Saturday, 7 Feb: Finance minister of Assam Dr. Himanta Biswa Sharma presented the budget 2020-21 on Friday 2 PM.

The Assam government has included the clauses 5.1 & 6.4 of the 3rd Bodo Accord in the Budget. Some key points are:-

* A Bodo Kachari Welfare Council will be established for Bodo people living outside.
* A separate Directorate for Bodo medium schools
Also:
* Kokrajhar Fine Arts & Music College will now be a government run institution
* The State government will provide Rs. 250 crores each year for 3 years
* Rehabilitation of the surrendered NDFB cadres
* A proposal has been made to establish a committee for re-demarcation of the BTAD area.

Final electoral rolls for BTC election released in Chirang

The final publication of electoral rolls for 13-Chirang (ST), 14-Chirang Duar (ST) and 15- Kajalgaon (ST) Bodoland Territorial Constituencies (BTCC) was formally released by the Returning Officer (DEO) and Deputy Commissioner of Chirang, Gautam Talukdar in a meeting held on Thursday at the conference hall of the Deputy Commissioner’s office, Chirang in the presence of Assistant Returning Officers and local representatives of political parties.

Addressing the gathering, Returning Officer Talukdar informed that the total number of voters of 13-Chirang (ST) BTCC was 60,358 with 30,411 males, 29,946 females and 1 third gender, total number of voters of 14-Chirang Duar (ST) BTCC was 50,103 with 24,991 males, 25,111 females and 1 third gender and of 15-Kajalgaon (ST) BTCC it was 34,924 with 28,192 males and 28,800 females.

“As compared to the total voters in the last BTC election in 2015, the number of voters in these constituencies has increased by 11.17 per cent, 11.79 per cent and 10.45 per cent respectively in the final electoral rolls of 2020,” he added. He further said that as per the schedule of BTC election, 2020, the final list of these polling stations would be published on March 10, 2020. In the meeting, he called upon the representatives of political parties to urge the voters to exercise their rights as there was a saying that wider participation was needed for a healthy democracy. “Unless people participate in the election process there will be no clean and fair election,” he further added.

The meeting was attended by Additional Deputy Commissioners Karmadev Brahma, Biswajit Goswami, Election Officer Jogadish Brahma, other officials and the representatives of BJP, Congress (I), BPF and UPPL.

KOKRAJHAR: With the direction of the Assam State Election Commission, the Returning Officers and Deputy Commissioners of Kokrajhar and Chirang, PP Mazumdar and Gautam Talukdar respectively, published the final electoral rolls of 11 constituencies of Kokrajhar and seven constituencies of Chirang district on Thursday. The final electoral rolls published in Kokrajhar include-Guma (Open) with total voters 56,536, Srirampur (Non-ST) with 45,577 voters, Jomduar (ST) with 45,444 voters, Saraibil (ST) with 56,310 voters, Kachugaon (ST) with 55,595 voters, Dotma (ST) with 45,566 voters, Fakiragram (Non ST) with 69,344 voters, Banargaon (ST) with 53,873 voters, Debargaon (ST) with 61,354 voters, Baokhgungri (ST) with 46,164 voters and Salakati (ST) with 49,836 voters.

Fate of BJP-BPF-AGP alliance hangs in balance

GUWAHATI, March 3 - The fate of the alliance between the Bharatiya Janata Party (BJP), Bodoland People’s Front (BPF) and Asom Gana Parishad (AGP) for the ensuing polls to the Bodoland Territorial Region (BTR) hangs in balance, even though the alliance will continue in the State level and for the coming Rajya Sabha polls.

Talking to The Assam Tribune, State BJP president Ranjeet Kumar Dass said that the party is yet to take the final decision on the BTR polls. He, however, said that the alliance in the State level would continue. He revealed that the leaders of the BJP and BPF, including Chief Minister Sarbananda Sonowal and BPF president Hagrama Mahilary, met yesterday to discuss strategies for the ensuing Rajya Sabha polls for three seats.

The parties decided that the alliance would continue for the Rajya Sabha polls and one seat would go to the BPF. The BPF has already decided to nominate Biswajit Daimary, whose tenure is coming to an end, for the election with the support of the BJP.

Dass said that the BJP has not yet selected its own candidate for the Rajya Sabha polls. He admitted that several senior members of the party have expressed their desire to contest the polls. He said that the State unit would send the names and the final selection would be made by the parliamentary board of the party. The BJP is not thinking of contesting the third seat but Dass said that if the Opposition parties fail to put up a consensus candidate, the BJP would put up its own candidate for the third seat also.

On the issue of alliance for the BTR polls scheduled to be held in April, Dass admitted that the BJP is yet to take the final decision. He said that the party had earlier appointed 25 observers to assess the situation on the ground and submit their reports.

He said that as per the reports received from the ground, “we are sure of winning at least 16 seats.” But the State unit of the party has not yet taken the final decision on alliance and formed a three-member committee comprising minister Bhabesh Kalita, Member of Parliament Dilip Saikia and MLA Ashwini Roy Sarkar to carry out a study of the ground situation and to submit a report. The State unit of the BJP would take the final decision on alliance only after receiving the report of the committee.

1615 NDFB cadres lay down arms today
Government committed to fulfill promises made in Bodo Peace Accord: CM

A total number of 1615 members of Bodo militant organization National Democratic Front of Bodoland (NDFB) laid down their arms and ammunition today in an arms laying down ceremony held at GMCH auditorium, Guwahati. A total number of 178 weapons were surrendered by the four factions of NDFB in today’s event. Followed by the historic Bodo Peace Accord signed between Centre, State government and NDFB on 27th January 2020, today the cadres officially surrendered their arms and ammunition in presence of Sarbananda Sonowal, Chief Minister of Assam, Himanta Biswa Sarma, Finance Minister of Assam, state ministers, various government and police officials and other dignitaries.

Welcoming the surrendered NDFB cadres to the mainstream Chief Minister Sarbananda Sonowal urged them to contribute to the nation building process. He also assured that the present government will fulfill all the promises made in the Bodo Peace Accord. Mentioning todays arms lay down step as a golden opportunity for growth he urged the surrendered militants to utilize their strength for the development of Assamese community. Saying that this day will add a new chapter to the peace process of the state, the Chief Minister said that a comprehensive rehabilitation policy would be formulated for providing employment opportunities to the surrendered militants.

Himanta Biswa Sarma said in his speech that today is a historic day for not only Assam but for the whole nation as the four factions of the NDFB laid down their arms and joined the mainstream. This move will further contribute towards the peace process in the state. He said that during the last one month under the Prime Minister Narendra Modi’s leadership two major initiatives have been taken in North East in form of the BRU Accord in Tripura and Bodo Peace Pact in Assam. He informed that Bodo Autonomous Council bill would be tabled soon and the full autonomy committed to the Bodos would be provided. He also informed that all measures for the rehabilitation of the surrendered militants would be taken. The minister also urged the other militant groups like ULFA(I) to come forward for talk with the government for bringing peace to the state.

Bodo Territorial Council (BTC) Chief Hagrama Mohilary during his speech congratulated the surrendered militants and urged them to come forward and join hands for the development of the BTC. He also said that this peace accord is not only for the people of Bodo Community but for every communities of the area in every aspect.
