The delegations of Commonwealth
Parliamentary Association, Sikkim Branch led by Shri Mingma Norbu Sherpa Hon'ble Speaker, Sikkim Legislative Assembly along with Smt. Raj Kumari Thapa Hon'ble Deputy Speaker, Sikkim Legislative Assembly, accompanied by Secretary and Principal Director, Sikkim Legislative Assembly Secretariat reached London, United Kingdom on 14/10/2025 after attending the 68th Commonwealth Parliamentary Conference held at Bridgetown, Barbados from 6-12 October, 2025 for post conference study tour.

The General Assembly of the Commonwealth Parliamentary Association was held on 10th October, 2025 at Hibiscus Room, Ross University, Bridgetown, Barbados and was attended by the official voting delegates and delegation from different CPA branches across the 121 Commonwealth Parliamentary Association Nations.

Shri Mingma Norbu Sherpa, Hon’ble Speaker and Smt. Raj Kumari Thapa, Hon’ble Deputy Speaker, CPA Sikkim Branch also attended the General Assembly meeting.

The Commonwealth Parliamentary Association General Assembly was presided over by the CPA President (2024-2025), Senator Hon. Reginald Farley, JP, President of the Senate of Barbados and was attended by Members from 121 CPA Branches. Present on the Dias Hon. Dr Christopher Kalila, Chairperson of CPA Executive Committee, Hon. Carmel Sepuloni Vice Chairperson of the CPA Executive Committee, Hon. Laura Kanushu Opori Chairperson of Commonwealth Parliamentarians with Disabilities (CPwD), Hon. Dr Zainaba Gimba Chairperson of Commonwealth Women Parliamentarians (CWP), Deputy Adrian Gabriel Vice Chairperson of CPA Small Branches and Stephen Twigg Secretary-General of Commonwealth ParliamentaryAssociation.

The Commonwealth Parliamentary Association General Assembly also approved the Chief Pleas of Sark as a new CPA member.

The General Assembly also finalised the next venue for the 69th Commonwealth Parliamentary Conference at South Africa.

The Secretary-General Stephen Twigg, Commonwealth Parliamentary Association presented CPA Membership Report, Audit Report and Financial Statements for the year ended 31 December 2024, CPA Secretariat Financial Report for the year ended 31 July, 2025, CPA Secretariat Forecast 2025, Budget 2026 and Projection for 2027and Report of the CPA Charity
Funds Trustees.

Thereafter, Hon’ble Chairpersons of CPwD Steering Committee, CWP Steering Committee and Vice Chairperson of CPA Small Branches Steering Committee presented the Conference Reports during the General Assembly.

The thematic topic of the debate of the General Assembly “The Commonwealth:A Global Partner” was also deliberated.

Shri Om Birla, Hon’ble Speaker, Lok Sabha and Shri Harivansh, Hon’ble Deputy Chairman, Rajya Sabha, Parliament of India shared their views on the topic, among others.

The 68th CPC was concluded with the Awards Ceremony and Closing Dinner hosted by the Honourable Mia Amir Mottley, S.C., M.P. Prime Minister of Barbados at Ilaro Court, the official residence of the Hon’ble Prime Minister.

The two day National Workshop for State Legislators on Energy and Environment organised by PRS, Legislative Research at New Delhi concludes today.

The workshop was attended by Hon’ble
Members of Sikkim Legislative Assembly namely: Shri Aditya Golay Tamang, Shri Delay Namgyal Barfungpa, Shri Erung Tenzing Lepcha, Smt. Kala Rai, Shri Madan Cintury, Smt. Pamin Lepcha, Shri Sonam Tshering Venchungpa and Shri Sudesh Kumar S***a.

On the concluding day, the workshop discussed the following topics :

1- Water Resource Management - Issues and Approaches.

2- Environmental Policies and Regulations- Frameworks and Challenges.

3- Sustainable Transport in India - Impact and Infrastructure.

Commonwealth Parliamentary Conference on the following topics on 9th October, 2025 at Tiffany Room, Ross University, Barbados.

1. Climate Change and its Threat to Global Health-Finding Sustainable Solutions.

2. The Role of the Commonwealth in Good Governance, Multilateralism, and International Relations.

Later evening, the delegation of CPA Sikkim Branch also joined a Community Reception hosted by Shri Subhash P. Gupta, High Commissioner of India in Bridgetown, Barbados at Hotel Wyndham Grand Barbados-Sam Lord’s Castle Resort.

Hon’ble Members of Sikkim Legislative Assembly namely: Shri Aditya Golay Tamang, Shri Delay Namgyal Barfungpa, Shri Erung Tenzing Lepcha, Smt. Kala Rai, Shri Madan Cintury, Smt. Pamin Lepcha, Shri Sonam Tshering Venchungpa and Shri Sudesh Kumar S***a participated in the two day National Workshop for State Legislators on Energy and Environment organised by PRS, Legislative Research, New Delhi which is scheduled on 9th and 10th of October, 2025.

The first day of the Workshop is aimed to discuss topics such as :

1-Setting the Context: Current Status of Energy and Environment
Sectors.

2-Understanding Power Distribution: Financial Pressures and Emerging Issues.

3-Challenges in Power Generations and Transmission: The Way forward.

4- Disaster Management and Financing : Emerging Issues.

The delegation will attend three more workshop sessions tomorrow.

On 8th October, 2025, the Hon’ble Speaker Shri Mingma Norbu Sherpa and Hon’ble Deputy Speaker Smt Raj Kumari Thapa, Sikkim Legislative Assembly accompanied by Secretary and Principal Director, Sikkim Legislative Assembly Secretariat attended the briefing meeting for Indian delegation convened by the Hon’ble Speaker Lok Sabha at Tiffany Room, Ross University, Bridgetown, Barbados. Thereafter, Shri Mingma Norbu Sherpa and Secretary, Sikkim Legislative Assembly attended

CPA Small Branches Steering Committee Meeting. The meeting discussed various agenda regarding reports from the previous meeting, membership of CPA Small Branches Steering Committee, implementation of 2026 implementation work plan consultation and also elected Mr Adrian Gabriel of Guernsey, British Island and Mediterranean Region and incumbent Vice Chairperson of the CPA Small Branches for the second term.

Smt. Raj Kumari Thapa and Principal Director, Sikkim Legislative Assembly jonied CWP Conference Session: Overcoming the Barriers to the involvement of Women with Disabilities in Politics at Frangipani Room, Ross University. The Secretary General, CPA also briefed the delegation regarding 68th Commonwealth Parliamentary Conference and Workshops.

The Hon’ble Speaker and Hon’ble Deputy Speaker, Sikkim Legislative Assembly participated the workshop on Leveraging Technology: Enhancing Democracy through Digital Transformations and Tackling the Digital Divide Chaired by Shri Om Birla Hon’ble Speaker, Lok Sabha.

The Hon’ble Speaker Shri Mingma Norbu Sherpa and Hon’ble Deputy Speaker Smt Raj Kumari Thapa, Sikkim Legislative Assembly accompanied by Secretary and Principal Director, Sikkim Legislative Assembly Secretariat attended the reception at the India House Aldwych, London organised by the Acting High Commissioner of India, Amb. Kartik Pande.
Shri Harivansh Hon’ble Deputy Chairman, Rajya Sabha, Presiding Officers of State Legislative Assemblies and Indian Parliamentarians were present on the occasion.

Earlier the delegation of CPA Sikkim Branch also visited the National Gallery and British Museum in London.

The Indian delegation led by Shri Om Birla, Hon’ble Speaker, Lok Sabha will leave for Bridgetown, Barbados to participate in 68th Commonwealth Parliamentary Conference and 41st Small State Conference scheduled to be held at Bridgetown, Barbados from 6-12 October, 2025.

The 2nd meeting of the Committee on Government Assurances (2025-2026)
Sikkim Legislative Assembly was held at Committee Meeting Room of the State Legislators Hostel, Gangtok.

Hon’ble MLA also the Chairman for Committee on Government Assurances Shri Lok Nath Sharma presided over the meeting. The meeting was co-chaired by Hon’ble MLA Shri NB Pradhan.
Present in the meeting were Secretary, Sikkim Legislative Assembly Shri Lalit Kumar Gurung, Joint Secretaries, Committee,Sikkim Legislative Assembly and other officials.

The 3rd and the 4th Public Accounts Committee Meeting for the financial year 2025-26 was held at State Legislators’ Hostel on 18th September and 19th September, respectively.

Shri Sonam Tshering Venchungpa, Hon’ble Chairman, Committee on Public Accounts Sikkim Legislative Assembly chaired the meeting. Shri Aditya Golay Tamang, Hon’ble Chairman, Committee on Estimates, Sikkim Legislative Assembly also attended the first day of the meeting.

Further, the meeting was attended by Secretary, Sikkim Legislative Assembly, Shri Lalit Kumar Gurung, Joint Secretaries , Committee,Sikkim Legislative Assembly, officials from the office of Accountant General, Power Department, Roads and Bridges Department, Planning and Development Department, Finance Department, Water Resources Department, Animal Husbandry Department, Agriculture Department and State Bank of Sikkim.

The Committee examined various para linked with respective departments in the CAG Report 2016-17.

The Hon’ble Speaker, Lok Sabha Shri Om Birla nominated following Presiding Officers as Panel of Chairpersons for 11th CPA India Region Conference, Bengaluru, Karnataka presided over the first day of Plenary Session of the Conference:

It is for the first time that the Speaker of tiny Himalayan State Sikkim, inclusively progressing with new benchmark of excellence under the dynamic leadership of Hon’ble Chief Minister Shri Prem Singh Tamang, (Golay), has been nominated as Panel of Chairperson to preside the Plenary Session of the CPA India Region Conference.

The Presiding Officers from different State Legislatures and UTs participated during the Plenary Session on the topic “Debates & Discussions in the Houses of Legislature: building people’s trust, meeting people’s aspirations.”

The first day session was adjourned at 6:00 p.m and will resume at 10:00 a.m on 13th September, 2025.

The delegation of Sikkim Legislative Assembly (CPA Sikkim Branch) led by Hon’ble Speaker,Shri Mingma Norbu Sherpa, Hon’ble Deputy Speaker, Smt. Raj Kumari Thapa, Sikkim Legislative Assembly accompanied by Secretary, Shri Lalit Kumar Gurung, Principal Director, Shri Karma Tshering Gyatso Bhutia, Senior PS to Hon’ble Deputy Speaker, Shri Pradeep Gurung and PS to Hon’ble Speaker, Shri Aadarsh Chhetri attended the inaugural Ceremony of 11th CPA India Region Conference at Vidhan Soudha, Bengaluru, Karnataka on 11th September, 2025.

Before the Inaugural Ceremony of the 11th CPA India Region Conference, Hon’ble Speaker Shri Mingma Norbu Sherpa participated in the Executive Committee Meeting at Conference Hall of Vidhan Soudha.

Thereafter, Hon’ble Speaker, Lok Sabha Shri Om Birla, also the Chairperson of the CPA India Region inaugurated the 11th Conference of the Commonwealth Parliamentary Association (CPA) India Region. The Inaugural Ceremony was also addressed by the Hon’ble Chief Minister of Karnataka Shri Siddaramaiah, Hon’ble Deputy Chief Minister of Karnataka Shri DK Shivakumar, Hon’ble Deputy Chairman, Rajya Sabha Shri Harivansh and Hon’ble Chairman, Karnataka Legislative Council Shri Basavaraja Shivalingappa. Earlier, the Hon’ble Speaker, Karnataka Legislative Assembly, Shri U.T. Khader Fareed, delivered the welcome address.

In the inaugural Ceremony also present Presiding Officers, Secretaries and Senior Officers from State and UTs Legislature. The patriotic light and sound show and the culture programme was also organised during the Inaugural Ceremony.

The Hon’ble Speaker, Sikkim Legislative Assembly Shri Mingma Norbu Sherpa, Hon’ble Speaker, Uttar Pradesh Legislative Assembly Shri Satish Mahana, Hon’ble Speaker, Uttarakhand Legislative Assembly Smt. Ritu Khanduri and Hon’ble Speaker, Karnataka Legislative Assembly Shri U.T. Khader Fareed attended the Inaugural Ceremony in their own traditional attire and were felicitated by the host CPA Branch.

The Conference will continue to discuss on the theme “Debates and discussion in the Houses of Legislature; Building people trust, meeting people aspirations” on 12th and 13th September,2025.

As a part of the inaugural session, the dignitaries had to represent their respective States by wearing their traditional dresses and in this regard Hon’ble Speakers from Uttar Pradesh, Uttarakhand and Sikkim were declared as best attires and were felicitated by the Speaker, Lok Sabha.

The Hon’ble Speaker, Lok Sabha has nominated Shri Mingma Norbu Sherpa, Hon’ble Speaker, Sikkim Legislative Assembly as Panel of Chairmen for the Plenary Session.

The Meeting of the Committee on Estimates, Sikkim Legislative Assembly was convened on 1st September, 2025 at Committee meeting room at State Legislators’ Hostel under the Chairmanship of Hon’ble Chairman, Shri Aditya Golay (Tamang) and Hon’ble Member of the Committee, Shri Sonam Tshering Venchungpa also present.

The Heads of the Department of the following Department under Government of Sikkim briefed the Committee orally regarding ongoing project and schemes:

1. Tourism& Civil Aviation Department, GoS,

2. Women and Child, Senior Citizen and Divyangjan Welfare Department,

3. Buildings & Housing Department, GoS, and

4. Social Justice and Welfare Department, GoS.

Later, the Hon’ble Chairman, Shri Sonam Tshering Venchingpa also convened a meeting of the Public Accounts Committee.
