Today on 11th July, 2023, a Geriatric Fitness Centre has been inaugurated at Central Jail No. 03 by Sh. Sanjay Baniwal, IPS, Director General Prisons, Delhi. The fitness centre consists of a bouquet of age appropriate exercises and resistance training equipments, which will help senior citizens/inmates in active ageing and towards living an illness free healthy life.

Thereafter, the DG Prisons also conducted a tree plantation drive. He held “Sampark Sabha” with all Prison Staff including Asstt. Superintendents, Head Warders, Medical Staffs and redressed their grievances. He also shared his vision for better Prison Administration and modalities for efficiently harnessing the existing manpower.

On the basis of secret information about usage of mobile phones in one of the wards of CJ-8/9, a search was got conducted on 21/06/2023 between 17.20 hrs to 17.50hrs, which resulted in recovery of one Kechaoda Keypad Mobile Phone and one improvised sua.

Subsequently, the Jail CCTV control room noticed unusual movement of inmates in the barracks from where the above recovery was made. Further inquiry was conducted and inmates questioned, which resulted in recovery of one SIM card and an improvised mobile charger.

During questioning one of the other inmate admitted to possession of another Kechoada Keypad Mobile Phone, which he was asked to handover. The staff accompanied him from the control room to the barrack for recovery of the said hidden mobile phone, however, on reaching the barrack he was instigated by other co-inmates present there not to handover the mobile phone to the prison administration. The other inmates also started abusing the jail staff and over 20 inmates inflicted self-injuries to browbeat the jail administration so as to desist them from recovering the hidden mobile phone from the barrack.

During the above commotion, one of the inmate successfully took out the hidden mobile phone and called up his family members, who then called PCR-112, alleging beating been given to the inmates inside the jail by the jail staff.

The additional staff present at the control room (chakkar) immediately rushed to the site and brought the situation under control. The injured inmates were treated for their self-inflicted injuries inside the jail dispensary and 4 among them were referred to DDU hospital due to deep cuts sustained by them while inflicting self-injuries.

Subsequently, the review of the CCTV recordings during the commotion led to recovery of the hidden mobile phone at around 10.30 pm, which was used by one of the inmates for calling up his family members.

The modus operandi used by inmates for browbeating the jail administration by inflicting self-injuries have been duly recorded in the CCTV and preserved.

A complaint of the incident has already been made to the Police Station, Hari Nagar and further action as per the Delhi Prison Rules in being taken against the defaulting inmates.

Distribution of Certificate to the Prisoners after completion of Course in Textile Designing

There are 16 Jails in Delhi (Tihar, Rohini & Mandoli) in which Central Jail No. 5, Tihar is for young offenders with a capacity of 750 inmates. Presently around 996 inmates are lodged in this jail. This jail was commissioned in the year 1996. Earlier, there happens to be a separate ward in jail in which young offenders (age group 18- 21 years) were lodged. In the year 1996 a dedicated jail was established for preventing these young inmates from becoming habitual offenders in the close proximity of hard core criminals.

Under guidance of Sh. Sanjay Baniwal, D.G. (Prisons) and Sh. H.P.S. Sran, Addl. Inspector General of the Prison Department, Delhi is taking initiatives for the Skill Development for the inmates to active during the Jail Tenure and after that they will earn by adopting the skill develops during jail tenure into employability for their betterment of life and preventing them to re-engage in un-social activities.

Therefore, in the line of this Skill Development Program an organization namely Jan Shikshan Sansthan is imparting the same.

Jan Shikshan Sansthan, a prestigious scheme, sponsored by Ministry of Skill Development & Entrepreneurship, Government of India has worked as a partner with Delhi Prisons for many years for providing Skill Development Training to these young offenders so they can re-integrate themselves into the society and start a new life post-release. In this line, this Organization has recently successfully completed a 105 days training program for young inmates of Central Jail No.5, Tihar for Textile Designing which comprises with printing/ designing on the Fabrics and Cold Dying, etc.

The training program was a culmination of the initiative by the Prison Department in collaboration with the Jan Shikshan Sansthan, West Delhi (Peeragarhi) at CJ-5, Tihar, wherein 40 inmates in total were imparted training on Textile Designing followed by the distribution of Hi-Tech Certificates with a barcode and unique beneficiary code pertaining to the specific inmate on 16.06.2023 in CJ-5, Tihar.

While the journey of reformation and rehabilitation of prisoners has always been the prominent agenda of Prison Administration and it has always remained at forefront when it comes to imparting fruitful training to the inmates so that they raise their calibre and could generate income for themselves once they are released from prisons.

Ms. Kulwinder Kaur, Director of Jan Shikshn Sansthan, West Delhi and Sh. Ashok Rawat, Superintendent, CJ-5 played a proactive role in converting the words into actions and making this day a remarkable one, which shall be remembered for a long time to come. Delhi Prison Department will continue this program for the benefit of inmates.

PRESS RELEASE

A meeting was convened on 09.05.2023 between the Prison Department, Delhi and Tourism and Hospitality Skill Council (THSC) on NULM Project running in Tihar Jails and considering the various job opportunities for the inmates in Hospitality Sector. The meeting was presided over Sh. Sanjay Baniwal, DG (Prisons) and attended by CEO of THSC, Sh. Rajan Bahadur, along with some of its Board members and other dignitaries of Hospitality Industry.

DG (Prisons) mentioned that many initiatives are being taken by the Prison Department, Delhi for reformation of prisoners and their re-integration into the society. In which a watershed skill-development programme for training of 1020 inmates was launched in the month of January, 2023 by Hon’ble Lt Governor Delhi in Tihar Jail with the help of training partner M/s Primero Skills and Training Pvt. Ltd. The programme is being conducted under Innovative and Special Projects (ISP) of Deen Dayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM).

He has stated that our prime motto is to look forward to align jobs, post training for these inmates which is the most crucial objective for this programme and requested to THSC’s Members to come forward and hire such talented youth so that they may come into the mainstream of society and making them employable and responsible citizens of our State/Country.

The prime factor of this initiative is that the conduct of the inmates would be duly certified by Jail Authorities to make them enable to get a job post release.

Mr. Rajan Bahadur, CEO, Tourism and Hospitality Skill Council has shown his interest and happiness to become a partner of this skill training programme started for inmates in Tihar Jails to execute this special project on Hospitality Training. They along with industry leaders took an extensive visit to various jails, where these skill training is being executed.

The delegate consisting of various renowned Hospitality Sector such as Lemon Tree, The Leela, Indigo and Hotel Association of India were present and they have shown their keen interest into participation in these programme.

This initiative of Delhi Prisons by providing professional training to 1020 inmates in any Specialized Sector to re-integrate them into society with job opportunities is the unique project in the 75 years of Indian history of Jails/Prisons providing such a large scale employability to the inmates.

A MoU has been signed between Prison Department, Delhi and Chalcharkha Mahila Prashikshan avem Rojgar Kendra, Pratibha Mandal Nyas, Pratibhasthali Gyanodya Vidyapeeth Parisar, Jabalpur, Madhya Pradesh for providing skill training in the Hathkargha & Hasthashilpa and employment to the Women inmates of Delhi Prison Department.

A “Chalcharkha Women’s Training and Employment Center” has been set-up by Chalcharkha Mahila Prashikshan avem Rojgar Kendra, Pratibha Mandal Nyas, Jabalpur (by the inspiration of Digambr Jain Acharya Shri Vidyasagar Ji Maharaj), in both the female jails i.e. Central Jail No. 6 (Tihar) and Central Jail No. 16 (Mandoli) .This organization is providing training and employment in handloom and handicraft for women empowerment and upliftment. As Khadi products are symbolized as “Soul of India” and this organization is only focusing on Khadi products for self-reliant, meaningful engagement and self-confidence among the women. Now, this institution has set up a center for training of handloom and handicrafts in Delhi Prisons for women.

In this training centre the above said organization will provide training of Hathkargha and Hasthshilpa for inmates of Central Jail No. 6 (Tihar) and Central Jail No. 16 (Mandoli). Delhi Prisons will provide all the facility for operating centre of Chalcharkha Women Training and Employment Centre for handloom and handicraft work for inmates. In future, this training centre will be expanded for the benefit of the inmates. The Nyas will train only those inmates who are vegetarian and Delhi Prisons will help them to identify those vegetarian inmates.

All the necessary equipment will be provided by Chalcharkha, Pratibhamandal Nyas for training of prisoners. The Jail Authority will play only a supervisory role in controlling, disciplining and overseeing the work of the prisoners. Chalcharkha Mahila Prasikshan and Rojgar Kendra Pratibhamandal Nyas will arrange the complete set of charkha and other necessary machinery/equipment.

A fixed honorarium will be given in the initial stage to encourage the trainee prisoner and later honorarium will be given according to the quantity and quality of work and daily wages as per prevailing scale of efficiency of prisoners of skilled, semi-skilled and Un-skilled categories as Notified by Government of NCT of Delhi.

Chalcharkha Mahila Prasikshan and Rojgar Kendra Pratibhamandal Nyas will provide all raw materials (Khadi) required for the production and clothes produced from that will be taken away by them. However, products will brand as Chalcharkha with the mark of Tihar Jail, Delhi product.

On this occasion Director General (Prisons) Sh. Sanjay Baniwal has stated that this MoU is signed for ensuring the rehabilitation of trained prisoners. The Nyas will provide equipment to all the eligible prisoners on their release from jail and will ensure their livelihood and bring them into the mainstream of the society as a step for rehabilitation of inmates post release.

Today on 02.05.2023 ( Tuesday) at around 6.10 am CT SUNIL @ TILLU @ TILU S/O JAGPAL, Age -33 yrs lodged in the ground floor of High Security Ward was attacked by four inmates affiliated to rival Gogi gang ( Deepak @ Titar, S/o Rajbeer Singh , Age 31, Yogesh @ Tunda S/O Rajinder, Age 30 yrs, Rajesh S/O Anoop Singh, Age – 42 yrs , & Riyaz Khan S/o Hyat Khan Age 39 ) lodged in the first floor of the same Ward at around 06.15 am , by cutting open the Iron Grill installed on the first floor of Ward, using improvised sua .

The Gogi gang members were lodged on the first floor of the High Security Ward from where they cut open the Security grill and jumped on the ground floor using bedsheets.

The injured inmate was immediately rushed to DDU Hospital after giving the required medical attention at the Central Jail OPD at around 6.45 am.

The injured inmate expired during the course of the treatment at DDU hospital.

*Hon’ble Minister of Home GNCTD Sh. Kailash Gahlot visits the following Central Jails of Tihar Prison Complex:-

(a) Central Jail no. 1- inaugurated Electrical Roti Making Machine.
(b) Central Jail No. 2 - inaugurated Geriatric Fitness Centre and visited Jail Factory.
(c) Central Jail No. 4 - reviewed Skill Development Programme*

1. Hon’ble Minister visited Central Jail No. 01 and inaugurated Electric Roti Making Machine. He welcomed the initiative taken by the Prison Department, which is harbinger of introduction of new technology in the Jails towards welfare of inmates. As there are 2600 inmates in Jail No. 01 commissioning of this Electrical Roti Making Machine will assist the inmates in preparing food (which is being prepared) for all the inmates. Attempt is being made to provide such machines for kitchen of all Jails.

2. Hon'ble Minister during the course of inauguration of Geriatric Fitness Centre in Central Jail No. 02 appreciated the initiatives by the Department for improving the fitness of inmates in Jail. He stressed that all should participate actively in these types of activities so as to overcome Mental Stress as well as improve Physical Fitness. This will also be beneficial in overall development of inmates and help them in leading healthy life. D.G (P) Sh. Sanjay Baniwal stated that it is first time in India’s Jail that such Fitness Centre has been started and it need to be initiated all the remaining Jails of Delhi.

3. Further, during the visit of Jail factory, Hon’ble Minister appreciated the jail inmates for operating such a huge factory for preparing Mustard Oil, different type of Namkeens, Bread, Bakery products, Office/Home Furnitures and also inspected the Weaving unit, Carpentary unit, etc. He interacted with Sh. Mahesh Chand Sharma, Shilp-Guru who is providing skill to inmates for carving different designs on wood. He also praised the work of Jail Administration for operating welfare scheme within the jail for Convicts.

4. Hon’ble Minister during the visit of Central Jail No. 04 reviewed the Skill-Development Pogramme where training of 1020 inmates in the field of Hospitality Sector being provided with the help of Government and NGO (M/s Primero Skills and Training Pvt. Ltd.). The skill development programme aims to ensure placement of around 70% of the successful trainee inmates, enable them to earn their livelihood, help them to re-integrate into the society and thus lead a meaningful life after release from the prison. This will also prevent economically vulnerable inmates from falling back to crime.

5. A visit at “Tihar School of Art” has given glimpses of work of inmates which reflected their inner thoughts expressed in form of different types of paintings. He praised all such inmates who were/are participating in these Art activities.

6. Sh. Sanjay Baniwal, IPS, DG (Prisons), Sh. H.P.S. Sran, IAS, Additional I.G., Sh. G.P. Singh, DANICS, Secretary to Minister, Sh. Rajesh Chopra, DIG (Tihar), Sh. Rajeev Singh, DIG (Mandoli), Ms. Asha Choudhary, Additional Secretary (Home), Sh. Vineet Kumar, OSD to Minister along with other Senior Officers of the Prison Department were present on this occasion.
