Indian Corporate Law Service - ICLS, Delhi (2026)

The Indian Corporate Law Service (ICLS) is the corporate regulation/facilitation/integration/education service of Ministry of Corporate Affairs (MCA) of Government of India (GoI). It is a Group 'A' Central Services of Government of India and recruitment is through Union Public Service Commission's Civil Services Examination (UPSC - CSE). Training of ICLS officer begins with the 3 month Foundation

Course (FC) together with other civil services officers. The ICLS Academy, located at Manesar Campus of the Indian Institute of Corporate Affairs (IICA), has the responsibility of conducting the induction training for the Probationary Officers (POs) belonging to the Indian Corporate Law Service (ICLS). Officer are trained in Management, Accounts, LLP Act 2008 and Companies Act, 1956/2013. The Comprehensively designed module of Induction Training for the newly recruited ICLS officers is intended to expose them to the Indian corporate law, and to prepare them for corporate regulation through e-Governance more popularly known as the MCA21. Initial postings would be as Assistant Registrar of Companies, Assistant Official Liquidator attached to High Court in various jurisdictions, Bench Officer in Company Law Board(CLB) and as Assistant Director in the Ministry of Corporate Affairs as well as in the office of Regional Director.http://persmin.gov.in/ais1/Docs/ServiceProfileICLS.pdf

The Indian Corporate Law Service Officers' Association marked a momentous ICLS Day 2025 on October 1st, bringing together ICLS officers from across the country to celebrate our shared legacy and the exceptional contributions of our colleagues. This historic date commemorates the coming into force of the 𝘾𝙚𝙣𝙩𝙧𝙖𝙡 𝘾𝙤𝙢𝙥𝙖𝙣𝙮 𝙇𝙖𝙬 𝙎𝙚𝙧𝙫𝙞𝙘𝙚 𝙍𝙪𝙡𝙚𝙨, 1965, which laid the foundation for what is today the 𝗜𝗻𝗱𝗶𝗮𝗻 𝗖𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗲 𝗟𝗮𝘄 𝗦𝗲𝗿𝘃𝗶𝗰𝗲.

The evening was a testament to the dedication, innovation, and multifaceted excellence that defines our cadre. We honored outstanding officers across three distinguished categories, recognizing those who continue to elevate the standards of corporate governance and public service in India.

We are proud to celebrate Dr Amol Shinde (ICLS 2010), whose exemplary coordination of Maharashtra's 'Shaasan Aplya Daari' initiative earned the prestigious SKOCH Award and delivered over five crore benefits to citizens across the state. His work exemplifies the transformative impact that can be achieved through innovative, citizen-centric governance.

Shri Anil Yadav (ICLS 2011) demonstrated remarkable administrative acumen at the Central Registration Centre, reducing pendency from over 30,000 e-forms to record levels within just one and a half months. Under his leadership, May 2025 achieved the distinction of being the fastest month for incorporations in CRC history. His achievement stands as an inspiring example of what committed and capable officers can accomplish in public service.

The celebration reinforced our collective commitment to strengthening India's economic framework through robust corporate regulation, transparent governance, and unwavering dedication to public service. As we look ahead, we are inspired by the achievements of our colleagues and motivated to continue our mission of fostering a culture of compliance, integrity, and excellence in corporate India.

Currently serving as Joint Director, Policy at the Ministry of Corporate Affairs, Shri Chaturvedi is a distinguished officer of the Indian Corporate Law Service. He previously served as the Head of ROC Delhi & Haryana, where he oversaw corporate compliance and served as an Adjudicating Officer for important corporate law enforcement matters. His career achievements demonstrate his expertise in regulatory frameworks, legal enforcement, and policy formulation.

𝗔𝗯𝗼𝘂𝘁 𝗙𝗔𝗧𝗙 𝗔𝘀𝘀𝗲𝘀𝘀𝗼𝗿𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴:
The FATF conducts training and support activities to strengthen countries’ understanding of the FATF Standards and how they help combat money laundering, terrorist financing and proliferation financing. This elite training program is designed for experienced national experts and prepares them to conduct mutual evaluations - a complete mutual evaluation takes up to 18 months and involves rigorous assessment of countries’ anti-money laundering and counter-terrorist financing systems.

𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝗰𝗲:
The strength and quality of assessors across the FATF Global Network is one of the keys to success of FATF and the FATF-style Regional Bodies as assessment bodies that conduct mutual evaluations of their members. The FATF leads global action to tackle money laundering, terrorist and proliferation financing, setting international standards that aim to prevent these illegal activities and the harm they cause to society.

This achievement not only brings honor to Shri Chaturvedi but also strengthens India’s position in the global fight against financial crimes. His expertise will now contribute to evaluating and enhancing anti-money laundering frameworks worldwide! 🇮🇳
