It was formed on 5 March, 1962 as part of the Ramganga River Valley Project funded by Ministry of Agriculture, Government of India. The main objective of creating this division was to maintain the water holding capacity of Kalagarh reservoir constructed in River Ramganga by controlling the silt discharge into the reservoir through soil-water conservation and enhancing the green cover of the catch

ment of Ramganga. It also aims at improving fuel and fodder availability as well as livelihood for local people apart from biodiversity conservation of the area.
