Capacity Building Programme on PC&PNDT (Pre-Conception and Pre-Natal Diagnostic Techniques)

The Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994, is an Indian law enacted to curb female foeticide and stop the misuse of prenatal diagnostic technology for s*x determination. It bans pre-conception/prenatal s*x selection and regulates genetic clinics/ultrasound machines, with strict penalties for violations. It works alongside Women and Child Development initiatives like Beti Bachao Beti Padhao to improve the child s*x ratio, promoting gender equality, and ensuring safety for girls.
The programme was graced by the presence of Dr Bibhuti Handique ACS, Assistant Commissioner, Hojai.
Sri Nileswar Ray, District Social Welfare Officer, Hojai; Dr Sumona Naiding, Joint Director of Health Services, Hojai; Dr Basudev Malakar, Superintendent, District Civil Hospital cm Additional Chief Medical & Health Officer (FW), Hojai; District Child Protection Officer; Representatives from the District Legal Services Authority; Child Development Project Officer (all); DPM and BPMs (NHM), Hojai; One Stop Centre officials; POSHAN officials; DHEW officials; and other Resource Persons were also present at the said programme.
The participants of the programme included various Lab Technicians, Supervisors, ANMs, ASHAs, Anganwadi Workers, and Anganwadi Helpers.
During the programme, resource persons delivered informative sessions on various aspects of the PC & PNDT Act, including the following:
1. Overview of the PC & PNDT Act – Background, objectives, and the need for the Act
2. Brief introduction to the 1994 Act
3. Form F and record-keeping procedures
4. Role of the District Administration, Health Department, and Women & Child Development Department
5. Punishments and offences under the Act
6. Role of the Appropriate Authority in implementation and enforcement
7. Monitoring mechanisms and the role of ASHA, Anganwadi Workers, and Supervisors in preventing s*x selection
The programme emphasized the importance of coordinated efforts among departments and frontline workers to ensure strict implementation of the Act.
The participants actively participated in all the sessions.
