עם ההכרה בחשיבות חשיפת הדור הצעיר לשווה לו מסביב לעולם, ממשלת מדינת ישראל קיבלה החליטה ב-31 לדצמבר 1972, להמליץ על הקמת גוף ציבורי ללא מטרות רווח, המורכב מנציגויות של ארגונים העובדים עם בני נוער וצעירים, על מנת לתאם חילופי נוער בין ישראל למדינות אחרות.
באוגוסט 2008, ממשלת ישראל חוקקה חוק חדש, אשר שינה את את הסטטוס של הארגון, לרשות לאומית.
הרשות פועלת בשיתוף עם משרד החינוך – מחלקת יחסים בינלאומיים
ומשרד החוץ – מחלקת שיתופי פעולה בתרבות ומדע.
התפישה הבסיסית אשר מנחה את חילופי הנוער היא ההנחה שהכרות עם הפסיפסט האנושי והתרבותי מסביב לעולם, מסייעת להבנות בסיס של ערכים משותפים, המוליכים לכבוד הדדי והבנה יותר טובה.
ההזדמנות להפתח לעולם מאפשרת לנוער וצעירים להפוך לחלק ממשפחת העמים. הקשרים הישירים הללו מולידים איכויות של פתיחות ופרודוקטיביות בחשיבה והמעשים .
היזמות של "חילופי משלחות" מציעה את ההזמנויות החינוכיות לחוות הזדהות, ללמוד על סובלנות, להלחם בכל צורה של גזענות, לעלות מודעות לחשיבות הדמוקרטיה וזכויות האדם ולטפח קשרים ידידותיים בין דורות העתיד.
פרוייקט החילופין פועל על בסיס הדדיות – כל שותף המיישם את הפרוייקט, אחראי להוצאות הנסיעה, לוקח חלק בתוכנית מאורגנת ומוצע לו אירוח.
בתוך המשתתפים במשלחות נכללים תלמידי תיכון, מנהיגים צעירים, אלו העובדים עם נוער ומומחים בתחום החינוך, התרבות, הספורט וכו'.
הרשות מציבה את התנאים, ההליכים והחוקים עבור המשלחות, ומפקחת על ישומם.
הרשות מסייעת במימוש חילופי פרוייקטים שעומדים בדרישות, ומעניקה סיוע למגזרים חלשים באוכלוסיה.
הרשות משמשת ככתובת ומקור משאבים לציבור.
הרשות מגייסת את משאביה הכספיים מהמקורות הבאים: תמיכה ממשלתית, דמי חבר ארגוניים, תרומות ומענקים ציבורים ופרטיים.
מליאת הרשות
מליאת הרשות מורכבת מכ-80 נציגים של ארגונים וגופים, הפעילים בתחום העבודה עם נוער וחילופי נוער. מיזם החילופין, אשר בו חברים כ-5,000 בני נוער וצעירים בכל שנה, מבוצע על ידי אותם הארגונים עם סיוע של הרשות הישראלית לחילופי נוער וצעירים.
שר החינוך ושר החוץ ממנה את החברים של המליאה. גופים ותאגידים נוספים יכולים להצטרף כחברים ברשות, בתנאי שהם עומדים בתקנות המפורסמות. In recognition of the importance of exposing the young generation to their peers around the world, the government of Israel decided, on December 31st 1972, to recommend the formation of a non-profit public organization, consisting of representatives of organizations that work with youth and young adults in order to
coordinate youth exchanges between Israel and other countries. In August 2008 , the government of Israel confirmed a new law that upgraded
the legal status of our organization to a National Authority. The Authority is acting with cooperation with the Ministry of Education – International Relations Department and the Ministry of Foreign Affairs – Cultural & Scientific Cooperation Department. The basic concept that guides the youth exchange is the assumption that becoming familiar with the mosaics of people and cultures around the world, assists in structuring a foundation of common values leading to mutual respect and better understanding. The opportunity to open up to the world enables teenagers and young adults to become part of the family of nations. These direct contacts engender qualities of openness and productivity in thoughts and actions. The “delegations exchange” enterprise offers the educational opportunities to relate experience learn tolerance, fight any form of racism, raise awareness of the importance of democracy and human rights, and foster friendly relations between future generations. The exchange projects operate on the basis of reciprocity - each partner implementing the project is responsible for travel expenses and takes part in an organized program and is offered hospitality. The participants in the delegations include high school students, youth leaders , youth workers and professionals in the field of Education, Culture , Sports etc. The Authority sets the conditions, procedures and rules for the delegations, and supervises its implementation. The Authority assists in the realization of exchange projects that meet the requirements, and provides assistance to the less privileged sectors. The Authority raises its financial resources from the following sources: government support, organizational membership fees, donations, public and private grants. THE PLENARY OF THE AUTHORITY
The plenary of the Authority is comprised of approximately 80 representatives of organizations and bodies that are active in the field of youth work and youth exchange. The exchange enterprise, which numbers some 5,000 teenagers and young adults each year, is carried out by those organizations with the Israel Youth Exchange Authority's assistance. The Minister of Education and the Minister of Foreign Affairs make the appointment of members of the plenary. Additional bodies and corporations can join as members of the Authority, provided they meet the published regulations.
