Pemerintah kembali melakukan perubahan ketentuan perpajakan melalui Rancangan Undang-Undang Harmonisasi Peraturan Perpajakan (RUU HPP) yang telah disetujui DPR pada 7 Oktober 2021 dan diundangkan menjadi UU Nomor 7 Tahun 2021 tentang Harmonisasi Peraturan Perpajakan pada 29 Oktober 2021.
Menurut keterangan resmi Kementerian Keuangan RI, UU ini bertujuan antara lain untuk meningkatkan kepatuhan wajib pajak yang dinilai masih rendah, menutup celah praktik erosi perpajakan, dan memperbaiki sistem perpajakan Indonesia.
UU HPP mencakup beberapa ketentuan baru, seperti kenaikan tarif Pajak Pertambahan Nilai (PPN) menjadi 12% secara bertahap hingga 2025, penggunaan Nomor Induk Kependudukan (NIK) sebagai Nomor Pokok Wajib Pajak (NPWP), ketentuan pajak karbon, tax amnesty II, hingga perubahan sanksi pajak.
