Why Did Shri Molin Kumar Chakma Not Attend the Oath-Taking Ceremony?

Shri Molin Kumar Chakma, Adviser to C.E.M did not attend the oath-taking ceremony of the Executive Members held on August 5 at the C.A.D.C Art & Culture Hall.

However, it is important to note that Shri Molin Kumar Chakma was appointed as Adviser to C.E.M only in the evening of August 5 after the oath-taking ceremony of the Executive Members had already ended.

His absence from such an important programme has nevertheless raised questions about whether there is any dissatisfaction within the C.D.B.J.P over the sharing of portfolios and important positions in the new Executive Committee.

Shri Molin Kumar Chakma is a former C.E.M, Mizoram B.J.P State Vice-President and one of the prominent figure of the C.D.B.J.P. Many B.J.P workers expected him to receive an important position in the new Executive Committee.

Some even expected him to be the No. 2 person in C.E.M N.P’s Executive Committee. In particular, there were expectations that he would be given the post of Vice-Chairman of the Planning and Development Committee which is considered an important position in C.A.D.C.

However, according to sources, Shri Durjya Dhan Chakma, President of the C.D.B.J.P is likely to be appointed Vice-Chairman of the Planning and Development Committee.

This has surprised some B.J.P workers and has also raised questions about the distribution of important positions within the C.D.A coalition government.

At present, C.E.M Nirupam Chakma appears to be in a strong position. The numbers in the Council may make it difficult for any M.D.Cs to immediately challenge or topple his government. The fear of dissolution of the Council and facing immediate fresh election may also discourage M.D.Cs from taking such a step.

However, keeping the government stable is not only about numbers. Managing the expectations of B.J.P M.D.Cs and the Z.P.M coalition partners will also be important.

It will be interesting to see how C.E.M Nirupam Chakma handles these political challenges and maintains unity within the C.D.A coalition in the coming days.

Who came up with the brilliant idea of installing these steel waiting chairs at the C.A.D.C Art and Culture Hall? These are the kind of chairs we normally see in hospitals, clinics, reception areas and banks not in a cultural hall. Seriously, we are not lacking money, we are lacking ideas, creativity and a sense of aesthetics.

The C.E.M Nirupam Chakma to be concentrating power by retaining all the important portfolios under his direct control while assigning relatively less influential departments to his Executive Members.

Our Executive Members should not have used both “do swear in the name of God” and “solemnly affirm” together while subscribing to the Oath of Office and Oath of Secrecy today.

The Constitution of India under the Third Schedule provides two alternative forms of oath, one is the religious oath beginning with “I, Shri ________, do swear in the name of God…”, while the other is the secular affirmation beginning with “I, Shri ________, solemnly affirm…”
These are alternative forms and therefore, one should be chosen rather than combining both expressions in a single oath.

It is worth noting that only Shri Lakkan Chakma, E.M appeared to have followed the prescribed form correctly.
Nevertheless, we hope this was merely an inadvertent error and that such a mistake will not be repeated on future occasions.

The newly appointed 8 Executive Members of C.A.D.C will take oath on August 5 at the C.A.D.C Art & Culture Hall, Kamalanagar. Pu Lalnunpuia Renthlei, MCS, SDO (Civil) will administer the oath of office and secrecy.

All eyes are now on the allocation of important Departments particularly Local Administration, Land Revenue & Settlement and Environment & Forest by C.E.M Shri Nirupam Chakma.The exclusion of Ex. C.E.M and Mizoram State B.J.P Vice-President Shri Molin Kumar Chakma from the Executive Committee is also a major surprise.

Though he may reportedly be given the Adviser to C.E.M post, sources suggest he is unhappy with being left out. Meanwhile, the big question is, who will emerge as C.E.M Nirupam Chakma’s most trusted E.M, (No.2 in the Executive Committee) Shri Doymoy Daveng Chakma or Shri Ajay Kumar Chakma?

Why Has the ₹1.22 Crore Duichuani Factory Still Not Been Commissioned?

The recent visit of Shri Nirupam Chakma, C.E.M., C.A.D.C to the long-delayed Duichuani-cum-Mineral Water Bottling Plant has once again brought public attention to one important question.

Why has a ₹1.22 crore government-funded project remained non-operational for nearly a decade?
During his inspection, the C.E.M. directed officials to assess the condition of the infrastructure and machinery, prepare proposals to make the plant operational and construct chowkidar quarters.

While these are welcome steps, the larger question remains why was the project never commissioned despite spending almost the entire sanctioned amount?

The Commercialisation and Bottling of Duichuani project was conceived during the tenure of Shri Kali Kumar Tongchangya as C.E.M of C.A.D.C. It was intended to modernise the traditional production of Duichuani, generate employment, increase the income of local producers and promote industrial development in C.A.D.C. The DPR even estimated employment for nine people once the factory became operational.

The Government of India sanctioned ₹1.22 crore for the project under the One-Time Assistance for Sixth Schedule Areas through NITI Aayog during 2015–16. However, the DPR itself estimated the project cost at ₹1.42 crore leaving a funding gap of ₹20 lakh from the very beginning.

The Comptroller and Auditor General (CAG) of India later highlighted serious shortcomings in the implementation of the project. The audit found that the consultant was appointed without inviting competitive tenders, the project was approved without adequate funding and machinery that was scheduled to be installed by September 2016 was procured only in 2018. Even more concerning, the machinery was never installed.

As of May 2023, ₹1.17 crore had already been spent, only ₹4.86 lakh remained unspent and machinery worth ₹1.17 crore was lying idle. The factory had still not started production.

C.A.D.C attributed the delay to demonetisation, GST implementation, floods in Assam, poor road connectivity and the expectation of receiving additional funds from NITI Aayog.

However, the CAG rejected these explanations, observing that they did not justify the delay and that the project suffered from poor planning and weak financial management.

The audit concluded that the failure to commission the factory resulted in an idle investment of ₹1.17 crore, depriving the people of the employment and economic benefits the project was meant to deliver.

The CAG recommended that C.A.D.C immediately commission the factory, strengthen financial accountability, strictly follow procurement rules and undertake proper cost-benefit analysis before approving future projects.

With the present C.D.A. Government led by C.E.M Shri Nirupam Chakma now expressing its intention to revive the project, the public will expect more than inspections and proposals. The real test will be whether this government can finally commission the Duichuani factory and answer why such an important public investment was allowed to remain idle for so many years.

Why is the New CADC Secretariat Building Still Incomplete?

Shri Nirupam Chakma, C.E.M recently visited the incomplete New CADC Secretariat Building and sought financial assistance from C.M Lalduhoma under the SASCI Scheme to complete the project. The C.E.M has expressed his intention to his M.D.C colleagues to shift the CADC Secretariat to the new building as soon as possible.

To understand why the project has remained incomplete for so many years it is important to look back at its history.
The foundation stone for the New CADC Secretariat Building and the CADC Session Hall was jointly laid on 1 December 2012 by the then Union Minister for DoNER, Shri Paban Singh Ghatowar and the then Chief Minister of Mizoram, Shri Lal Thanhawla.

At that time, Shri Nirupam Chakma was the Congress MLA representing 36-Tuichawng Assembly Constituency while Shri Kali Kumar Tongchangya was serving as the C.E.M of C.A.D.C.
The two projects were funded under the 13th Finance Commission with a total sanctioned amount of ₹11 crore. Of this, ₹8 crore was sanctioned for the New CADC Secretariat Building and ₹3 crore for the CADC Session Hall.

Between FY 2012-13 and FY 2013–14, the Government of India released ₹8.32 crore for the projects. However, the remaining ₹2.68 crore was not released and eventually lapsed, reportedly because the then Executive Committee of CADC failed to submit the required Utilisation Certificates to the Government of Mizoram within the stipulated time.

The construction works were awarded through contractors and their respective Power of Attorney holders. The construction of the New CADC Secretariat Building was entrusted to Shri Aziz Khan of Karimganj, Assam while the construction of the CADC Session Hall was entrusted to Shri R.V. Hluna of Aizawl, Mizoram.

The Comptroller and Auditor General (CAG) of India in its Audit Report for 2015-16 pointed out discrepancies in the disbursement of payments relating to these projects. The audit observations raised concerns about financial irregularities in the ex*****on of the works.

It has also been alleged that third parties were involved in the misappropriation of funds through the contractors and the Power of Attorney holders. If these allegations are proven such irregularities could have been one of the reasons for the delay and non-completion of the projects funded under the 13th Finance Commission.

Who Really Won the Chakma Democratic Alliance Power Sharing?

The appointment of the 8 Executive Members in the 11 C.A.D.C has become one of the biggest political talking points. Although the BJP has 10 M.D.C.s, Z.P
M has 9 and MNF has 1. The Executive Committee of C.A.D.C was formed today with 5 E.M.s from Z.P.M and only 3 from the B.J.P. The appointments were made by the Governor of Mizoram on the recommendation of C.E.M Shri Nirupam Chakma. Many B.J.P workers expected an equal 4:4 sharing of the Executive Member posts between the B.J.P and Z.P.M. Instead, the B.J.P despite having more MDCs accepted only 3 E.M. posts. This has left many party workers disappointed and questioning the C.E.M's decision. The biggest political beneficiary appears to be Shri Kali Kumar Tongchangya, Chairman, C.A.D.C and President, C.D.Z.P.M. Even though Shri Nirupam Chakma is the Chief Executive Member, many now believe that Shri Kali Kumar Tongchangya has become the most influential leader in the C.D.A coalition government. Many intellectuals believe there could be several reasons behind this decision. Shri Nirupam Chakma may have wanted to keep the C.D.A coalition government stable. He may also have considered Shri Kali Kumar Tongchangya's political influence at K-nagar South M.D.C constituency and avoided any move that could weaken the C.D.A alliance. Another view is that giving Z.P.M a larger share of E.M posts would help maintain good relations with the Z.P.M government led by C.M. Shri Lalduhoma.These are political interpretations and only the leaders involved know the real reasons behind the decision. However, one thing is clear. The perception has changed. Many people now feel that Shri Kali Kumar Tongchangya holds significant influence in the C.D.A coalition. Some even believe his influence could extend beyond the government to future political decisions including selection of B.J.P ticket in the next C.A.D.C M.D.C General Elections, 2028. For Shri Nirupam Chakma the challenge is now to convince BJP workers that their party has not given away too much despite having more B.J.P M.D.C.s. Keeping the C.D.A coalition together may have secured the government for now but it has also raised questions within his own party. Politics is often about negotiation and compromise. But after the E.M.s appointments many people believe the political winner is not the party with more MDCs but the leader who gained the strongest position in the coalition. At present, many see Shri Kali Kumar Tongchangya as that leader.

Shri Nirupam Chakma, C.E.M, C.A.D.C has reportedly submitted the recommendations for 8 E.Ms. However, except for Shri Kali Kumar Tongchangya, Chairman, C.A.D.C no one knows the names recommended from B.J.P and Z.P.M. Even Shri Durjya Dhan Chakma, President of C.D.B.J.P was reportedly not taken into confidence. It is believed that the recommendations include 5 E.M.s from Z.P.M and 3 from B.J.P. This raises a serious question. Why did the C.E.M not consult his fellow B.J.P M.D.C.s and B.J.P District O.B.s before submitting the recommendations?
