Water and Sanitation Support Organization, PHED, Assam Water And Sanitation Support Organisation (WSSO) was earlier known as Communication and Capacity Development Unit (CCDU). A notification of PHE Dept. Govt.

The Communication and Capacity Development Unit has been designed and implemented in our state for promoting initiatives in water supply and sanitation sector. The CCDU of Assam got started formally in the last part of November’07.The CCDU was formed after declaration of the Executive Director of the SWSM(RGRWSM)cum Chief Engineer(PHE),Sanitation as the Director of CCDU. The main of CCDU is to acc

elerate WATER Supply and Sanitation activities by clearly defining a roadmap through capacity building of human resources. The actual functioning of CCDU started in the year 08-09.The activities of CCDU got geared up along with the yearlong activities taken up as a part of celebrating the International Year of Sanitation, 2008 in its true spirit. These activities have yielded results at the grassroots in the form of actually translating them into construction of toilets or supplying safe water for users. As per the guidelines of DDWS, Gol ¬ification no.W-11042/72/2009-Water dated 24th August, 2010 and vide. of Assam, PHED-76/96/Pt-ll/100 dt. Dispur, the 28th January,2011 the existing Communication and Capacity Development Unit (CCDU),Assam was merged with Water and Sanitation Support Organisation(WSSO),Assam ,from 8th February 2008.A gamut of paradigm shift has been envisaged in WATSAN sector with the creation of WSSO. It is planned that district, block and other grass root level activities will be fortified through WSSO’s direct manpower support and strategic decentralized activities in collaboration with DWSMs, DWSCs and other sub-district level units of the department. Now WSSO has an elevated position with wider range of responsibilities. The enhanced responsibility of WSSO envisaged by the guidelines includes Computerization and implementation of MIS, conducting Monitoring& Evaluation of WATSAN activities, Water Quality Monitoring and Surveillance Programme apart from necessary IEC and HRD activities .WSSO is aimed at facilitating speedy implementation of WATSAN programmes through need based Capacity Building measures, Human Resource Development activities, proper Information Education and Communication (IEC)strategies, conducting Action Research and Research & Development.
