గ్రామీణ పరిపాలనలో మండల వ్వవస్థ ప్రవేశపెట్టకముందు ఈమని ఒక పంచాయితీ సమితి కేంద్రము. మొత్తం 42 గ్రామపంచాయితీలకు ఈమని సమితికేంద్రంగా ఉండేది. (పంచాయితీ సమితి లో ఒక సమితి అభివృద్ధి అధికారి -BDO, ఒక సమితి ప్రెసిడెంటు ఉండేవారు. స్థానిక పాలనా బాధ్యతలు - విద్య, వ్యవసాయం, వైద్యం వంటివి పంచాయితీ సమితి అధికారంలో ఇండేవి), అప్పటి సమితి ఆఫీసు ఉండే భవనం ఇప్పుడు శిధిలావస్థలో ఉన్నది.

ఈమని, గుంటూరు జిల్లా, దుగ్గిరాల మండలానికి చెందిన గ్రామము. పిన్. కోడ్ నం. 522 308., ఎస్టీడీ కోడ్ = 08644.
