PFA - People For Animals Uttarakhand People for Animals Uttarakhand is a unit of India's largest animal welfare/rights organization People for Animals, started by Smt. Maneka Gandhi in 1992.

People For Animals Uttarakhand (PFA Uttarakhand) was established in 2012 as a charitable trust. The organisation is a chapter of its parent organisation i.e. People For Animals. In particular, PFA Uttarakhand is the legal and policy wing of People For Animals. Being an inherent part of India’s largest animal protection organisation, the organisational mandate of People For Animals Uttarakhand has

evolved to encompass capacity building, policy development, public awareness as well as sheltering. Through PFA Uttarakhand’s continued efforts of working closely with the Central Government and various State Governments as well as organisational strategy of seeking judicial intervention, it has achieved certain significant milestones in the field of animal welfare. Capacity building of law enforcement and judicial agencies (such as Police and Magistrate Sensitisation Workshops) constitute a core aspect of our work towards sensitising administrative personnel about the cause of animal welfare and further strengthening the animal protection framework in India. This has paved the way for a regime of positive laws and policies in favour of protecting animals. The organisational spirit of direct action work on the ground in terms of service to animals manifests itself through a dedicated People For Animals Uttarakhand Animal Shelter. Located in the quaint little hamlet of Chharba in Sahaspur Block of Dehradun District of Uttarakhand and spread across 7 bighas, the shelter is currently home to cats and equines which have been rescued from conditions of cruelty and neglect. Funds and resources have been utilised with the single-minded focus of providing the animals with succour and sanctuary.

Every year, the Kedarnath Yatra relies on thousands of horses and mules navigating steep, unforgiving Himalayan terrain — carrying pilgrims across routes that are physically demanding and often dangerous.

For many of these animals, the journey comes at a cost. Injuries, exhaustion, and neglect are not uncommon, and without timely intervention, their suffering often goes unseen.

Bhuri was one of them.

To address this, People for Animals Uttarakhand (PFA UKD) has been working closely with the district administration to strengthen monitoring, veterinary care, and rescue systems along the route. Injured and unfit animals are treated at the SPCA animal infirmary in Rudraprayag, and then rehabilitated at Happy Home Sanctuary in Dehradun — where they are given the care, space, and dignity they deserve for the rest of their lives.

Bhuri got that second chance. Many others like her are still waiting.

Protecting these animals is an ongoing responsibility — because devotion should never come at the cost of an animal’s life.

Shot in 2022, but this is Happy Home Sanctuary on any given day — horses, donkeys, cats, and hens living exactly as they should. Unhurried. Unbothered. Free. Some things don’t change, and we hope they never do.

Every year, the Kedarnath pilgrimage relies on hundreds of working animals navigating steep Himalayan terrain.

To strengthen their protection, People For Animals Uttarakhand (PFA UKD) has worked with the district administration to improve monitoring, veterinary care, and rescue systems along the route.

Injured and unfit animals receive treatment through the SPCA animal infirmary, while those needing lifelong care are rehabilitated at Happy Home Sanctuary (HHS).

Protecting working animals on the Kedarnath route remains our ongoing responsibility — because devotion should never come at the cost of an animal’s life.
