【「佢哋都想聽聽你嘅聲音~」👂📝】
政府正為香港嘅《生物多樣性策略及行動計劃》(BSAP)進行更新,最近開始咗為期兩個月(5 月 12 日至 7 月 11 日)嘅公眾諮詢,徵求意見。熊貓會相信我哋嘅物種同生境都想聽到你嘅聲音,關注生態嘅你,不如好好把握嚟緊三個禮拜,同政府反映你對下階段BSAP嘅諗法。我哋熊貓會就有以下 4 個重點意見同建議:
1.「處處有生態」:喺「無處不旅遊」嘅概念下,坊間有要求釋放更多自然資源,推動藍綠旅遊發展。我哋建議將藍綠旅遊納入下階段 BSAP 作為關鍵策略,制定指導原則,識別適合發展藍綠旅遊嘅區域,避免影響生態敏感區,並推廣負責任同永續旅遊,以免超過生態同環境承載力。如果負責任、適當咁推進,藍綠旅遊可以吸引社區參與保育、創造經濟效益,分享生物多樣性帶嚟嘅成果,形成多贏局面。
2. 保護未受保護嘅物種同生境:《香港生物多樣性現狀 2025》報告指出,香港超過一半生態熱點位於私人土地。政府應積極探索,諗辦法去保育呢啲屬於私人土地嘅生態熱點,例如訂立土地協議,既尊重土地持有人嘅權益,又提供激勵措施去推動土地持有人釋出土地,為保育作出貢獻。
3. 生物多樣性指標:香港需要建立監測框架,用可以量化嘅指標,追蹤生物多樣性嘅變化,咁先可以定期評估生物多樣性嘅趨勢同現狀,跟進各項保育工作係咪有效,同埋指導今後嘅保育政策方向。新加坡政府推出嘅城市生物多樣性指數正正可以作為香港嘅參考。
4. 持續諮詢:我哋建議政府喺下階段 BSAP 正式公布前,再次進行公眾諮詢,等市民同唔同領域嘅專家可以預覽 BSAP 列出嘅措施同行動,就整體策略同具體行動計劃達成更好嘅共識。如果得到社會各界支持,下階段 BSAP 就可以更順利咁實施,喺未來十年得到更好嘅成果。
我哋期待下階段 BSAP 能夠提供明確指引,令香港成為一個自然正向嘅新時代大都會。
【 “They want to hear what you have to say!” 👂📝】
The Government is updating Hong Kong’s Biodiversity Strategy and Action Plan (BSAP). A 2-month public consultation, running from 12/5 to 11/7, is inviting opinions and suggestions. WWF encourages everyone to advocate for our biodiversity during this period. With 3 weeks remaining, do seize this opportunity to submit your views to the government if you feel concerned. Below are our 4 key comments and recommendations:
1. “Biodiversity is everywhere”: Under the vision of "tourism is everywhere in Hong Kong," there are requests to further leverage natural resources for blue-green tourism. We recommend incorporating blue-green tourism as a core strategy in the next BSAP to establish guiding principles, designate suitable areas for tourism, protect ecologically sensitive zones, and promote responsible, sustainable practices that respect ecological and environmental carrying capacities. If implemented thoughtfully, blue-green tourism can engage local communities in conservation efforts, generate economic opportunities, and create a mutually beneficial outcome, allowing people to enjoy the benefits of biodiversity.
2. To protect the unprotected habitats: "The State of Hong Kong Biodiversity 2025" reveals that over half of Hong Kong’s biodiversity hotspots lie within private lands. The Government should explore mechanisms to protect these privately-owned hotspots beyond existing protected areas. One viable approach is to establish land agreements that respect landowners’ rights while at the same time offer incentives to encourage conservation efforts on their properties.
3. A quantifiable biodiversity indicator framework: Hong Kong should develop a robust monitoring framework with quantifiable indicators to track biodiversity status and trends, assess the effectiveness of conservation initiatives, and guide biodiversity-related policies. The Singapore Index on Cities’ Biodiversity serves as a valuable model for Hong Kong to adopt and adapt.
4. Further consultation: We recommend the Government conduct an additional engagement exercise to allow the public and experts from various sectors to review proposed measures and actions before the launch of the next BSAP. This will foster greater consensus on the overall strategies and specific action plans for the next BSAP. With broad societal support, we can anticipate smoother implementation and greater conservation outcomes over the next decade.
We look forward to the next BSAP establishing clear, ambitious goals to guide Hong Kong’s transformation into a nature-positive city.
