A case of Kidnapping was referred to by Baguan Police and has been registered at OSC, Goalpara on 26th June, 2026 named Janbina Marak, aged 7 years, resident of Garopara, Boko, Baguan. The mother of the minor girl child lodged a kidnapping case in Baguan PS and she alleged that the minor girl child’s father had kidnapped her. Baguan Police rescued the minor girl child from her paternal aunt’s home in Namsai, Arunachal Pradesh.

As per the minor girl child’s statement, she told us that she had been physically and mentally harassed by her mother and her maternal grandfather. She stated that she called her father without her mother’s knowledge and she asked her father to take her away as she faced physical torture from her mother. Her father came and stayed at her mother’s for a night and the next day when her mother and grandparents were out of home, he took the minor girl child without informing anyone. Her parents had separated and her father had married another woman and he had been staying in Nagaland and the minor girl child was in her mother’s custody. Even though the minor child’s mother admitted her to school, she didn’t receive proper schooling back then. She also stated that her mother wouldn’t feed her on time and didn’t send her to school even though she was admitted to school. Once, during her initial schooling days, her maternal grandfather pricked her eye with bike key when she asked her grandfather to stay with her for some time in school as she was nervous. The minor girl informed that she witnessed her mother getting involved with different men and would ask the minor girl child to address her mother as her “elder sister” or “aunt” while she was on video call with those men. Her mother would spend most of her time engaged in her phone and wouldn’t pay heed to the minor girl child. When the minor girl child’s father took her away, he kept her at his sister’s home in Namsai, Arunachal Pradesh and left for Nagaland where he resides. The minor girl child’s aunt admitted her to school there at Torabari L.P. School in Tinsukia District, Assam. The minor girl child had stayed at her paternal aunt’s place for 8 months. Once, her father came to visit her at her aunt’s place during Durga Puja last year and that was the last time she saw her father. During her stay at her aunt’s place, the minor girl child stated that her aunt gave her an amulet so that she doesn’t remember her mother much. After that, Baguan Police rescued the minor girl child from there and brought her to OSC, Goalpara for her safe shelter and other necessary assistance on 26th June, 2026. Since then, she has been residing at Sakhi-One Stop Centre, Goalpara. During her stay at OSC, Goalpara, OSC officials provided her continuous psychosocial support and counselling.

Action Taken by OSC, Goalpara:
1. OSC, Goalpara provided safe shelter to the minor girl child.
2. OSC, Goalpara provided the minor girl child psychosocial support and counselling.
3. The minor girl child was produced at CWC, Goalpara by OSC, Goalpara team and provided joint counselling to her parents and convinced them that they should look after their daughter together and the minor girl child is handed over to her mother.

OSC, Goalpara had been informed about a repetitive case of Witch Hunting by Mamoni Saikia Baideu, DPC, AMSS and SSA, Goalpara on the 23rd of July, 2025. The survivor had already registered a case of Witch Hunting in the year 2021 and the case is on process in the court. Sadly, she has again been facing the same harassment but, this time, the accused persons are different. The accused person hailing from the same village as that of the survivor’s, claimed that she (the survivor) is the cause of his (accused’s) son’s death. His son (12 years) had been ill since some days and they had been treating him with the help of an Ojha. Due to lack of medical attention, the accused’s son died but the Ojha brainwashed them into thinking that the survivor had caused their son’s death. Right after their son’s death, the accused’s wife also fell ill due to reasons unknown and that has also been put up on the survivor’s head. The survivor, helpless, visited OSC, Goalpara along with her husband on 24th July, 2025 and she was provided with psychosocial support and proper counseling. The survivor was taken to SP Office by OSC team for quick action on the case and OSC team also assisted her in writing FIR.
On 25th July, 2025, Agia Police team called in a translator for ease of understanding as the survivor and the accused persons were more likely to speak Garo language. Sakhi-OSC, Goalpara along with the support of Agia Police team, Sikha Moni Madam, ACS, Co-District Commissioner, Agia, Goalpara and Mamoni Saikia Baideu, DPC, AMSS and SSA, Goalpara performed a home-visit to the accused person. The accused person was successfully retrieved and had been taken to Agia PS for further investigation. The survivor was provided with safe shelter at OSC, Goalpara as she was given death threat and it wasn’t safe for her to stay at her home. On 26th July, 2025, OSC team along with Agia Police team visited the survivor’s village and had a discussion with Gaonburha that an awareness programme is to be soon held there. After providing safe shelter to the survivor for 17 nights, she had been transferred to Swadhar Greh, Bapujinagar, Goalpara, for long-term shelter. After spending approx. two and a half months at Swadhar Greh, the survivor was brought back to OSC, Goalpara for safe shelter and she stayed the last of her 11 days here at OSC shelter home. She was finally restored to her home on 7th November, 2025, with the support of Agia Police team, Sikha Moni Madam, ACS, Co-District Commissioner, Agia, Goalpara and Mamoni Saikia Baideu, DPC, AMSS and SSA, Goalpara and other fellow officials. Thus, turning this tough case into a successful one resulting in restoration of the survivor.

On 16-03-2023, One Stop Centre, Goalpara got a call from Dhupdhara Police Station stating that they have found a girl unknown and unable to communicate. We asked them to bring to her to our Centre for her safe custody as it was late night. We provided her temporary shelter at our OSC. We tried our best to communicate with the girl as we recognized that she was deaf and dumb. We tried to understand her by communicating in multiple sign languages and hand gestures and could understand her a little better than earlier.
We came to know from her sign languages that she eloped from her home as her father had beaten her up and threw her out of the house. As she was communicating well, we tried more ways of gathering information from her by showing her images on the internet of railway stations and she, then, responded to some.
On 20th March, 2023, we decided to produce her at CWC, Goalpara where they had invited an instructor of sign language to communicate with her, but the same information came to our knowledge. OSC along with the police team also did her medical examinations. Later on, on 22nd March, 2023, we visited SP Office to seek assistance regarding her case to circulate her information in other police stations in Assam as we got to know she is from Assam. And on 28th March, 2023, OSC invited 2 local media channels at OSC to cover her story and circulate the information through news media channels and also through social sites. Furthermore, we also tried to reach out to Deputy Director of UIDAI Regional office of Aadhar regarding her identification process but in vain we got no proper support and response.
The CWC Chairperson, Goalpara also tried their level best to reach out to identify her. On 6th April, 2023, he along with OSC members visited at BDS Deaf & Dumb School, Kahilipara, Guwahati, and while reaching there OSC got a call from the Superintendent of Children Home, Duliajan mentioning her case history which was very much helpful in her restoration process. Lastly, on 9th April, CWC Goalpara reported CWC Kamrup (M) about the whereabouts of the child and therefore in request of the CWC Kamrup (M) the minor girl child was successfully produced at CWC Kamrup (M) and handed over to her at Ashaneer Children Home, Ulubari on 12th April, 2023 along with a lady es**rt from Sadar Police Station and OSC staff members.
