demands for Grants (2025–26) and the Budget Estimates and Annual Financial Statement for 2026–27 along with the Budget Speech. He also placed the Gender Budget, Child Budget, statements under the FRBM Act, 2006, and budgetary provisions for Urban and Local Bodies before the House.

Additionally, the Finance Accounts and Appropriation Accounts for the year ended 31st March, 2025, the CAG Report, and the State Finance Audit Report (SFAR) were laid before the House.

The House also considered and passed the Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, 2026.

Hon’ble MLA Shri Puinnyo Apum moved a Private Member’s Resolution seeking infrastructure development and manpower for the Paglam and Parbuk SDO offices.

The 6th (Budget) Session of the 8th Legislative Assembly of Arunachal Pradesh resumed today with Hon’ble Speaker Shri Tesam Pongte Tutsa presiding over the proceedings.
During the sitting, the House considered and passed the Bills introduced on the first day of the session, including The Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2026, The Arunachal Pradesh Local Authorities (Prohibition of Defection) (Amendment) Bill, 2026, The Arunachal Pradesh Urban and Country Planning (Amendment) Bill, 2026, The Arunachal Pradesh Fire & Emergency Services Bill, 2026, and The Arunachal Pradesh Salaries, Allowances and Pension of Members of the Legislative Assembly (Amendment) Bill, 2026.
During Zero Hour, Shri Kumar Waii raised the issue of road construction under PMGSY and the State Plan Road.
The House also took up a Private Member’s Resolution moved by Shri Puinnyo Apum, urging the Government of Arunachal Pradesh to prioritize the establishment of a Police Beat House at a suitable location among Rukmo, Emuli, or Kabang to strengthen law and order, prevent cross-border crimes, and enhance public safety.

The 6th (Budget) Session of the 8th Legislative Assembly of Arunachal Pradesh began today with Hon’ble Speaker Shri Tesam Pongte Tutsa presiding over the proceedings.
On the first day, several Bills were introduced in the House, including The Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2026, The Arunachal Pradesh Local Authorities (Prohibition of Defection) (Amendment) Bill, 2026, The Arunachal Pradesh Urban and Country Planning (Amendment) Bill, 2026, The Arunachal Pradesh Fire & Emergency Services Bill, 2026, The Arunachal Pradesh Salaries, Allowances and Pension of Members (Amendment) Bill, 2026, The Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, 2026, and The Arunachal Pradesh Transfer and Posting of Employees of the Education Department (Regulation and Management) Bill, 2026.
The House also took up a Private Member’s Resolution calling for urgent measures to strengthen wildlife protection and address human-wildlife conflict in the State.
