Important Update from Zilla Sainik Board to

CLARIFICATIONS ON FEW COMMONLY ASKED QUESTIONS REGARDING SPARSH, OROP, LTA ETC.

Though SPARSH, OROP etc are not Sainik Board subjects, I have received many queries, some are common doubts. I have decided to answer some of your questions here.

Question No-1: How can I migrate to SPARSH?

Answer No-1: You and me can NOT transfer your pension acct from Bank to SPARSH system. This will be done by your Bank's CPPC, which will send your PPO, Account details, Adhaar Card, PAN Card, Life Certificate, Mobile number and Email ID to SPARSH. When Bank send your account to SPARSH, they will intimate you through a SMS. So, as long as have not got SMS, you are not transferred.

Question No-2: I have received SMS from Bank that, my account is migrated to SPARSH but why I have not received User ID and Password till date?

Answer No-2: Wait for 1 week to 2 months time. SPARSH will create your account and a new PPO and Pension Slip will be prepared. Then SPARSH will intimate the New PPO No, User ID and Password through SMS to your registered mobile number with bank. Log into the the SPARSH and see your new PPO, Pension Slip and other information. After transfer to SPARSH, monthly pension will be directly credited by SPARSH into your same Bank Account on the last day of every month. If you don't get User ID, suffix 01 after PPO No and use forget Password option.

Question No-3: I have not received revised pension and OROP-II arrears with March Pension. Why?

Answer No-3: All pensioners will get revised OROP-2 pension from next month. However, schedule for arrear payments is as follows:-

(a) All widows, family pensioners, Disability Pensioners, Gallantry Award winners will get entire arrear by 30/04/2023.

(b) All pensioners above 70yrs age will get entire arrears in one or more installments by 30/06/2023.

(c) All remaining ESM will get arrears in 3 equal installments, by 30/08/23, 30/11/23 and 28/02/24.

Question No-4: Is SPARSH PPO required? If so where do I get it?

Answer No-4: Yes after you have been migrated, the new SPARSH PPO is the valid PPO and old PPO, received during retirement is no longer valid. You can download SPARSH PPO from the SPARSH website after logging in.

Question No-5: There are plenty of mistakes in my SPARSH PPO. What should I do?

Answer No-5: You don't have to do anything now if in your Service Records that data is correct. After 10/15 days, SPARSH will allow Personal Data Verification (PDV). That time you can correct your wrong data in SPARSH website directly.

Question No-6: My correct Adhaar Card and PAN Card Numbers are Not Available in SPARSH website. What to do?

Answer No-6: You may visit your pension Bank and ask manager to upload Life Certificate and KYC data into the system. Also Email same data to :-

Question No-7: My wife's DOB is shown as 01/01/3001 or date of death is shown in SPARSH PPO. How to correct?

Answer No-7: Don't correct. These are SPARSH website errors, will slowly get corrected by the system.

Question No-8: I am getting pension from SPARSH but no TDS is being deducted. Why?

Answer No-8: It is because SPARSH is not yet connected with IT system. Please pay your tax directly to your bank and keep receipt, which you wil require in Jul 23 to file IT Return.

Question No-9: I Have recently got transferred to SPARSH. Do I need to submit Life Certificate again?

Answer No-9: LC is required within two months after migration to SPARSH. Please log into your account in SPARSH and check next Identification due date. Accordingly submit LC.

Question No-10: Do I need to submit LTA FORM-A to bank?

Answer No-10: If you have a JN-PPO and Joint pension acct in bank with your wife then you don't need to submit Form -A for LTA arrears. But widows and other single pensioners, should submit Form-A to nominate child/children to receive money left in the account after your demise. Otherwise your children have to get Legal Heir Certificate, which is difficult to get.

If you don't get Sparsh User ID and Password on ur mobile then from portal itself u can get this info as follows :

1. Open website Sparsh.defencepension.gov.in
2 under Services Tab - click on " Know your Sparsh status and Identification status"
3 opens unique identifier tab. Select Bank option and indicate pensionbank account number
4. System lists original PPO number, Sparsh PPO number, Aadhar and PAN details
User ID is Sparsh PPO number suffixed by 01.
5. Now Login with user ID
click Forgot Password. Generate Password
6. Now one can Login

If Aadhar not shown in system mainly due to name mismatch in PPO and Aadhar then
Go to portal ( Do not log)
Services tab - update Aadhar - upload Aadhar. Token number is generated. Note for future reference

This then gets checked by DOP for officers and NAVPEN for sailors and approved in about 4- 5 days time. Corresponding Record section for other two services. Then one can use Sparsh portal with Aadhar linked.

*"SPARSH" - Defence Pension, an Overview*

Recently held subject programme @ Ayyanthole's Women's Indoor Stadium.

The Lady OIC, DPDO addressed the gathering. She conveyed All that no need to panic / room for any confusion and that those prevailing Aadhaar demographic / other anomalies would be rectified and simplified in due course.

Until then, it is immaterial whether or not you received Username / Password. So Pensioners can go to their respective PDA and submit their LC as was done earlier.

She focused / cautioned on
few points :

1. Don't change the Name & Initials whatever given in the Aadhaar (Issue is being addressed).

2. Those who couldn't submit DLC can submit it @ the PDA.

3. Migrated users to SPARSH would be provided with an Username and PWD. Go to sparsh.defencepension.govt.in.

This PWD should be changed immediately after Logging in. Then Log in again with your new PWD and continue. This newly created PWD should be noted and kept securely.

4. After usual log in Aadhaar to be linked for verification. Here the trouble arises while uploading, if the name differs as such the Demographic validation fails. No need for any panic.

5. *Avalable Services* :

(a) Pensioner Data Verification (PDV)

(b) Annual Identification - Life Certificates (DLC & MLC)

(c) Personal Data Correction

(d) Death / Missing / Conviction

(e) Documents like PPO & Corrigendum PPO

(d) Form 16

(e) Track Service Record

(f) Initiate Family Pension

6. *Categories* : Migrated Pensioners & SPARSH Original (@ the time of retirement)

7. *Status* : (pcdapension.nic.in) - Here you can check your migration status such as e PPO #, Bank A/C #, etc.

Suffixing 01 to e PPO is your User name and 02 is for FP.

8. *Mobile Linking*
Go to sparsh.defencepension.govt.in.

Click Services >

Update Mobile # (if mobile # is changed) >

either by SPARSH PPO or with Aadhaar #.

An OTP would come for updation.

9. *Submit Profile* : Submit all your credentials and corrections with valid proof and upload it.

10. *Annual Identification* : Annual Life Certificates can be submitted either thro' Jeevan Praman DLC and MLC from SPARSH Service Centres.

While submitting MLC dowload the Certificate, fill it and get it attested by a Gazetted Officer.

It is imperative that the Gazetted Officer's Name, Mobile # and the Designation need mandatorily to be filled and Upload this Certificate.

11. *Service Request*

(a) Commutation details

(b) Confirm Tax

(c) Loan Instalments

(d) Link PPO

(e) Stoppage - Medical Allowance

(f) Aadhaar Consent

(g) Update Tax Savings

12. *Grievances* : A Pensioner can lodge a complaint and track its course and outcome.

13. My Documents : PDV, PPO, Corr PPO, Pension Slip, Form 16 etc.

DLC will be received @ the registered Mobile.

For those who have retired before 2016, various data corrections are required in their records. So considerable delay is expected to initiate User name and PWD.

Wait patiently until you receive it and no way it would affect your pension disbursal.

SPARSH- IDENTIFICATION OF TYPE OF DEFENCE PENSION

So far, we were able to identify the Types of pension by PPO numbers with Prefix/ Suffix

For example:

Then, the PPOs are Digitalized by the EPPO. With 16 digits, each number indicating different charactersโ€™ For Example: 1 85 2016 00216 --0199. Where, No.1 for Army, 85 for Code of AMC Record, 2016 year of discharge and next 5 digits for running PPO number โ€“ Last 4 digits for Type of pension. No.1 for Army 2 for Navy and 3 for Air Force.

Example:

EPPO for Ord,Family pension: 185201600216-3000

Spl. Family pension : 185201600216-3300

Liberalised family pensionโ€ฆโ€ฆ 185201600216-3700 likewise for all the types of pension.

This was reasonable and every veterans and families understood.

Now, the New System SPARSH has replaced both the previous methods.

Here , we can not find out the type of pension by the Number. We can know with the copy of PPO only. There, the original PPO number is not mentioned. No separate number for Army, Navy and Air Force- Only running serial number-

Comparing the previous system, SPARSH system is not appreciable.

The LEGACY system had three components- PENSION SANCTION AUTHORITY (PSA),

PENSION PROCESSING CENTER (CPPC) AND PENSION DISBURSING AGENCY (PDA)

Now, as per SPARSH, there is only one, All in One system, PSA, CPPC and PDA. All in one system from PCDA, Allahabd only. The Pension account in the Bank will be as normal savings account with the normal customers . Pension will be credited by CDA, we can draw and go away. Bank has no role to play in any discrepancy in pension matter.

Any grievances, we have to approach SPARSH only , by way of ONLINE .

We know that, all , particularly widow pensioners are not aware of this Smart Phones, they have to approach some outsiders by spending money. Sparsh says, there are so many CSC Common Service Centers throughout the country, but not yet established.

One case recently noticed:

One Subedar, Group-X 28 yrs of service, discharged in 2016.

His paper was Migrated to SPARSH, and he received the message, with User ID and Pass word in the month of November 2021..

He followed the method and Logged in to the system and got his SPARSH PPO copy.

His Basic pension is mentioned as 30200 and other elements. His pension was credited to his account. But he was receiving lesser amount as per original PPO.

Now from the Month of April 2022, his Basic pension is reduced to 14613, no idea , the reason for reduction not known.. The Sub tried to contact on all given Phone numbers but in vain.

If, One learned Subedar has faced such problem, what will be condition for a widow pensioners.

Bank officials say, we have no idea about this. We also came to know from some others that, the grievances mechanism is not responding. THIS IS THE POSITION.
